STATEMENT OF OBJECTIVES (SOO)
MCRDPI, Telephone Department, G6 Video Telecommunications Network Extended Service Plan (ESP)
I. PURPOSE:
The Telecommunications Department, Computer Information Services Department (CISD) G6, Marine Corps Recruit Depot Parris Island (MCRDPI) has a requirement for an Extended Service Plan (ESP) in support of the existing Video Telecommunications Network aboard MCRDPI.
II. BACKGROUND:
Currently, MCRDPI does not have any type of ESP or maintenance plan that supports the existing Video Telecommunications Network. All maintenance conducted on the VTC network is provided locally by Telephone Department personnel within the G6. Do to fast pace growth in the telecommunications market and technologies the personnel providing local maintenance actions are not trained or equipped to deal with all technical issues that may arise.
III. PERFORMANCE PERIOD
The Government intends to award a contract with a base year and two (1) option years.
The base year period is estimated to begin on or about June 2015.
IV. SCOPE:
The ESP must provide remote maintenance and restoration services as well as access to equipment, upgrades, software, and licenses through the service contract which is provided by the Original Equipment Manufacturer (OEM) for the existing Video Telecommunications Network aboard MCRDPI. This ESP will provide the MCRDPI, G- 6 Telephone department with priority maintenance and restoration services as needed for the periods covered by the ESP contract.

V. PERFORMANCE OBJECTIVES:
1. The ESP with remote maintenance and restorations services will provide access to critical equipment and upgrades through existing equipment service contracts with the company providing the ESP.
2. The ESP will provide remote and helpdesk support 0800-1700 Mon- Fri, to include but not limited to the following:
Unlimited remote maintenance and diagnostics Remote testing and diagnostic fault isolation System restoration from provider helpdesk facilities Patch Administration deemed critical by equipment provider Priority restoration services for emergencies. Emergency is defined as a critical system service outage which significantly impacts the daily operations aboard MCRD PI.
Final determination of emergency status rests with the customer.
The ESP provider will recommend corrective actions required to restore stable operations as needed.
Repair and Replacement (R&R) hardware Turnaround time for R&R service will not exceed 20 business days.
During emergency situations, necessary replacements must be shipped within 24 hours
VI. SECURITY CONSIDERATIONS
There is no classified material or equipment located in the rooms where the systems are located.
VII. BASE ACCESS:
CONTRACTOR ACCESS TO MCRD PARRIS ISLAND, SOUTH CAROLINA
The Marine Corps Recruit Depot/Eastern Recruiting Region policy allows no weapons or illegal drugs to be brought aboard our military installations. Individuals operating a vehicle aboard our military installations are required to have a valid driver licenses, registration, and insurance.
(a) The contractor shall understand and comply with Depot Order 5512.11 Access Security. The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who perform work on the Marine Corps Recruit Depot cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.
(b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The format for the letter must be in compliance Depot Order 5512.11. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward to the Depot Security Manager Office for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver's license, current vehicle registration, valid vehicle insurance certificate, and any additional requirements to comply with local security procedures to obtain a vehicle pass.
(c) The Contract awardee shall be responsible for obtaining required identification for newly assigned personnel. The contractor is required to complete access forms for all employees requiring access aboard the Depot for completion of the background check by the Depot Security Manager and approval by the contracting officer prior to commencing work.
(d) A criminal background check conducted by the Depot Security Managers Office shall be required for all contractor personnel who make frequent visits to or perform work on the Marine Corps Recruit Depot cited in the Contract, prior to the start date of the contract. Contractors are required to review any proposed employee prior to submitting their names for the background check. Depot access maybe denied if it is determined that the employee(S):
1. Is on the National Terrorist Watch List.
2. Is illegally present in the United States.
3. Is subject to any outstanding warrant.
4. Been issued a debarment order and currently ineligible to enter any military installation.
5. A habitual criminal offender.
6. Been convicted of a felony within the past ten (10) years.
7. Been convicted of a crime involving drugs or drug paraphernalia within the past five (5) years.
8. Knowingly submitted a false of fraudulent information in connection with an employment questionnaire.
9. A registered sex offender.
10. Displays or has displayed conduct that the Commanding General deems prejudicial to the good order and discipline of this installation.
(e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are properly returned to the issuing office.
(f) Failure to comply with these requirements may result in withholding of final payment.
