PWS
PERFORMANCE WORK STATEMENT (PWS)
Comprehensive Environmental Training and Education Program (CETEP), Environmental Management System
(EMS), and Compliance Support
1. INTRODUCTION
Comprehensive Environmental Training and Education Program’s (CETEP's) purpose is to support full compliance with applicable environmental requirements, pollution prevention goals, and Environmental Management System
(EMS) objectives by integrating professional development initiatives, analyzing environmental training needs, developing and providing public outreach materials, and compliance instruction and training.
1.1. Background
Approximately 500 military and civilian personnel require environmental training each year in areas of pollution prevention, resource protection and conservation, spill response, environmental laws and regulations, and the proper handling, storage, and disposal of hazardous material/waste. CETEP provides this training through various needs analyses, professional development initiatives, public outreach projects, program development strategies, and research efforts to ensure appropriate environmental instruction and information is provided at all levels of the
United States Marine Corps (USMC).
The Marine Corps EMS provides a systematic approach for integrating environmental considerations and accountability into day-to-day decision making and long-term planning processes across Marine Corps missions, activities, and functions. The EMS provides commanders oversight of installation environmental responsibilities.
The Marine Corps EMS is built upon a framework of five interrelated components consisting of 17 elements. This framework is consistent with those used by other military services and Federal agencies, and with International
Organization for Standardization’s 14001, an international standard for EMS. The Marine Corps EMS emphasizes continual improvement through effective policy, planning, implementation, checking and preventive or corrective action, and management review.
1.2. Scope
The scope of this effort is to provide support that will enable Marine Corps Air Station (MCAS) Camp Pendleton to achieve its CETEP, EMS, and other environmental compliance-related program goals. This support will ensure all staff are trained in accordance with all applicable Federal, State, local and Marine Corps environmental requirements.
2. GENERAL REQUIREMENTS
This section describes the general requirements for this effort, including contract management, contractor personnel qualifications and administrative requirements.
2.1. Contract Management. The Contractor shall establish processes and assign appropriate resources to effectively administer the requirement.
2.1.1 Contractor shall provide a primary point of contact to interact with the Contracting Officer
Representative (COR) on the performance of tasks identified in this PWS.
2.1.2 The Contractor shall manage its employees and guard against any actions that are of the nature of personal services, or give the perception of personal services. Under no circumstances shall the
Government assign tasks to or prepare work schedules for individual contractor employees. If the
Contractor believes that any actions constitute, or are perceived to constitute personal services, he or she shall notify the Contracting Officer (KO) immediately.
2.2. Contractor Personnel Qualifications.
2.2.1. The Contractor shall provide personnel experienced in CETEP, EMS, and environmental compliance support. Contractor personnel shall also be qualified to perform all tasks identified in the PWS.
2.2.2. The Contractor shall ensure employees possess the following qualifications:
EMS experience
Storm water experience
Energy support and sustainability experience
Experience with air quality, hazardous material, hazardous waste, and pollution prevention
Experience with both federal and California statutes and regulations
California Specialized Training Institute certification
Hazardous material/Authorized Use List experience
Lead Auditor trained
Compliance inspection history
Familiar with WEBCASS, sharepoint, DoD EMALL
Experience with United States Marine Corps training requirements
Classroom instruction experience
2.2.3. The Contractor shall ensure employees qualifications remain current by providing initial and refresher training as needed to meet the PWS requirements.
2.3. Administrative Requirements.
2.3.1. Any products produced by the Contractor during the month shall be submitted to the
COR before the invoice is submitted for that month.
2.3.2. Class materials that are created by the Contractor in the performance of this contract shall be submitted to the COR on a CD and a hard copy and uploaded to the Environment
Department’s EMPortal. These materials shall be the property of the USMC.
3. PERFORMANCE REQUIREMENTS
The following section specifies the Performance Objectives and Performance Elements for the contract.
CETEP SUPPORT
3.1. Design, Draft, and Update Training Courses for Waste Generator Units. The Contractor shall design and draft new training courses and update existing training courses for waste generator units.
3.1.1. These courses will cover: hazardous waste management, spill containment, emergency spill response, National Incident Management System, and other hazardous waste/material related topics.
