Section C - Descriptions and Specifications

PERFORMANCE WORK STATEMENT

PART 1

GENERAL INFORMATION

1. GENERAL: This a service contract that will align and implement a commercial off the shelf (COTS) software solution that will measure, weigh, and report clearly defined performance attributes of Drill Instructors (DI) at the Marine Corps Recruit Depot, Parris Island (MCRDPI), South Carolina..

1.1. BACKGROUND: Drill Instructors (DI) are the backbone that support the mission of “Making Marines”. The success or failure of recruit training relies heavily on the professionalism, maturity, and performance of the Drill Instructors. MCRDPI, Recruiting Training Regiment (RTR) requires a systematic and deliberate development process that measures and evaluates the knowledge, skills and essential attributes of the DI workforce from the commencement of training at DI School and through the completion of their tour of duty as a DI.

1.2. SCOPE OF WORK: The contractor will utilize the current DI School curriculum, schedule and performance standards to develop a DI competency model that describes the skill, knowledge, and other key attributes that a DI should embody. This competency model will depict the level of proficiency for a graduating DI and define the “Basic” DI. The model will be further refined to capture the responsibilities and attributes of the “Experienced” DI as well as “Senior” DI (SDI) and “Chief” DI (CDI) per paragraphs (2.3.2 and 2.3.3). The contractor will develop and implement a “networked” automated software solution set that captures DI attributes and profiles and leverages that data to increase efficiencies and to enhance DI training and development. As well, the contractor will utilize the competency models; coupled, with direct interaction with DI School, the DI workforce and DI leadership to target opportunities to foster professional development to further define/refine human performance behavior critical to DI training and development.

1.3. PERIOD OF PERFORMANCE: The period of performance shall be for one (1) Base Year of 12 months, and two (2) 12 month option year’s period of performance.

1.4. CONCEPT OF EXECUTION:

1.4.1. Phase I – Development and Initial Implementation (Base Year): This phase will analyze and create the initial competency and performance metrics and models for the professional development of DIs from their initial training at DI School to include the completion of their tour of duty as a DI. These competency and performance models will be automated via COTS software and networked to measure and report the performance and professional development of Drill Instructor School graduates and one (1) Company of “working” Drill Instructors. The implementation will be a rapid development process that will allow the contractor and MCRDPI staff to incrementally prototype the competency models so as to properly identify, consider and evaluate alternative points of measure. The automated network will only reside within the confines of the DI school (closed network), but will be developed with the intention to migrated the solution to the Marine Corps Enterprise Network (MCEN). Phase I will start no later than 1 November 2019.

1.4.2. Phase II Implementation (Option Year One): This phase will leverage the competency and performance metrics and models developed in Phase I and will begin the incremental migration to the MCEN, coupled with the training and implementation across all the Battalions/Company’s within the RTR. Additionally, MCRDPI IT staff will be trained in the installation, operation and maintenance (IO&M) of the solution set and will assume operational sustainment by the end of this PoP.

1.4.3. Phase III Sustainment (Option Year Two): This phase will continue the MCRDPI IT staff operational sustainment augmented with software licensing and off-site technical support.

1.5. OBJECTIVES:

1.5.1. Base Year:

1.5.1.1. Develop competency and performance measurement models that represents the knowledge, skills, performance indicators and other key attributes that define and evaluate DI performance. This effort will capture performance measurements during deliberate DI training events and during the DI basic daily routine as a working DI.

1.5.1.2. Implement a commercial of the shelf software (COTS) solution set that utilizes the competency and performance models that will assist RTR leadership in making informed decisions relative to the competency, development, performance and assignment DIs.

1.5.1.3. Implement a one (1) stand-alone network within DI School utilizing the software solution set to measure and report the performance and professional development of DI School graduates and one (1) Company of” working” DIs (approximately 450 DIs).

1.5.1.4. Train MCRDPI staff and instructors on how to operate the software solution set provided.

1.5.2. Option Year One:

1.5.2.1. Expand and continue to refine the software solution set to support 15 companies within the RTR with an expected end-user base of 250 users that manage 1000 DIs profiles a year.

1.5.2.2. Expand training across all companies within the RTR in the use of the solution set to track and measure the professional development of all RTR Drill Instructors.

1.5.2.3. Install and migrate the software solution set to government owned equipment on the MCEN.

1.5.2.4. Provide software/hardware licensing and maintenance as required during this period of performance.

1.5.2.5. Train MCRDPI IT Staff on the installation and maintenance procedures to sustain the hardware and software provided.

1.5.2.6. Provide software version changes and/or updates to maintain USMC Information Assurance Certification and Accreditation compliancy.

