Eastern Recruiting Region

Communication Strategy and Operations

1.0 SCOPE

The Communication Strategy and Operations (COMMSTRAT) Reproduction section at Marine Corps Recruit Depot Parris Island (MCRDPI) and Eastern

Recruiting Region (ERR) is mission tasked with providing printing and reproduction capabilities for the recruitment and training of all Marine

Corps Recruits, Drill Instructors, and all of the additional Training

Commands aboard the Depot and throughout the Eastern Recruiting Region. The

COMMSTRAT Reproduction section accomplishes its mission by providing in-house printing and duplication for color and black and white (B&W) documents, while successfully monitoring, and evaluating the usage and maintenance of such equipment.

2.0 BACKGROUND INFORMATION

MCRDPI COMMSTRAT currently has Four total production copiers: (3) Xerox

D125 B&W production copier, (1) Xerox C560 Color copier within our reproduction section. These machines are government owned and have surpassed their expected performance life-cycle. These machines currently break down on a regular basis and require almost daily service calls, causing constant disruption in a productive operational workflow of COMMSTRAT. The command currently has a maintenance and service contract with Xerox for these existing machines. The contract covers all impression counts, toner, broken parts and preventative maintenance for these machines. These machines are highly technical and are used daily to meet mission essential requirements;

thus require the ability to have service and maintenance Xerox technicians available for immediate support. COMMSTRAT is looking to lease machines for replacement.

3.0 APPLICABLE DOCUMENTS

4.0 PRODUCTION REQUIREMENTS

General Requirements:

a. COMMSTRAT requires full replacement on our existing outdated (4) production copiers and (4) external controller stations. We require

(3) B&W production copiers and (1) Color production copier and (4) external controllers. These external controllers must connect to and directly support each individual production copier. We require that the production B&W copiers be of the same make and model. This will ensure that our Reproduction specialists are able to maintain continuity and an efficient streamlined workflow. Based on available production space, each copier may not exceed 17 feet in length and 4 feet in width.

Black and white production requirements:

a. The (3) B&W production copiers must offer an external controller print server station with a minimum Harddrive memory of 250 GB and

Random access memory of 4 GB, 2.8Ghz processor preloaded with Print

Server software that corresponds directly to the connected production copiers. This Print Server should offer no less than 6

USB ports and DVD-ROM/DVD-RW capabilities. External components to

Print Server should include at least a 19 inch display screen and keyboard and mouse attachments. This controller system must be able to connect to multiple copiers creating an internal intranet, in order to create a back-up redundancy for job handling. This controller system must also support ‘full job recovery’ of ordered stock applications so that print jobs can continue in exact order and count after a jam or disruption of toner has occurred.

Print server software capabilities must offer: job management, preview and soft copy job review, layout/imposition soft copy booklet making (4-up), page exception programming for immediate job changes (mid-print feature).

b. Production copiers must be able to output 125 or more pages per minute.

c. Production copiers must offer duplex printing; allowing for printing to both sides of a single sheet of paper during one production run.

d. Production copiers must offer resolution quality up to 1200 X 1200

Raster Image Processor and up to 2400 X 2400 Dots per Inch, and support up to a minimum of 150 Lines per inch for technical document reproduction (maps, blueprints, evidence, etc...)

e. Production copiers must be able to process stock sizes via trays and or bypass feed, ranging from (8.5 inch X 11 inch 16 lb. bond) up to (13 inch X 19.2 inch, 140 lb. bond).

f. Production copiers must be able to scan over 250 images per minute.

g. Production copiers must offer high-capacity stacker option that stacks up to 4,000 sheets ranging from (8.5 inch X 11 inch 16 lb.) up to (13 inch X 19.2 inch, 110 lb. cover).

h. Production copiers must offer multi-position stapling, two and three-hole punch finishing and 200-sheet post process interposing inserting option for pre-printed product integration.

i. (1) All (3) B&W Production copiers must include booklet maker finishing with square fold trimming for stocks ranging from (8.5 X 11 inches to 13 X 18 inches). This finishing should be able to create booklets up to 25 sheets (100 pages) saddle stitching and square fold up to 25 sheets (100 pages). Finisher must be able to face trim between 2 to 20 mm in 0.1 increments. Must have inline thermal tape binding.