3.1.2. The Contractor shall make improvements to the existing one-day MCAS Camp Pendleton
Hazardous Waste Handler Refresher, Hazardous Communication, and First Responder
Operations Refresher courses.
3.1.3. The Contractor shall make improvements to the existing three-day First Responder
Operations and Hazardous Waste Handler courses.
3.1.4. The Contractor shall ensure that each course the Contractor designs, develops, or revises includes a detailed task list, complete with:
(a) terminal and enabling learning objectives;
(b) a course syllabus;
(c) a Period of Instruction;
(d) training outline;
(e) supporting documents; and
(f) and a Master Lesson File (MLF), formatted in accordance with the Marine Corps'
Systems Approach to Training (SAT) requirements for curriculum development.
Note: While other curriculum development models may be incorporated as appropriate, SAT curriculum development requirements must be adhered to in their entirety.
3.1.5. The Contractor will be furnished access to existing training materials (curriculum and multimedia) and photographs. Contractor shall confer with the Project Manager to determine the applicability of existing materials to determine the extent of revision necessary.
3.1.6. During the curriculum design process, the Contractor is expected to meet with some or all of the Subject Matter Experts or USMC Program Managers for the following installation environmental or facility programs: Spill Prevention Control and Countermeasure compliance, Aboveground and Underground Storage Tanks, hazardous waste, hazardous materials, natural and cultural resources, National Environmental Policy Act, water conservation and quality, stormwater pollution discharge, energy conservation, noise conservation, pesticides, asbestos, and lead paint.
3.1.7. The Contractor shall prepare course materials as follows:
(a) Microsoft PowerPoint presentation for each lesson;
(b) Instructor Guides (IG) shall be bound and/or stapled on the spine and include course agenda, table of contents, and each lesson to be taught;
(c) IGs shall include detailed instructions for each lesson, including: instructor notes, media cues, exercises, answer keys and answer sheets;
(d) MLF shall include final examination with answers, Instructor Rating Forms, instructions for administering the student exercises and examinations, and any other documentation that may be applicable for course administration.
3.1.8. The Contractor shall submit course material (including all documents and forms) to the
COR for comment and approval 30 days prior to the scheduled training date. The COR will provides comments within 14 days of receipt of document. The Contractor shall provide updated documents to the COR within 10 days of receipt of COR’s comments.
3.1.9. Improvements initiated by the Contractor shall take into consideration regulatory changes, industry improvements, best management practice changes, and relevant material not currently included in the courses in order to update existing or create new training in accordance with current industry standards.
3.1.10. The Contractor shall prepare all training materials (e.g. tests, agendas, exercises, end of course evaluations, certificates).
3.1.11. The Contractor shall ensure existing training courses are current and updated as needed but at least annually.
3.2. Teaching the Curriculum for CETEP.
3.2.1. Generally, the Contractor shall conduct classroom courses in Building 23171 on MCAS
Camp Pendleton. However, if requested by the COR, the Contractor shall conduct training at a location identified by the squadron. The exact schedule will be determined after contract award. Additional information is provided below:
Classroom courses are normally designed as either a single day or three-day courses (i.e. 8-hour and 24-hour).
Will not exceed 60 courses annually.
Classroom size shall not normally exceed 20 students.
Contractor shall provide all training materials.
As part of this task, the Contractor shall perform the following:
3.2.2. Assist in scheduling students required to register for coursework, assist any students requiring aid in identifying necessary prerequisites, and assist in directing students to the locations of prerequisite training.
3.2.3. Assist U. S. Marine Corps Active Duty students to identify requirements for and provide assistance with the completion of Military Occupational Specialty 8056 training requirements.
3.2.4. Ensure all Air Station personnel requiring environmental training have access to all required training opportunities.
3.2.5. Prepare and distribute all training materials needed for the various courses.
3.2.6. Assist in preparation and presentation of any additional specific environmental classes requested by the COR.
3.3. Test for Knowledge of Learning Objectives.
3.3.1. The Contractor shall create a student test for each developed or updated course. The exam shall be developed to identify comprehension and capabilities identified in each learning objective for the course being tested.
3.3.2. At the conclusion of each course taught, the Contractor shall proctor the exam and provide final exam results to the students. The Contractor shall retain for the
Government all documents and forms required for environmental training record retention and file the exam results along with any other required course materials. A summary of the testing result will be provided monthly to the COR.