1.5.3. Option Year two:

1.5.3.1. Provide software licensing as required during this period of performance.

1.5.3.2. Provide software maintenance and help desk support during this period of performance.

1.5.3.3. Provide software version changes and/or updates to maintain USMC Information Assurance Certification and Accreditation compliancy.

1.6 Quality Assurance

1.6.1 Below is the Performance Requirements Summary (PRS) describing objectives, standards, and measures. An Acceptable Quality Level (AQL) is the method the Government will use to measure and assess Contractor performance against performance standards within the PRS. The performance thresholds stated in the PRS describes the minimum AQL of service required for each performance requirement. Procedures that address how the Government will manage performance that does not meet performance standards as set by the AQLs.

PART 2

CONTRACTOR TASKS AND REQUIREMENTS

2.1. BASE YEAR SPECIFIC TASKS:

2.1.1. The contractor will oversee and manage the contracting effort to include: resource management, planning and measuring project milestones, provide in-progress review and managing the overall success of the project.

2.1. 2. The contractor shall provide on-site organizational and human performance analysts to analyze, assess/evaluate DI training, culture, tactics, techniques, procedures methodology’s, historical training data to define and establish competency and performance measures. Additionally, analysts will work exclusively with RTR training instructors, leadership, DIs, training evaluators/supervisors to interpret and provide critical insight to produce comprehensive performance indicators and results.

2.1.3. Based on the analysis, the contractor will develop competency and performance models for the following DI profiles:

2.1.3.1. Basic Drill Instructor (DI school graduate).

2.1.3.2. Experienced Drill Instructor

2.1.3.3. Senior Drill Instructor

2.1.3.4. Chief Drill Instructor

2.1.4. The contractor will utilize COTS software to implement an automated process that provides the following functionality:

2.1.4.1. Create data entry and retrieval interfaces that utilize the competency and performance models to create a comprehensive assessment of the DI workforce.

2.1.4.2. Produces reports and forms that are uniquely designed for use by RTR in their evaluation of DI competency and performance. The content of these reports will permit the RTR to make informed decisions that increase efficiencies and enhance the selection, retention and professional development of DIs and DI training

2.1.4.3. The software solution set will provide user interfaces and permission sets base on the level of access required of the user to execute their functional role. The following functional roles are anticipated:

2.1.4.4. The software solution set will be web based and utilize an Internet browser to access and use the application.

2.1.4.5. The software solution set will be capable of managing large amounts of data. The initial DI workforce will be composed of DI School graduates and one (1) Company of” working” DIs (approximately 450 DIs); however, the solution set must be able to support all DI school graduates and all working DIs within the RTR.

2.1.4.6. The software solution set will be fully operational capable no later six months before the end of the base year.

2.1.5. The contractor will provide the necessary hardware and software to install, operate and maintain a closed network within the confines of the DI school. This network will host the software solution set for the duration of the Base Year PoP.

2.1.6. The contractor will provide on-site technical assistance with the implementation and operation of the software solution set.

2.1.7. The contractor will ensure that software defects (Bugs) that are identified by the government are addressed and resolved.

2.1.8. The contractor will provide technical support to provide assistance in the development of an integration and transition plan to migrate the software solution set to the Marine Corps Enterprise Network (MCEN) to include the development of the required artifacts and documentation to generate an Authority to Operate (ATO) package for submission to the USMC HQ Approving Official. The actual migration will occur during the Option Year One PoP.

2.1.9. The contractor will provide software and hardware licensing, technical support and maintenance as required during this period of performance to sustain the installation, operation and maintenance of the software and hardware solution set.

2.1.10. The contractor will provide training, to include training manuals and quick reference guides on the operation and use of the software solution set to support an estimated end-user base of 250 users.

2.2. OPTION YEAR ONE SPECIFIC TASKS:

2.2.1. The contractor will provide a program manager to oversee and manage the contracting effort to include resource management, planning and measuring project milestones, provide in-progress review and managing the overall success of the project.

2.2.2. The contractor will scale and configure the software solution set to support an end-user population of 250 users managing 1000 DI profiles.

2.2.3. The contractor will prepare the software solution for migration to the MCEN.

2.2.4. The contractor will provide on-site technical assistance to assist the MCRDPI IT staff in the installation and configuration of the software solution set on the MCEN. The migration will occur on government furnished equipment and will be executed by government personnel.

2.2.5. The contractor will provide training on the installation, operation and maintenance of the software solution to include manuals to the MCRDPI IT staff so that MCRDPI IT Staff can assume operational sustainment of the solution set.

2.2.6. The contractor will provide technical support to provide assistance for maintaining required artifacts and documentation to maintain the MCEN Authority to Operate (ATO) package.

2.2.7. The contractor will provide training, to include training manuals and quick reference guides on the operation and use of the software solution set to all RTR end-users. The estimated end-user base is 250.

