Question and Answers

M00681-16-T-0011

Advanced Tactical HAHO Training Support

1. Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?

Answer: This is not a follow-on contract and is a new requirement.

2. The MMPS is only used by the USMC?

Answer: Correct statement.

3. ATIC is a part of the Army Jump Master course held at Yuma and uses the MC4 and RA1 parachute systems

Answer: Correct statement.

4. As far as I understand it, and please let me know if we have this wrong (We have several USMC instructors on our staff helping us with this) Marines are not, at this time permitted to attend the Army ATIC course, also the Army does not qualify its instructors on the MMPS nor do they

Answer: Correct, Marines are not allowed to attend ATIC and Army jumpers are not qualified on the MMPS. However, some instructors at the ATIC schoolhouse have completed a MMPS transition course. This enables them to jump the MMPS.

5. So my logic here is that you're asking for a graduate of the MMPC course and an MMPS certified in date jumper to be Marine instructor but want an ATIC Army qualification which is not normally available to a Marine MFFI / JM. There is one option that there might be a handful of "legacy USMC MFF jumpers" out there but nor us or our retired USMC staff know of any. Please advise. Please clarify as we want to make sure we provide exactly what you require and remain 100% within contract requirements.

PWS Requirement:

5.1.2 Be a graduate of the Multi-Mission Parachutist Course or qualified on the Multi-Mission Parachute System (MMPS) by the manufacturer in all configurations.

5.1.3 Be a graduate or instructor of the Army's Advanced Infiltration Course (ATIC)

Answer: Correct, There are some people that are MMPS qualified (transitioned will suffice) and ATIC instructor qualified.

6. Would your clients accept the following:

a. Former USMC MFFI

b. MMPC graduate

c. MMPS in date

d. Authorized Train the trainer and OEM qualified instructor ATIC graduate from MARSYSCOM AMTT ATIC course

Answer: All Qualifications for ATIC Instructors are stated in 5.2 of the Performance Work Statement. See above question #5 for response on the MFFI.
