The solicitation states “Qualified contractor personnel shall possess and maintain: required security clearance, skill sets, experience level, applicable professional certifications and training needed to successfully perform requirements detailed in this PWS.”

Can the government provide specific qualifications of personnel that would be acceptable? Are there specific skill sets, experience levels, certifications or training required to perform on this contract?

There are no specific qualifications or professional certifications required to perform the required services. Discussion of specific skill sets and experience levels is at the discretion of the offeror to support its non-price proposal volumes.

PWS para 1.4 is revised accordingly.

The solicitation references the QASP as an attachment to the solicitation. Can this document be provided?

The QASP is an internal Government document that will not be included as an attachment to the contract file. As such, it has been removed from the Attachments listing. All information pertinent to acceptable quality levels of task execution and Government surveillance of contractor performance is included in the Performance Requirements Summary within the PWS.

The RFP’s subject line references

“Modeling Simulation”, however, the content of the RFP establishes no requirement for simulation. How (if at all) does simulation modeling factor into this RFP?

Simulation does not factor into this RFP.

The term Modeling and Simulation was used to refer to the overall category of this contract. The vendor will continue to develop and refine the existing "Model" that has been developed..

On Page 16 of the RFP, under a paragraph titled “General

Requirements”, the text states

Is anything specific intended here? If so, where can Offerors find details on required certification and training?

Assignment Tool: The current

Assignment Tool codebase uses Python

2.7 with references to other libraries for connectivity to databases and MS Excel.

The following libraries and their corresponding dependencies are required for the Assignment Tool:

The current Assignment Tool Process uses IBM ILOG CPLEX as a solver for

Task 2 (page 16) outlines Government provided data and references a

“database”? What type of database holds this data? Or, is the term

“database” used more generally here to refer to a collection of data integrated from multiple sources? Does the

Government require (or desire) the contractor to requisition, clean, process, integrate, transform, or otherwise pre-process this data?

The data used in the model is contained and updated in Excel. This data is gathered from other sources that are not interoperable and manually inputted into

Excel. The vendor is expected to maintain the database, clean, and process the data with the existing Model.

Paragraph 2.5.1.3 states “proposal shall demonstrate the Offeror’s approach for communicating, coordinating, resolving problems and working successfully as part of the overall team”? In this context, does “overall team” include the team at MCBQ MCESG that the contractor will be supporting? If so, can the government provide details on the current structure of this team?

In this context, "overall team" refers to the coordination among prime contractor personnel and, if applicable, coordination between the prime and subcontractor(s) to achieve the requirements of the PWS.

1.3 (Factor 3 – Past Performance) states that the “evaluation will take into account past performance information regarding…key personnel who have relevant experience”. How will key personnel past performance be registered? Should contractors use the same Past Performance Questionnaire, submit resumes, or describe the relevant experience in narrative form?

Additionally, should this be included with Relevant Past Performance in

Volume 4?

Thesis work and the subsequent program), but this experience is before the three-year past performance time frame, how will RCO consider this experience?

The section on NMCARS 5237 (90) on

Page 56 of the RFP states contractor shall report contractor labor hours for services for the “TECOM Training

Transformation Support Services”. This seems as if it should be replaced with the RFP Subject/Title. Is this paragraph correct as stated?

ATTACHMENTS 56

On page 56, three attachments are listed, including the Quality Assurance

Surveillance Plan (QASP). However, FBO.gov only lists the RFP, DD254, and Past Performance Questionnaires.

How can we obtain the QASP for this
