Questions for RFQ M0026320Q0001
1. Question: How many users will use the software in the base year (i.e. Phase 1)?
Answer: 16 DI School/25 Company users and 400-500 total profiles. See Ref:
Section C, Part 1, Paragraph 1.4.1
2. Question: How many DI school classes are conducted per year?
Answer: Four (4) Classes per year.
3. How many days is the DI program of instruction?
Answer: 57 Days.
4. How many students per class?
Answer: Max 100.
5. How many cadre per class?
Answer: 16 total. (1) Director, (1) Assistant Director, (1) DI School 1stSgt, (1) Chief Instructor, (1) Academic Coordinator, (10) Squad Instructors, (1) Administrative Chief.
6. How many ‘working’ Drill Instructors are assigned to one (1) Company?
Answer: Between 30 and 40 Drill Instructors are assigned per company at any given time. See Ref. Section C, Part 1 and 2, Paragraphs 1.5.2.1 and 2.2.2
7. Question: Are the 250 users actively logging in, and the 1000 profiles are inactive users (i.e. not completing evaluations, critiques, peer assessments, etc.)?
Answer: (The 250 users will be actively logging in updating the 1000 profiles for the Drill Instructors being assessed. See Ref: Section C, Part 1, Paragraph 1.5.2.1
8. Questions: Does the statements in Section C, Part 1, Paragraph 1.6.1 and table imply that the DI School competency and performance measurement model with accompanying software must be delivered no later than 5 January 2020?
Answer: No. DI School competency and performance measurement model with accompanying software must completed within six (6) months from contract award.) See Ref. Section C, Part 1 and 2, Paragraphs 1.5.1.1, 1.6 and 2.1.3.
9. Question: Do the above statements imply that the Basic DI, EDI, SDI and CDI profiles with accompanying software must be delivered to one (1) company within 6 months of contract award?
Answer: Yes, the Basic DI, EDI, SDI and CDI profiles with accompanying software must be operational on the stand alone supporting the measurement, assessment, performance and professional development of DI School graduates and one (1) Company of” working” DIs. See Ref: Section C, Part 2, Paragraph 2.1.5
10. Question: How many simultaneous users will access the closed network?
Answer: 16 users will require access to the closed network at DI School but will not require simultaneous access. Users can share computer access. At least 5 computers with access. 25 users will require access to the closed network at the company but will not require simultaneous access. Users can share computer access. At least 8 computers with access.
11. Question: Are digital forms of training manuals and quick reference guides acceptable?
Answer: The government will accept digital forms of training manuals and quick reference guides in PDF format. Reference: Section C, Part 2, Paragraph 2.2.5
12. Question: Is the use of ‘on-site’ referring to an episodic requirement (i.e. not a full-time employee)?
Answer: Correct, an episodic requirement. Reference: Section C, Part 2, Paragraph 2.1.2
13. Question: Does the Government have baseline competency models for the 4 DI profiles, and if so, will these models be provided as GFI?
Answer: The contractor will create the competency model to be utilized with the system. The government will not provide any models. Reference: Section C, Part 2, Paragraph 2.1.2
14. Will the Government consider allowing vendors to proposed COTS solutions that will not transition to the MCEN but otherwise meets all the requirements of the RFQ?
Answer: No. This solicitation will only consider software solution sets that can transition to the MCEN. The MCEN is the only network that is used/available by the intended user community. Reference: Section C, Part 2, Paragraph 2.2.3.