3.4. Create and Provide Student Completion Certificates for each Completed Course.
3.4.1. For each course, the Contractor shall provide a certificate to each student who passes the exam. The certificates shall be provided to student on the final day of course.
3.4.2. The Contractor is responsible for updating student training records. Updating shall occur at the completion of each course.
3.4.3. Contractor shall audit squadrons to ensure they are meeting all environmental training requirements. Audits shall occur semiannually.
3.4.4. Class attendance rosters for each course and any updated syllabuses shall be updated to either the Environmental Learning Management System (ELMS) web based database, EM Portal, or filed in a binder as required.
3.5. Update Installation-specific Environmental Directives.
3.5.1. The Contractor shall annually review and update MCAS Camp Pendleton’s CETEP manual to ensure compliance with MCO P5090.2A (to include the references listed in the
MCO).
3.5.2. The Contractor shall annually review and update the MCAS Camp Pendleton’s EMS manual to ensure compliance with MCO P5090.2A (to include the references listed in the
MCO).
EMS SUPPORT
3.6. MCAS Camp Pendleton EMS Support. The Contractor shall provide support to implement the MCAS Camp Pendleton EMS and its associated Web Compliance Assessment and
Sustainment System (WEBCASS).
3.6.1. The Contractor shall observe and assess current environmental and operational practices aboard MCAS Camp Pendleton for their relevance to the EMS.
3.6.2. The Contractor shall update, manipulate, and modify MCAS Camp Pendleton’s data in
WEBCASS.
3.6.3. The Contractor shall prepare reports and presentations relevant to the EMS.
3.6.4. The Contractor shall work with the squadrons to identify those practices that are potentially harmful to the environment, and then identify the aspects and impacts associated with each practice.
3.6.5. The Contractor will enter MCAS Camp Pendleton’s practices and associated aspects and impacts into WEBCASS and use the software in the system to assign risk numbers to each.
3.6.6. The Contractor will identify significant practices based on the assigned risk number.
3.6.7. The Contractor will participate in the monthly unit Environmental Compliance
Coordinator meeting held by the MCAS Camp Pendleton Environmental Department.
The Contractor will speak on CETEP and EMS topics at the meeting.
ENVIRONMENTAL COMPLIANCE SUPPORT
3.7. Annual Environmental Compliance Support. The Contractor shall assist with MCAS Camp
Pendleton’s annual Environmental Compliance Evaluation and EMS Conformance Audit.
As part of this task, the Contractor shall perform the following:
3.7.1. Prepare the inspection checklist.
3.7.2. Answer the assigned sections of the checklist.
3.7.3. Enter any findings and associated plans of action and milestones (POA&Ms) into
WEBCASS.
3.7.4. Update the findings and associated POA&Ms as needed.
3.8. General Environmental Compliance Support. The Contractor shall support MCAS Camp
Pendleton’s environmental compliance programs as required.
3.8.1. The Contractor shall conduct at least 2 inspections per month of hazardous waste satellite accumulation sites, permitted air equipment, and other environmental-related equipment and operations. (These inspections review associated paperwork and ensure the activities are following the permits and applicable laws.) Results of these inspections are provided to the Environmental Department staff for follow on action.
3.8.2. The Contractor shall review, process, and update the Authorized Use List (AUL) for
MCAS Camp Pendleton through MCAS’s established AUL add process.
3.8.3. The Contractor shall assist in data collection to prepare annual environmental reports and documents.
3.8.4. The Contractor shall assist in hazardous waste management compliance when assisting the Environmental Marines when answering questions from tenant units as required.
4. DELIVERABLES
Deliverables shall be submitted to the COR (or other individuals as identified in the table) below.
Deliverables shall be provided in Contractor-preferred format (unless otherwise specified by the COR).
In most cases, electronic submission via email is the prefered method of transmission. The COR will inform the Contractor when a hard copy is required.

5. LOCATION AND HOURS OF WORK
Services will most often occur at MCAS Camp Pendleton. Normal workdays are Monday through Friday except
U.S. Federal Holidays. Courses typically take place Tuesday through Thursday, except US Federal Holidays, from
0800 – 1500 PST. The Contractor is expected to be available onsite on a daily basis to interact with the
Environmental Department and tenant personnel.
