Government’s Response to Contractor Questions

1. Q. Can you please confirm that in CLIN 0001 the Government is seeking the total cost for labor and required materials for repair and preventative maintenance?

1. Yes

1. Q. The Government has asked for 2X per year Preventative Maintenance (planned) services. Is the Government looking for preventative maintenance only or seeking preventative maintenance and emergency services included in the Preventative Maintenance cost?

1. We will review recommendations for warranty work. After initial repairs are completed, we will need 2x year reinspection to prevent getting to the point that we are at now with multiple repairs required.

The emergency services would consist of repair services outside of the preventative maintenance schedule should we notice any alarms or faults with the systems. This may be on an as-need basic for a 1-day turnaround of repairs. Please show this as a separate cost so that we can evaluate what the difference in options would be.

1. Q. If Emergency Service is not to be included in the Preventative Maintenance price how would the government like to see Emergency (unplanned) services? Labor hour (Normal, After Hours, Holiday)?

1. Q. What is the onsite response time for Emergency Service?

1. Please provide the costs associated with a decreased timeline. Please show the costs difference b/w hours/days/weeks for respond. We will need a time line of 24 hrs.

1. Q. Section 3.1 Task 1, 3.2 Task 2 and 3.3 Task 3 line item C states "Once complete, the Contractor shall conduct a test of systems to ensure no interruption of service." It is understood and was agreed upon during discussions that the only proper method of testing systems is to perform load bank testing. Please confirm that load bank testing is the only acceptable method to meet the requirement presented in the aforementioned tasks.

1. We are not familiar with other methods to test the system. If there are other methods, please address them in the RFQ and provide recommendations. The load testing should be conducted in reduced hours (evenings/weekends).

1. Q. Section 3.1 Task 1, line item A request DC capacitors only for the GE UPS unit. Upon visual inspection of the date codes of the AC capacitors, it was determined that AC capacitors will be required for the repair. Please provide confirmation as to whether the AC capacitors will be added to the scope of repair services for the GE UPS unit.

1. Yes. AC capacitors repairs will be added to the PWS.

1. SUMMARY: This solicitation will result in a firm fixed price award to provide the requested services for HMX-1, Marine Corps Base, Quantico, Virginia.

1. FAIR OPPORTUNITY: The Request for Quote (RFQ) is 100% set-aside for small businesses.

1. SITE VISIT: A site visit is scheduled for Monday, 25 April 2016, at 8:30 A.M. EST. All Contractors will meet at the Regional Contract Office, 2010 Henderson Road, Room 215 Conference Room, Quantico, VA 23223. All prospective Contractors are encouraged to attend. Please email Elizabeth M. Rolle at elizabeth.rolle@usmc.mil no later than Thursday, 21 April 2016, at 2:00 p.m. EST; if you plan to attend.

1. QUESTIONS: Offerors are requested to submit questions in writing to Elizabeth M. Rolle at elizabeth.rolle@usmc.mil no later than 26 April 2016, at 11:00 a.m., EST.

1. SUBMISSION OF QUOTES: Quotes are due on 29 April 2016, 4:00 P.M., EST.

1. QUOTE FORMAT:

1. Technical: Provide a technical quote that is in accordance with the line item description(s).

2. Price: Offerors must submit pricing on CLIN 0001 and CLIN 1001 as identified in the solicitation. Deviations from the pricing structure may result in the quote being non-responsive to the solicitation.

3. Offeror’s quote must be valid for 60-days from receipt of quote.

4. Offeror quote must include the Offeror’s Cage Code, DUNS number, and TIN.
