Question:

If the Offeror demonstrates they intend to subcontract 34%+ to a collective group of small business concerns, but not to each one listed, can the small business plan be deemed to be compliant? For instance, if we do not have a HBCU, or if we do not have a SDVOSB, can we still be compliant by subcontracting to SDB, HUBZone, and WOSB?

As instructed please provide the small businesses you are proposing to participate in the performance of the RTAM Live Range requirement. The Government is asking for all offerors to adhere to the instructions which states to list all small businesses proposed to participate in the requirement along with all listed identifiers found in para # 5.2.1.1.1.