The Contractor shall observe the following legal holidays:

*and any other day determined to be a holiday by the President of the United States.
When any holiday falls on a Saturday, the preceding Friday is observed. When any holiday falls on a Sunday, the following Monday is observed. Observance of such days by Government personnel shall not otherwise be a reason for an additional period of performance, or entitlement to compensation except as set forth within the contract.
6. TRAVEL
All of the services under this PWS will be performed at MCAS Camp Pendleton or within the MCAS Camp
Pendleton local commuting area.
7. SECURITY AND SAFETY
7.1. This section describes the security and safety for this effort. The following sub-sections provide details of various considerations on this effort.
7.1.1. Security - Refer to attached Base Security information.
7.1.2. Safety
Contractor Compliance: The contractor and its subcontractors shall comply with Public Law 91-
596 (Occupational Safety and Health Act (OSHA)) and the Environmental, Safety, and
Occupational Health (ESOH) (DODD 4715.1E). These requirements shall be incorporated into the contractors safety and health program. The Department of Defense (DoD) participates in the
OSHA Voluntary Protection Program (VPP). Contractor personnel performing services on a DoD installation shall participate in the local VPP. Information on the VPP is available at http://www.osha.gov/dcsp/vpp/index.html.
Mishap Notification and Investigation: The Contractor shall notify (via telephone) the cognizant contracting officer, the contracting officers representative (COR), and/or other applicable members within four (4) hours of all mishaps or incidents. The Contractor shall report pertinent facts regarding mishaps involving Government property damage or injury to Government personnel and to cooperate in any resulting safety investigation.
The Government person notified by the contractor will in-turn notify the Safety office. Contractor notifications made after duty hours shall be reported to the appropriate installation Command
Post. If requested by the cognizant contracting officer, the contracting officers representative, and/or the cognizant program manager, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records until released by the investigating safety office. If the Government investigates the mishap, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.
8. TRANSITION-IN/TRANSITION-OUT PERIOD
There will be a transition-in and transition-out period at the beginning and end of the contract. During the transition-in, the Contractor is required to obtain a Common Access Card within 5 days of contract award.
As part of the transition-out, the Contractor shall plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-in/phase-out periods. A face-to-face knowledge transfer is expected to take place between incoming and outgoing Contractor personnel and the government. The Contractor shall also prepare a turn-over binder that will be included in the knowledge transfer. To ensure a timely turn-over, it recommended that the Contractor assemble the turnover binder as the contract elapses.
9. GOVERNMENT FURNISHED RESOURCES
The Government will make available all materials necessary to accomplish this PWS other than those already identified in the PWS as contractor-provided. The Government shall provide an office space with a desk, chair, one computer, and land-line phone.
10. ENVIRONMENTAL REQUIREMENTS
The Contractor shall comply with all applicable Federal, State, and Local environmental laws, and Marine Corps
Order (MCO) P5090.2A, Environmental Compliance and Protection Manual, Ch 1-3, section 5203

12. QUALITY ASSURANCE
12.1. This section describes the Quality Assurance/Control components for this effort.
12.1.1. Quality Assurance Surveillance Plan (QASP). The Government will monitor the
Contractors performance under this Contract in accordance with the Government’s QASP.
The QASP will be provided to the contractor within five days after contract award.
12.1.2. Quality Control. The Contractor shall develop a Quality Control Plan (QCP) and maintain an effective quality control program to ensure services are performed in accordance with the contract and this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s QCP is the means by which he assures himself that his work complies with the requirement of the contract.
At a minimum, the Contractor shall develop quality assurance procedures that address the areas identified in Appendix 1, “Performance Requirements Summary.” The QCP shall be delivered to the Contracting Officer and COR for review within 30 days of contract award. After acceptance of the quality control plan, the Contractor shall obtain the Contracting Officer’s acceptance in writing of any proposed change to his QCP
The Contracting Officer may notify the Contractor of required modifications to the plan during the period of performance (POP). The Contractor shall coordinate suggested modifications and obtain acceptance of the plan by the Contracting Officer.