2.2.8. The contractor will provide software and hardware licensing, technical support and maintenance as required during this period of performance to sustain the stand alone network within DI School and to support the transition to the MCEN.

2.2.9. The contractor will decommission the stand-alone network within DI School after full operational capability has been established on the MCEN.

2.2.10. The contractor will provide complete technical diagrams, system schematics and software, hardware and network configurations of the deployed MCEN software solution set.

2.3. OPTION YEAR TWO SPECIFIC TASKS:

2.3.1. The contractor will provide software licensing to sustain the software solution set as required during this period of performance.

2.3.2. The contractor will provide remote off-site technical support to assist MCRDPI IT staff with resolving software maintenance, upgrades or troubleshooting software performance issues.

2.3.3. The contractor will provide software version changes and/or updates to maintain USMC Information Assurance Certification and Accreditation compliancy.

2.4. SPECIFIC REQUIREMENTS:

2.4.1. The COTS software solution set will be full operation capable and registered with the Department of Navy (DoN) Application and Database Management System (DADMS) no later than six months before the end of the base year. This will facilitate the generation of an ATO package for the solution set to operate on the MCEN. DADMS information can be found at https://www.dadms.navy.mil/. A copy of the DADMS questionnaire is provided in the solicitation package. Section VIII contains a list of all USMC approved software that is already registered in DADMS.

2.4.2. The software solution set will meet Marine Corps Enterprise Network (MCEN) compliancy and all DoD and USMC network security requirements as defined in the references contained in section V.

2.4.3. The contractor will be required to generate an ATO for the solution set to operate on the MCEN no later than six months before the end of the base option year (Phase I). The Government will be responsible for submitting the ATO for approval. ATO package will meet the requirements as established in the following reference: ECSM 018, Marine Corps Assessment and Authorization Process, 28 Jul 17

2.4.4. Contractor provided workstation clients and server hardware will meet the hardware specification of the USMC common hardware suite (specifications contained in section VI).

2.4.5. Contractor provided workstation client and server hardware will meet the following USMC data encryption standard: Windows BitLocker.

2.4.6. The software solution set will coexist and operate on the MCEN client operating software baseline. The MCEN baseline image is contained in section VII.

2.4.7. The contractor will provide a list of required hardware and software to establish the software solution set on the MCEN no later than six months before the end of the base option year (Phase I).

2.4.8. All software supporting the software solutions set will need to be on USMC approved software list before the end of the base year (Phase I).

2.4.9. The Government has unlimited rights to all documentation/material produced to include human performance data under this contract. All documents, materials, and data produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents, materials and data may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

2.5 Reporting Requirements

2.5.1 Implementation Phase – Contractor shall provide bi-weekly project status report listing metrics describing the progress and results of the project to date as well as projected actions.

2.5.2 Sustainment Phase - Contractor shall provide monthly project status report listing metrics describing the progress and results of the project to date as well as projected actions.

PART 3

CONTRACTOR PROVIDE EQUIPMENT AND SERVICES

3.1. CONTRACTOR PROVIDE EQUIPMENT:

3.1.1. The contractor will provide all hardware and software to establish the software solution set on the closed network within DI School for the base option year (Phase I). This equipment will remain the property of the contractor.

3.2. CONTRACTOR PROVIDE SERVICES:

3.2.1. The contractor will provide their own computer equipment to conduct on-site work in support of this contract.

3.2.2. The contractor will provide its own internet service.

PART 4

GOVERNMENT PROVIDED EQUIPMENT AND SERVICES

4.1. GOVERNMENT EQUIPMENT:

4.1.1. The Government will make available, all hardware and network connectivity for the software solutions set to operate on the MCEN.

4.1.2. The Government will make available, all inside and outside plant for MCEN connectivity.

4.2. GOVERNMENT PROVIDED SERVICES:

4.2.1 The Government will configure and manage all government equipment on the MCEN to include the security posture of all equipment.

4.2.2 The Government will provide electrical power and HVAC for all contractor provided equipment.

4.2.2 The Government will provide facilities for on-site contractors to include work space and furnishings.

BASE CONTRACTOR ACCESS

CONTRACTOR ACCESS TO MCRD PARRIS ISLAND, SOUTH CAROLINA

1. INTRODUCTION

The Commanding General (CG), MCRD/ERR PI grants the privilege to gain access to the Depot, conditionally, to those individuals or organizations that meet the minimum qualifications and conform to regulations. CG, MCRD/ERR PI retains the responsibility to suspend or revoke access privileges if necessitated by and action deemed contrary to maintaining good order and discipline aboard this installation. In order to gain access to Marine Corps Recruit Depot, Parris Island (MCRDPI), SC, non-Federal Government and non-DoD issued ID cardholders require identity proofing and vetting to determine fitness and eligibility for access.