Color production requirements:

a. The One color production copier must offer an external controller print server station with a minimum Harddrive memory of 500 GB and

Random access memory of 8 GB, at least a 3.0Ghz processor preloaded with Print Server software that corresponds directly to the connected production copiers. This Print Server should offer no less than 6 USB ports and DVD-ROM/DVD-RW capabilities. External components to Print

Server should include at least a 19 inch display screen and keyboard and mouse attachments.

Print server software capabilities must offer: programmable queues, job management, preview and soft copy job review, layout/imposition soft copy booklet making (4-up), page exception programming for immediate job changes (mid-print feature).

b. Production copier must be able to output 70 or more pages per minute with 8.5 inch X 11 inch stock.

c. Production copier must offer duplex printing; allowing for printing to both sides of a single sheet of paper during one production run.

d. Production copier must offer resolution quality up to 2400 X 2400

Dots per Inch.

e. Production copiers must offer high-capacity stacker option that stacks up to 4,000 sheets ranging from (8.5 inch X 11 inch 16 lb.) up to (13 inch X 19.2 inch, 110 lb. cover). Production copier must be able to process stock sizes via trays and or bypass feed, ranging from (8.5 inch X 11 inch 16 lb.) up to (13 inch X 26 inch, cover coated stock).

f. Production copier must be able to scan up to 200 pages per minute.

g. Production copier must offer multi-position stapling, two and three-hole punch finishing up to 50 sheets coated stock.

h. Production copier must offer 200-sheet post process interposing inserting option for pre-printed product integration.

5.0 MAINTENANCE AND SERVICE CONTRACT REQUIREMENTS

a. The contractor shall provide copiers with full maintenance/service coverage and toner supplies (excluding paper) for the above listed requirements.

b. Bid prices must be firm for the term of the contract and any extensions thereof. Billing for Maintenance/service will be paid in arrears at the close of each monthly billing cycle.

c. Only fixed cost bids including all maintenance and printing costs will be accepted; bids shall not include any additional charges such as varying sizes or stocks.

COMMSTRAT’s current production pace and growing reproduction tempo, require that we have a printing and maintenance contract that supports unlimited printing without overages. COMMSTRAT currently uses approximately 700,000 monthly black and white impressions and 10,000 color impressions per month.

d. All supplies/consumables, excluding paper, but including toner and staples, for the equipment purchased must be provided during the term of the contract and any extensions thereof.

e. Vendors providing equipment through this solicitation will not be allowed to charge interest.

f. Bid discounts/prices must include delivery of equipment, set up of equipment in user location, freight and delivery, operation and training manuals, procedures, and sufficient operator training. Vendors must include a training plan, technical assistance, all consumables

(except paper).

g. Government will not be required to purchase any additional component, accessory, or feature for the copier, in order for the machine to perform the function listed in the requirements.

h. Accessories may be added to the copying system and maintenance contract by contract modification after the initial placement of the systems. Additional costs:

The purchase cost of the accessories will be handled via separate purchase contract, but be allowed to enter and modify existing maintenance and service contract if required costs occur.

If an accessory that does not require or use consumables and such that does not occur additional costs to the vendor, such as an additional drawer or software upgrade is added to the machine during the maintenance period; it will then be treated as part of the original contracted system and will be provided maintenance/service as needed without any additional cost to the government.

i. Vendor Qualifications:

Vendor must be a manufacturer or a manufacturer certified dealer of the equipment bid, and must have certified maintenance/service personnel for the equipment bid.

Vendors must be certified by the manufacturer for both the sale and maintenance/service of the equipment being bid.

Dealer must provide a copy of their manufacturer certification and a current letter of certification from the manufacturer verifying their level of certification and, if applicable, identifying their authorized sales territory.

Any certification document or letter with a date over one (1) year old, is not acceptable.

j. Maintenance/Service Calls:

Equipment maintenance/service shall be performed by the

Dealer/Reseller during the term of the contract and any extension thereof.

Dealers have included mileage as part of this agreement.

Government will not pay separate mileage costs on service calls.

k. Maintenance/Service Requirements:

Telephone response times are not to exceed one (1) working hours after notification.