INSTRUCTIONS TO OFFERORS
1. This is a request for quotations. Where the term “proposal” is used, the term “quote” is hereby substituted.
2. This Request for Quotes will result in a Firm-Fixed Price contract to provide Comprehensive Environmental
Training and Education Program (CETEP), Environmental Management System (EMS), and Compliance Support
Services at Marine Corps Air Station (MCAS) Camp Pendleton, California. The period of performance is for one 6-month base period and four 1-year option periods. In addition, there are two 3-month options to extend services.
3. In accordance with FAR 52.212-1(f), quotes* (inclusive of all required information except Past Performance references) are due at the time designated in block 8 of the SF 1449.

Electronic submission of quotes is encouraged. In accordance with FAR 4.302(b), if electronic submission is not used, Offerors shall use at least 30 percent postconsumer fiber paper and print or copy double-sided (or include an explanation concerning why it is not possible to print or copy double-sided). Do not attempt to send the quote via the US Postal Service (USPS) since the US Postal Service does not deliver to the building.
For quotes delivered by hand, Offerors are advised that entry to the installation is restricted, and Offerors are directed to familiarize themselves with the entry control location and process. Entry processing time is unpredictable and can be lengthy. The addressee indicated above may be able to facilitate entry processing, but is not required to do so, and inability to gain access shall not excuse late delivery.
Quotes shall be submitted using a page size of 8.5 x 11 inches. Pages may be single-spaced but shall have at least double spacing between paragraphs. Times New Roman, 12-point font shall be used except for figures, tables, and diagrams where smaller is acceptable as long as it is readable.
If quotes are submitted in different formats requiring different delivery methods, the quote of record shall be the last complete version received prior to the deadline.
For email quotes, the Government office designated for receipt of the quote is the email inbox of the addressee indicated above. Notwithstanding the provisions at FAR 52.212-1(f) or FAR 52.215-1(c)(3), delivery is not accomplished until the addressee can open the email; delivery to a server or an email inbox on a server is not considered delivery to the designated Government office and the quotation is not under the Government’s control until the addressee can open the email. The email shall not be considered to be delivered unless the entire content of the email and all attachments can be read by the addressee indicated above. Receipt of an electronic acknowledgment from the addressee establishes that a record was received but does not establish that the content sent corresponds to the content received. Email attachments are limited to no more than 2MB. Offerors are specifically warned that email may be subjected to spam filters or attachment stripping.
All transmissions must clearly state the solicitation number and the name of the contract specialist on the first page to ensure proper receipt.
Attention is directed to FAR 52.212-1(f), concerning late submissions. Offerors are responsible for allowing adequate time for transmission to be completed. The Offeror bears the risk of non-receipt of transmissions, and should ensure that all pages of the quote (and any authorized modifications) have been received by the designated office before the deadline indicated. Pages of a transmission that arrive after the deadline will not be considered.
The Government may make award based solely on the quote received.
5. Period of Acceptance of Offers: The pricing terms and conditions of the quote shall be valid for 90 days unless stated otherwise in the quote.
6. Questions Regarding the Solicitation: Questions must be submitted by email to carolyn.lynch@usmc.mil no later than seven (7) calendar days after solicitation issue date specified in Block 6. No phone questions will be accepted. The deadline is necessary to ensure timely award and the Government may, in its sole discretion, choose not to respond to questions received after the deadline. All questions will be reviewed and responded to by an amendment to the solicitation.
7. Contract Authority. The Government will solicit and award this contract utilizing the procedures at FAR Part
12 Acquisition of Commercial Items in conjunction with FAR 13.5 – Simplified Procedures for Certain Commercial
Items.
8. Current Requirement. The current CETEP Support requirement is being performed under Navy Task Order
N62470-10-D-3009-FZ03 and the incumbent contractor is CH2M H ILL, INC. VIRGINIA BEACH, VA 23462-
1790. Any additional inquiries about this contract must be obtained via the Freedom of Information Act. FOIA requests should be submitted via http://www.mciwest.marines.mil/StaffOffices/FOIA.aspx
9. Format of Quotes. This section specifies the contents, format, and limitations that the Offeror shall use when submitting a quote. Offeror quote shall be in the form prescribed below and shall contain a response to each of the areas identified. Each of the parts must be separate and complete so that the evaluation may be accomplished independently for each part. There is no page limitation.