All contractor personnel, to include delivery personnel, who perform work on Marine Corps Recruit Depot Parris Island, SC (MCRDPI) for the cited contract must adhere to the Defense Biometric Identification System (DBIDS) process to gain access MCRDPI provided in paragraphs B and C. Individuals operating a vehicle aboard our military installations are required to have a valid, U.S. Driver’s License, registration, and insurance. If an individual has a foreign driver’s license, said individual must also provide a valid Passport. The contractor shall understand and comply with Depot Order 5512.12A Access Control Regulations.

Marine Corps Installations across the region are transitioning to a new government-owned access control system called Defense Biometric Identification System (DBIDS). This new and enhanced system replaces RAPIDGate and MCESS for contractors and other non-DoD-affiliated personnel requiring installation access. DBIDS is already installed at more than 320 sites with over 5 million registered personnel and unlike previous systems, this one is a free service.

In order to reduce wait time when exchanging your RAPIDGate/MCESS credential, it is highly recommended each applicant pre-register at https://dbids-global.dmdc.mil/enroll#!/.

1. DBIDS ACCESS

DBIDS credentials is now being issued as of October 1, 2018. If you currently hold a valid Common Access Card (CAC), dependent ID card, reserve ID card, or retiree ID card, issued by the Defense Enrollment Eligibility Reporting System (DEERS), no further action is required.

You will be automatically enrolled in DBIDS when your ID card is initially scanned at the gate. Expect a one-time delay of 3-6 seconds as the DBIDS system initially registers your information.

CURRENT CONTRACTORS

· DBIDS credentials will be valid for the duration of your contract, not to exceed five years; however, re-vetting of individuals’ information will occur each year.

· RAPIDGate/MCESS credentials are still being accepted at Parris Island Depot. An exact termination of RAPIDGate is 31 December 2018.

NEW CONTRACTORS

The contractor shall submit a written request on company letterhead to the Contracting Office listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The format for the letter will be provided by the Contracting Office. In addition to the aforementioned letter, the contractor must also submit a contractor information sheet on each employee. A template for the letter and contractor informational sheet template will be provided upon contract award. The Contracting Office will endorse the request and forward to the Depot Security Manager Office for processing. This information must be provided to the assigned Contract Specialist and/or Contracting Officer for the contract at least two (2) weeks prior to start of the contracts period of performance.

Contractors must do the following in order to obtain a base access card:

· Submit Contractor Application Form and cover sheet to the Contracting Office

· The Contracting Office will send the form to G3 Security

· Once cleared (weekly list sent out), pre-register at DBIDS

· Google DBIDS (1st link)

· https://dbids-global.dmdc.mil/enroll#!/

· Take QR code to PMO for badge

· If cleared with the Air Station, an application still needs to be submitted to Security at Parris Island but we will reciprocate off of their cleared/not cleared for base access.

· New contractors requiring access for over 60 days will receive a credential valid for up to one year.

· New contractors requiring access for less than 60 days will receive a temporary paper pass.

Pending means that there were issues that our office needs to review to determine if the individual will or will not be denied base access.

1. Contractor’s Responsibility A criminal background check conducted by the MCRDPI Security Manager’s Office shall be required for all contractor personnel who make frequent visits to or perform work on the MCRDPI cited in the Contract, prior to the start date of the contract. Contractors are required to review any proposed employee prior to submitting their names for the background check. Depot access will be denied if it is determined that the personnel requesting access are within one of the following categories:

1. On the National Terrorist Watch List.

1. Illegally present in the United States.

1. The subject to any outstanding warrant or criminal summons.

1. Has knowingly submitted an employment questionnaire with false or fraudulent information.

1. Has been issued a debarment order and is currently banned from any military installation.

1. A prisoner on work-release program or currently on felony probation/parole.

1. A registered sex offender.

1. Membership within the previous 10 years in any organization that advocated the overthrow of the U.S. Government or affiliated with any active gang.

1. Is pending any felony charges.

1. Has been convicted of a felony within the last ten (10) years.

1. Has multiple (three or more) misdemeanor criminal offenses to include, but not limited to:

10. Drug Offenses

10. Offenses of violence

10. Weapons offenses including those where the weapon was used as either the means of the violence or threat of violence

10. Larceny/theft

1. Any reason the Installation Commander deems reasonable for good order and discipline.

No physical badge will be issued. If a contractor’s proposed employees requiring access meet the required criminal background check, upon entry, each contractor employee must present a valid form of identification (Driver’s License). At the front gate, the Provost Marshall’s Office will screen each contractor employee against MCRDPI Security Manager’s Office listing of approved contractor employees. The operator of the motor vehicle must also provide valid registration and current insurance.