On site response times are not to exceed four (4) working hours after notification, if problem resolution is not successful via telephone support.

o All Maintenance Services must be; available (8) hours per day, (5) days per week within the Beaufort Area for equipment located in Building 287, Parris Island, SC

(COMMSTRAT).

For the Government's records, maintenance/service technician must submit a written explanation of what was done to the machine, what parts were replaced and when the maintenance/service took place, after the completion of each on-site service call via email to designated COMMSTRAT personnel listed below:

In the event machine is removed from user location for repair, bidder will supply similar machine of equal quality and capability within 2 (two) working days.

l. Ongoing Performance Requirements:

It is the requirements of this solicitation to have each copier maintain a minimum of seventy-five percent (75%) full operational readiness; based on a five (5) day, forty (40) hour COMMSTRAT work week.

In the event a seventy-five percent (75%) full operational readiness, is not maintained on any individual copier during a full monthly cycle, due to equipment failure for any consecutive five (5) day period, a contract modification and government rebate should be annotated and issued on the invoice at the end of the monthly cycle, and following immediate actions should be taken by the vendor:

o Provide a qualified on-site technician for analysis and correction of the problem.

o Provide back-up equipment; If the back-up equipment fails to meet the requirements within any 15 day timeframe, the agency may:

Require new replacement equipment.

6.0 DELIVERY, INSTALLATION AND TRAINING

The delivery of new equipment and installation of the new equipment must happen within a 48-hour work window (‘Replace in Place’). This ‘Replace in

Place’ process will ensure COMMSTRAT is ability to continue operation and meet mission essential requirements. The new copier systems must be delivered installed, tested and fully operational by 30 October 2020. The procured copier systems must be delivered to:

Marines will be trained by qualified technician immediately after machines are installed and fully operational. The contractor shall provide detailed operator training that will consist of (8) hours of training upon initial installation of the printers and (8) hours annually each year of the contract. This training can be broken up into various time blocks as required during the ‘Replace in Place’ process. Training sessions must include all equipment systems; defined nomenclature, functionality, troubleshooting techniques, toner/paper replacement, external controller operations, maintenance reporting procedures, and refuse handling.

Operator’s manuals should be available and explained to a comprehensive level.

7.0 PERIOD OF PERFORMANCE

The maintenance and service contract period of performance shall be from the date of issuance of the contract through (1) full calendar year with a (4) year annual option to renew. Contract renewal and extension and subsequent costs will be negotiated and approved prior to executing any new contract period.

8.0 SECURITY

The contractor will not require access to classified material. All documents generated under this delivery order shall be UNCLASSIFIED. No copiers will be connected to the LAN therefore no MCIN requirements will be a factor.

9.0 RELEASE OF INFORMATION

All technical data provided to the contractor by the Government will be protected from public disclosure in accordance with the markings contained thereon. All other information relating to the items to be delivered or services to be performed under this contract may not be disclosed by any means without prior approval of the authorized representative of the Contract

Officer. Dissemination if public disclosures includes, but is not limited to: permitting access of such information by foreign national or by any other person entity, publication of technical or scientific papers, advertising, or any proposed public release. The contractor shall provide adequate physical protection of such information so as to preclude access by any person or entity not authorized such access by the Government.

G-1.1 Most contract administration functions shall be retained by the Regional Contracting Office, Marine Corps

Recruit Depot, Parris Island, South Carolina. Any inquiries pertaining to the administration of performance of this contract should be directed to the Regional Contracting Office.

G-1.2 Invoices and receiving documents shall be submitted through Wide Area Workflow (WAWF) for payment in accordance with DFARS 252.232-7006.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area

WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of

Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-

7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and https://doncmra.nmci.navy.mil/ https://doncmra.nmci.navy.mil/ http://www.beta.sam.gov/ https://www.sam.gov/

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training

Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data

Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items—

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting

Officer.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(2) While not required, the Contractor may include in its subcontracts for commercial items a minimal number of additional clauses necessary to satisfy its contractual obligations.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the

Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the

Contractor within 1 day of the active period of performance.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within (1) day;

provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least (15) days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