The contractor shall submit the quote in sections based on the following format:
(a) VOLUME I: Price
1. Include a cover page that includes the following:

2. Standard Form 1449: Blocks 17a, 30a, 30b, and 30c of page 1 of Standard Form 1449 shall be completed.
Copies of any amendments (SF-30) shall be signed. The SF-1449 and SF-30 shall be signed by an authorized agent to confirm that the Offeror has read and agrees to comply with all the terms, conditions and instructions provided in the solicitation document.
3. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government-obtained information, additional information in accordance with FAR 15.4 may be required to support the proposed price.
4. The price shall be provided in the schedule of services contained in the solicitation Standard Form 1449 to include all respective Option line items.
(b) VOLUME II: Technical
The Technical Quote shall not contain price information. Technical Quotes shall be clear, concise, and include sufficient detail for effective evaluation against factors defined in 52.212-2 of this solicitation. The quote should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet the requirements of the Performance Work Statement (PWS). Statements that the
Offeror understands, can, or will comply with the PWS; statements paraphrasing the PWS or parts thereof; and phrases such as “standard procedures will be employed’ or “well know techniques will be used,” etc., will be considered unacceptable. Offerors shall assume the Government has no prior knowledge of their experience, and will base its evaluation on the information presented in the quote. In particular, the technical quote shall describe:
1. An overview of the methodology guiding the performance of the technical requirements in accordance with the
PWS and general description of how the technical approach will be applied to accomplishing the requirements.

2. The proposed knowledge, skills, abilities and qualifications indicating the extent of CETEP and EMS experience required to perform the PWS. At a minimum, submitted quotes must demonstrate technical capability that includes:
California Specialized Training Institute certification
Experience with USMC Systems Approach to Training (SAT) requirement
EMS experience
Experience with Hazardous material/Authorized Use List, and
Lead-auditor training
3. An overview of how the Offeror plans to facilitate the phase-in process without creating a break in service.
(c) VOLUME III: Past Performance (Due seven calendar days before deadline specified in Block 8 of 1449)
1. Offerors shall provide a list of references for relevant past performance contracts or task orders performed within the last three (3) years from the date of issuance of the solicitation. Relevant is defined as performance related to the
PWS that is similar in scope, magnitude, and complexity. Include the following fields for each past performance example listed:
- Name / telephone numbers / e-mail for the primary customer point of contact (Contracting Officer/Contracting
Officer’s Representative)
- Contract/Task Order number;
- Contract type;
- Program name;
- Role: Prime/Subcontractor
- Total contract value;
- Identification of any Key Staff involved;
- Description of work performed / relevance to this task, provided in ‘bullet’ format;
The Offeror shall provide a minimum of three (3) relevant examples. If the Offeror is unable to provide three (3) relevant contracts for the past performance evaluation, a lesser number may be submitted. If the Offeror possesses no relevant past performance, it should affirmatively state this fact. Failure to submit the required past performance information shall be considered certification (by signature on the offer) that the Offeror has no past performance for like or similar items for the Government to evaluate.
2. Past Performance Questionnaire. For each contract referenced, a Past Performance Questionnaire contained as
Attachment 5 must be completed and submitted. The Offeror shall complete Part I and II of the Past Performance
Questionnaire and e-mail the questionnaire to the applicable POC. Each POC shall be instructed to complete the questionnaire and e-mail the entire questionnaire to the Contract Specialist, Carolyn Lynch at carolyn.lynch@usmc.mil, no later than the quote due date specified in Block 8. Questionnaires submitted later than this deadline are subject to the contracting’s officer discretion for consideration. Offerors are encouraged to submit the questionnaire to their assessors as soon as possible. See Past Performance Questionnaire (which follows 52.212-
2 in the solicitation) for additional instructions.
If an Offeror already has an evaluation completed within the Contractor Performance Assessment Report (CPAR) website for one of the referenced contracts required in (c)(1) above, a Past Performance Questionnaire does not need to be submitted.
3. The Government may use Past Performance information obtained from sources other than those identified by the
Offeror. It is incumbent upon the Offeror to explain the relevancy of the data provided by the Offeror. The
Government has no duty to search for data to cure the problems it finds in the information provided by the Offeror.
The Offeror has the burden of providing thorough and complete past performance information.
