SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been added by full text:

ADDITIONAL INSTRUCTIONS

AMENDMENT #0003 INSTRUCTIONS

1. In accordance with DFARS 225.872-3, given that this acquisition is a 100% Small Business Set Aside, an offer of a qualifying country end product cannot be considered and shall be considered unresponsive. Offerors must clearly state the Country of Origin for their quoted end product in their response.

1. If an offeror has no relevant past performance history, an offeror must affirmatively state that it possesses no relevant past performance history. Failure of an offeror to provide past performance references as indicated in Sections L and M or failure to affirmatively state that it possesses no relevant past performance history shall result in the offer being considered unresponsive.

1. Section M states “Technical Acceptability is defined as meeting all of the specifications in the solicitation. Offeror must provide a quote that meets or exceeds the dryer minimum characteristics provided in the PWS provided in section C of the solicitation. In addition, Offerors shall provide the following information to support the PWS: Quote must include a Rigging and Installation Plan, Equipment Start-up/demonstration plan, Training and Maintenance Program, Warranty plan, and Listing of factory Authorized, Local Service Agencies.”

1. An offeror must provide a quote that meets or exceeds the dryer minimum characteristics provided in the PWS provided in section C of the solicitation. Failure of an offeror to specifically address the mandatory PWS requirements will result in a unacceptable technical rating. See table below.

1. Quote must include a Rigging and Installation Plan, Equipment Start-up/demonstration plan, Training and Maintenance Program, Warranty plan, and Listing of factory Authorized, Local Service Agencies. Failure of an offeror to provide the aforementioned information or simply referencing the PWS will result in an unacceptable technical rating. Note: Section L provides additional instructions: “The technical approach shall contain sufficient information to make a thorough evaluation and a sound determination as to whether the proposed quote is adequate to meet the Government requirements. The Technical Approach shall be specific, detailed, and sufficiently complete to clearly and fully demonstrate the offeror’ s total comprehensive knowledge and understanding of the requirements and technical problems inherent to the work required. Generalized statements within the quote, such as, “standard procedures will be employed”, or “well known techniques will be used,” will be considered technically inadequate. Paraphrasing any part of the solicitation will also be considered inadequate. “

MANDATORY REQUIREMENTS

Pass/Fail Ratings

1. Qty (4) 400-500 lb. capacity steam dryer, minimum 143 cu ft volume

1. Maximum Footprint /unit: 144” length X 140” Width X 144” Height

1. Power: 460 volts, 3 phases, at a frequency of 60 Hz (minimum 208-240v/60cy/3ph)

1. Shall be mounted to floor for balance and safety of personnel

1. The piping on all units shall be insulated to meet all OSHA/industry standards

1. Shall be equipped to handle steam heating with all internal piping and steam valves.

1. Lockable main disconnect on machine

1. Illuminated E-stop or equivalent

1. Shall be air controlled. If no air detected the system will shut down

1. 2 way tilting with a minimum of 12 inches and maximum of 18 inches

1. Automatic doors

1. on board or self-contained/automatic lint collection system

1. Shall have programming Logical controllers to include but not limited to: 1) formulas identified by name and program number, with separate programmable heat and cool cycles by time and temperature. 2) Capable of performing self-diagnostic 3) time shall be programmable from 45 to 100 minutes for heating cycle and from 45 to 100 minutes for cooling cycle. 4) High limit, water valve limit, basket rotation, and fire eye alarm. 5) Filter, regulator, and gauge for the compressed air supply. 6) reversing drying cylinder action. 7) Pendant switch for dual direction basket jogging function. 8) shall be outfitted with emergency water cool down sprayers in case of fire in drum cylinder.

1. Turn-key installation solution in accordance with PWS, Section II B of the solicitation. At no time shall the removal and installation of equipment impact the current facility operations. All freight, rigging, installation, removal, and disposition of existing equipment shall be the responsibility of the contractor. Installation will include ducting, exhaust vent piping, plumbing, and electrical connections
