SUBJ: Amendment 0001 to Solicitation M00146-15-T-9014 Removal/Replacement of High Velocity
Oxygen Fuel Spray System (HVOF), FRC-East, Cherry Point, NC
The purpose of this amendment is to incorporate the answers to the RFI’s into the solicitation in order to revise and/or clarify the contractual requirements:
Question 1: 1.3, 3.1.5.1 & 3.4.1.6: Hazardous materials transport and disposal: Please confirm the disposal requirement is “as is” at time of removal and no other treatment, physical or otherwise is required. Also confirm the government is fully responsible for any environmental impact these materials may have at the disposal site. Also note Appendix A is referenced three time but does not appear anywhere in the RFQ.
Answer 1: The contractor shall be responsible for preparing the equipment to be moved to the hazardous material location. Appendix A is attached.
Question 2: 3.1.1.2.3: CE Compliant: Is CE compliance necessary for this component. The specification references US codes such as NEC, NFPA and OSHA; what is the relevance for CE?
Answer 2: This section has been removed. A revised specification hereby replaces the original specification.
Question 3: 3.1.4.1: Spray cell max height specification is 12 feet, minimum height 10 feet. Typically a silencer for 10,000CFM mounted on the roof of the room will be an additional 60 inches high. Will there be a special design requirement for this issue?
Answer 3: The current system enclosure is 10’ 5” tall. The inlet is centered approximately 19’ from the floor. It is the contractor’s responsibility to verify the system can fit inside this area and use the existing wall openings. It is also the contractor’s responsibility to verify facility layout. Measurements are approximations.
Question 4: 3.1.4.5 , 3.1.5.3, 3.4.1.8, 3.4.1.13: Existing wall openings: What are the dimensions of these openings?
Answer 4: The inlet is approximately 2’ tall by 3’ wide and outlet wall opening is approximately 1’ 6” diameter.
Question 5: 3.1.5.9 & 3.1.5.10: Facilities Management System & Facilities Control Connection:
Engineering details are required to determine the scope of supply and the cost of meeting this requirement. Will these be provided to the bidders?
Answer 5: Existing system is Johnson Controls N2 with existing communication wiring installed for system monitoring. Existing conditions to be verified by the contractor.
Question 6: 3.1.7.4: Turntable: Needs clarification relative to blanking off spray areas and customer’s existing blanking system. Figure 1 is referenced but not found in this RFQ?
Answer 6: Figure 1 is attached.
Question 7: 3.4.1.7: Non-hazardous waste disposal: Are these items required to be removed from the base and disposed of commercially or placed somewhere on the base?
Answer 7: Non-hazardous items are required to be removed from the base and disposed of commercially.
Question 8: 3.4.5.3 Compressed Air Quality: Please provide the current FRC air quality dew point, moisture, water particulates, water, and water vapor in order to determine the required filter treatment to the system.
Answer 8: The information requested is not available and varies throughout the year. Contractor shall determine and provide the necessary compressed air piping accessories to meet the contractors' equipment requirement. Reference sections 3.4.5 and 3.4.5.3. (NOTE: If the contractor desires they may utilize
ISO8573 Series / ISO12500 Series / ISO7183 for best determination of necessary compressed air quality materials and accessories for their equipment.)
Question 9: 3.4.7.4 – 3.4.7.6: Fire Suppression: A fire protection engineer shall evaluate the area to ensure life safety and UFC 3-600-01 are properly met. Will the engineer be provided by the government or is the contractor required to hire one? If the government is providing the engineer and the design of the system when will the contractor be advised of the scope of supply and the interface to the building fire alarm panel?
Answer 9: The Contractor shall supply all necessary engineering.
Statement: During the site visit, a shaft and dolly were inspected by all attendees, as the shaft and dolly are the longest pieces of equipment placed in the HVOF System. The total length of the shaft positioned on the dolly is 9 foot, 7 inches long.
SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following have been modified:
SPECIFICATION FOR THE UPGRADE OF THE HIGH VELOCITY OXYGEN FLAME (HVOF)
SYSTEM IN BLDG. 4225
1.0 SCOPE
1.1 This specification defines the minimum requirements to replace the High Velocity Oxygen Fuel
(HVOF) system in Bldg. 4225. All Commercial-Off-the-Shelf (COTS) items are specified as brand name or equal components. The HVOF system is located in shop 91108 Building 4225 at
Fleet Readiness Center East (FRC East), Marine Corps Air Station (MCAS), Cherry Point, NC.
This system is used to apply various metal spray powders to aircraft components.
1.2 All flexible hoses shall be replaced. Any hard pipe inside the booth shall be replaced with new. All regulators and filters on any of the lines inside the room feeding the system shall be replaced with new. The existing system is a Sulzer Metco HVOF system any references to existing part numbers are Sulzer Metco Parts.
1.3 The contractor shall be responsible for all equipment removal necessary for execution of this replacement. The contractor shall be responsible for transporting the removed equipment to the
Hazardous Material Berm located approximately one (1) mile from the existing HVOF system location. The contractor shall be responsible for installation of the new system and verify its performance by spraying test coupons with Diamalloy 2005, and 3007 or equivalent powders In
Accordance With (IAW) AMS 2447. Contractors should plan to use “Commercial-Off-the-Shelf”
(COTS) technology wherever possible.
1.4 The Period of Performance (POP) for this contract is 13 months from contract award.

2.4 Order of precedence. In the event of a conflict between the text of this specification and the references cited herein (except for related associated specifications, specification sheets, or MS standards), the text of this document takes precedence. Nothing in this specification, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.
3.0 REQUIREMENTS
3.1 System Requirements
3.1.1 HVOF System. A new Oerlikon Metco DJC Diamond Jet HVOF system or equivalent shall be provided.
3.1.1.1 Brand Name Requirement This system shall consists of the following components or their equivalent (all model numbers referenced are Oerlikon
Metco models):
3.1.1.1.1 ADJC Diamond Jet Control Unit
3.1.1.1.2 A2600DJM Diamond Jet Gun.
3.1.1.1.3 ADJC2600 Water Sensor Interface Unit
3.1.1.1.4 A9MP-DJ Closed Loop Powder Feed Unit
3.1.1.1.5 A6A Air control Unit
3.1.1.1.6 All supply hoses
3.1.1.1.7 Pressure regulators for H2, O2, and N2
3.1.1.1.8 ASI316 Exhaust Sensor

3.1.1.2 Essential Characteristics. In order to be considered an equivalent system the proposed system shall meet all of the following essential characteristics:
3.1.1.2.1 Shall use oxygen, hydrogen, and air to produce a high pressure annular flame.
3.1.1.2.2 Shall provide uniform heating of the powder spray materials.
3.1.1.2.3 Shall be able to provide coating up to 6.3mm.
3.1.1.2.4 Shall be water cooled.
3.1.1.2.5 Shall be provided with the heat exchanger and any pumping equipment to provide cooling water to the thermal spray gun.
3.1.1.2.6 Shall have a combustion pressure of 100 psig.
3.1.1.2.7 Shall have a cooling capacity sized to keep the HVOF gun with operating parameters.
3.1.1.2.8 Shall have a closed loop powder feeder with feed rate monitoring and control.
3.1.1.2.9 Shall have constant pressure on the material feeder.
3.1.1.2.10 Shall be able to feed any thermal spray material.
3.1.1.2.11 Shall have a capacity of at least 300in3for feed material.
3.1.1.2.12 Shall use nitrogen as the carrier gas. The contractor shall provide the minimum quality nitrogen required by the system to the government.
3.1.1.2.13 Shall continuously weigh thermal spray material during process.
3.1.1.3 Process controller shall run on 120 VAC Single phase power.
3.1.1.4 Spray gun shall mount on six-axis robot.
3.1.2 Articulating Type Six-Axis Robot. A new FANUC M710iC/50 or equivalent six-axis robot and controller shall be provided. With an RJ30iB/A cabinet Controller with two (2)
AID16D output modules, two (2) AOR16G Output Modules, and one (1) ADA02A
Analog output module at minimum.
