GOVERNMENT RESPONSES TO VENDOR SUBMITTED QUESTIONS

1. Is there past history on chemicals usage and/or can you provide/share past volume(s)?

Government Response: There is no past history available.

2. What are the current, expected, and/or required control ranges for the systems, can/will you provide historical accepted reports or at least requirement values/ranges?

a. Heat transfer measurement.

b. Chlorides in water expressed as parts per million (ppm).

c. Hardness in water expressed as grains per gallon (gpg) or ppm.

d. Conductivity of water expressed as Micromhos.

e. Total Dissolved Solids (TDS) in water expressed as ppm.

f. pH of water.

g. The corrosion/scale inhibitor treatment level (residual)

h. Cycles of concentration expressed as a ratio of system chlorides divided by makeup chlorides.

Government Response: Control ranges shall be based upon the requirements of section 3.1.3 and

3.3 and all sub-sections of section 3.3. All measurements may be dynamic in nature and change from system to system based upon system use. Not all systems operate on a continuous basis.

Contractor shall reference section 3.1.2, and 3.3 and all sub-section of 3.3 for the contractor’s performance requirements. The contractor shall pay particular attention to section 4.0 sub-section 4.1 Contractor Performance Measures.

3. Section 3.0 Requirements, Sub-section 3.3, Paragraph c, states: "c. Provide a unit cost schedule, good for one (1) year after contract award, for ADD or DEDUCT (ie chemical and labor cost to treat 10 gallons of water) cost for the treatment of 10 gallons of water volume for each system to include OL, CCL, HCL and CCLG systems." Is this cost schedule to be provided on a Government supplied form, such as the "Section SF 1449 - Continuation Sheet" or can the cost schedule be submitted separately on a contractor generated form? If the cost schedule is to be submitted on a Government supplied form, there is no form or section for this in the RFQ.

Government Response: This requirement has been removed.

4. The chemical and labor costs to treat 10 gallons of water for each hydronic system are dynamic. For example, costs for Open Loops (OL) depend upon system volumes, current levels of "cleanliness" for biocide(s) application, as well as load factors which change seasonally for

HVAC systems. In addition, these costs will depend and/or change upon frequency of actual system operation for Open Loops associated with Test Cells (i.e. some Test Cells are "in use" very infrequently). Similarly, these costs associated with Closed Systems (CCL, HCL and

CCLG) depend on system volumes, levels of current treatment, as well as how well the system retains treatment (i.e. system leaks, partial or complete drain downs for maintenance/repair, etc).

For Bid Purposes, would the Government like this cost schedule information to be general in nature for each system - assuming 365 days per year operation, no system leaks in the Closed

Systems, and to be based off of the system volumes noted in the RFQ (i.e. 3500 gallons for OL, CCL and CCLG, and 1800 gallons for HCL)?

Government Response: This paragraph has been removed, any chemical addition or labor outside of the scope of CLIN 0001 would be quoted on an as needed basis under CLIN 0002.

5. For CLIN 0002, Repair Services, would the Government like pricing for new equipment (i.e.

chemical controllers) or should we simply list a labor rate for repair services and submit quotations for any new equipment on an "as needed basis" if successful in our bid?

Government Response: Repair services will be on an “as needed basis”. The price quote instructions have been revised to include the below. Vendors are required to submit their labor rate for repair services, which will be multiplied by 100 hours and added to the vendor’s quote for evaluation purposes only. Additionally, if any start up equipment is needed, such as chemical controllers, coupon racks, etc, that can be quoted here.

iii) Vendor’s shall submit their proposed labor rates for repairs required in accordance with CLIN 0002. The labor rates will be multiplied by 100 hours and incorporated into the price quote to be used for evaluation purposes only. A not-to-exceed amount will be established on the final purchase order for repairs, as necessary.

iv) A statement that the vendor will provide all repair parts in accordance with CLIN

0002 AT COST, meaning that only the costs incurred by the vendor shall be passed on to the government under this CLIN.
