1. In the Basis for Award Section, the solicitation states: "BASIS FOR AWARD: Award will be made to the Lowest Price Technically Acceptable (LPTA) quote. The resulting award will be a Firm-Fixed Price purchase order, all or none, to provide VTC Supplies for Marine Aircraft Group 24 in accordance with the Installation Instructions attached to this solicitation." And regarding Factor 1 Technical, the solicitation states: "Quoter to provide sufficient information to meet expectations outlined in the Installation Instructions."

- Unit Response: This installation instructions, required technical expertise and security clearance, as well as scheme of maneuver (sequential installation) is included in the PWS. I am not tracking any additional instructions outside of what is in the PWS. Please be more specific with the question for more information.

2. Regarding Factor 3 Past Performance, the solicitation states: "Past performance will be found either acceptable or unacceptable based on information obtained from the Past Performance Information Retrieval System (PPIRS) for those services similar in size, scope and complexity to this acquisition performed within the last five (5) years preceding the date this solicitation, request for quote (RFQ), was initially issued."

3. In discussing questions regarding the RFQ, the solicitation states: "All answers to questions will be uploaded to SEWP as an attachment file."

(FBO).

4.

- RFI: Which unit is this solicitation for? Place of performance?

- Unit Response: This is all in the PWS… MAG 24, Marine Corps Base Hawaii

5. For the displays, I have noted the solicitation includes standard displays.

- RFI: Given the application and end user, I would expect displays with no transmitting radios would be required which would reduce the risk of classified content reception by others. Is this not a requirement?

- Unit Response: Yes, that is a requirement. The PWS specifies monitors vice TVs with the assumption that a monitor does not have radios transmitting or smart TV/Wifi features.

6.

- RFI: Given that performance and delivery of installation is phrased as 30 days after contract, can you please confirm USMC's intent as to when the contract will be issued? There are lead times for hardware that may impact the feasibility of this timeline.

- Unit Response: The unit requests the award is processed ASAP. Understanding the lead times for hardware, the unit requests work begin ASAP and that the vendor submit their earliest start date with their bid. The unit can flex IOT meet reasonable a timeline with the vendor.

7.

- RFI: Given lead time considerations for hardware and the unknown date of contract award, would the USMC consider negotiating a delivery timeline with the selected Offeror?

- Unit Response: The unit requests the award is processed ASAP. Understanding the lead times for hardware, the unit requests work begin ASAP and that the vendor submit their earliest start date with their bid. The unit can flex IOT meet a reasonable timeline with the vendor.

8.

RFI: There is no SCLIN for Local system maintenance/support (1 year) under CLIN 0002 for the S-2 Conference Room. Please advise as to whether a SCLIN should be added under CLIN 0002, or if we should include all pricing related to the Local system maintenance/support for both systems under SCLIN

0001YA?

-Unit Response: Maintenance/Support for both systems is a requirement, how contracting wants to identify/track those costs is up to them.

-Contract Specialist: Yes, include pricing related to the Local system maintenance/support for both systems under SCLIN0001YA
