SUMMARY OF CHANGES
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
ADDENDUM 52.212-1
INSTRUCTIONS TO OFFERORS
1. This solicitation is issued as a Request for Quote (RFQ) using the commercial procedures in accordance with FAR Part 12 and Simplified Acquisition Procedures FAR Part 13. This solicitation is a 100% Total Small Business set aside, and the North American Industrial Classification System (NAICS) code for this requirement is 561790 with a size standard of $7.5 Million.
2. Any/all questions regarding this RFQ shall be received by this office by 1:00pm, Eastern, five (5) days prior to quote submission date. Send questions to Randy.wentworth@usmc.mil and terri.collins@usmc.mil, cc chad.dando@usmc.mil.
3. In accordance with FAR 52.237-1, a site visit is available upon request. Send site visit requests to Randy Wentworth, Randy.wentworth@usmc.mil, (843) 228-2703 and Terri Collins, terri.collins@usmc.mil, (843) 228-4334.
4. Quote Deliverables
A. Offerors shall complete provisions (Reps and Certs) and submit with quotes as identified in Section K of the SF 1449 solicitation. Alternatively, Offerors may complete the Reps and Certs in the System for Award Management (SAM) and reference SAM completion in quote.
B. The offeror must submit a PWS or SOW that meets all of the requirements outlined in the SOO provided in Section C of this solicitation. The PWS or SOW will be incorporated in the awarded contract. The Statement of Work (SOW) or Performance Work Statement (PWS) must demonstrates the offeror’s ability to successfully complete the objectives outlined in the SOW.
C. As part of the price evaluation, the Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 by adding one-half of the quoter's final option period price to the quoter's total price. Thus, the quoter's total price for the purpose of evaluation will include the base period, first option, second option, third option, fourth option, and one-half of the fourth option. Quoters are required only to price the base and four options. Quoters shall not submit a price for the potential one-half year extension of services period..
D. OFFEROR TO COMPLETE BLOCKS 12, 17, 26 (Total Award Amount: Base and Option Periods) (include Offeror name, Point of Contact, Cage code, Duns code, and Tax ID #), 23, 24, AND 30(30a through 30c) on page 1 of the SF 1449
E. The offeror must submit acknowledgement of any amendments issued prior to the closing date of the solicitation.
F. Quotes must be good for 45 days from the closing date of the solicitation.
G. Offerors shall submit three (3) past performance references containing the information requested below as part of the quote. The references shall be relevant contracts completed within the past three (3) years similar in technical scope, complexity and dollar value to this requirement.
Offerors should include the following information for each reference listed:
i. Name of company
ii. Point of contact
iii. Current telephone number and e-mail address (if available) for point of contact
iv. Total contract value
v. Period of performance
vi. Brief description of contract and relevance to this requirement

Electronic submission via email is authorized (see email addresses in Paragraph 5). Send email to the primary point of contact and also copy (cc) the secondary point of contact. The written submission must arrive by the stated deadline in order for a proposal to be considered complete and to be evaluated. Failure of any portion of the proposal to arrive by the stated deadline will result in rejection of the entire proposal.
Note: Offerors submitting via email must ensure that attachments do not exceed 5 MB; offerors with attachments larger than 5 MB must split their response into multiple emails to meet the 5 MB attachment limitation. In addition, .zip files will be filtered and removed by the MCRDPI firewall. Offerors must rename the .zip file or send in an alternate format.

SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
The basis for award is Lowest Price Technically Acceptable (LPTA). The apparent successful offeror shall have satisfactory/acceptable past performance. This procurement is being conducted under FAR Parts 12 and 13.5 procedures. All offers shall provide three (3) current and relevant references. Failure to comply will result in not being considered for award.
I. Technical Acceptability is defined as submitting an SOW or PWS that meets the objectives outlined in the SOO .
II. Past performance will be rated on an "acceptable" or "unacceptable" basis. In addition to past performance references, potential sources of performance data are Government sources such as the Past Performance Information Retrieval System (PPIRS) and the Federal Awardee Performance and Integrity Information System (FAPIIS). Past Performance data shall be reviewed and the quality and usefulness determined as it applies to performance confidence.
If an offeror has no relevant past performance history, an offeror must affirmatively state that it possesses no relevant past performance history. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that not meaningful past performance rating can be reasonably assigned, the offeror will not be evaluated favorably or unfavorably on past performance. In these cases the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “Unknown” shall be considered “acceptable”. However, offerors who fail to provide references or affirmatively address a lack of references shall be considered unacceptable as regarding past performance and will not receive a "Neutral" rating.
III. Quotes shall be ranked in order of lowest price to highest price. The lowest-priced quote shall be evaluated first. If the lowest-priced quote is technically acceptable, no other offers will be evaluated. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