3.1.2.1 In order for the Articulating Type Six-Axis robot to be considered equivalent the proposed system shall meet the following essential characteristics:
3.1.2.1.1 Shall have a reach of at least 75 inches. Shall have motion ranges along the six axis’s as follows (axis’s are referenced from the base plate as axis 1 up through to the head as axis 6):
3.1.2.1.1.1 Axis 1 at least 320 degrees
3.1.2.1.1.2 Axis 2 at least 200 degrees
3.1.2.1.1.3 Axis 3 at least 420 degrees
3.1.2.1.1.4 Axis 4 at least 700 degrees
3.1.2.1.1.5 Axis 5 at least 225 degrees
3.1.2.1.1.6 Axis 6 at least 700 degrees
3.1.2.2 Shall have adjustable hard stops for axis 1-3.
3.1.2.3 Shall have a payload capacity of at least 110 lbs.
3.1.2.4 Shall be provided with a controller cabinet.
3.1.2.5 Shall have a teach pendant and Built-in Operators Panel.
3.1.2.6 Robot Controller Shall interface with the HVOF thermal spray system for start, shut down and feeder control at a minimum.
3.1.2.7 Shall have a repeatability of .0035 inches or better.
3.1.2.8 Controller shall have safety I/O’s.
3.1.2.9 The controller and robot shall operate in an environment of 32 Deg. F to 110
Deg. F with 75% relative humidity non-condensing. The robot shall be able to withstand 95% humidity short term.
3.1.2.10 Shall be powered by 480 VAC 3 phase.
3.1.2.11 Shall mount to the existing foundation.
3.1.3 Chiller. A new Oerlikon Metco CLIMET-RC-HV-01chiller or equivalent chiller shall be provided.
3.1.3.1 Chiller Essential Characteristics. In order for the chiller to be consider as equivalent the proposed chiller must meet the following essential characteristics.
3.1.3.1.1 The chiller shall be sized to accompany the heat exchanger supplied with the HVOF system.
3.1.3.1.2 The chiller must be sized to maintain an appropriate chilled water supply to the heat exchanger to ensure the spray gun will be kept cool within acceptable limits.
3.1.3.1.3 The chiller must perform these functions throughout temperatures from
40-110 degrees F with 95% humidity.
3.1.3.1.4 The chiller shall not be of an evaporative cooling type or once through water cooling system.
3.1.4 Acoustical Spray Room. The acoustical spray room shall conform to the following requirements:
3.1.4.1 It shall have outer dimensions of at least 13feet wide by 13 feet long by 10 feet high. But no greater than 15 feet wide by 15 feet long by 12 feet high.
3.1.4.2 It shall have one double leaf door with a clear opening of at least 70 inches wide by 80 inches tall.
3.1.4.3 It shall have a shaded view window in at least one door with dimension of 18 inches by 22 inches.
3.1.4.4 It shall have at least one (1) shaded view window near the operator console 31 inches wide by 43 inches high.
3.1.4.5 New duct work and outside hood (located exterior to the building) shall be installed for make-up air to the acoustical spray room. The ductwork shall utilize the existing wall opening in building 4225. The outside hood shall be designed to prevent water entrainment into the air stream. The intake must be equipped with a silencer. The intake shall be sized to make-up air removed by the new dust collector installed as part of this upgrade (Section 3.1.5)
3.1.4.6 It shall have a minimum of five (5) light fixtures mounted in the ceiling of appropriate rating in accordance with (IAW) the NFPA 70 for the environment inside the enclosure.
3.1.4.7 It shall limit noise outside of the booth during operations to less than 82 decibels.
3.1.4.8 Enclosure Fabrication and installation shall meet UFC 1-200-01, NFPA 654, and
NFPA 484. Contractor shall perform a hazard analysis to identify construction standard for which the enclosure shall be constructed. Hazard analysis shall be performed by a certified and licensed Industrial Hygienist. Contractor shall provide to the government the results of the analysis including assumptions, conclusions, and recommendations regardless of the final risk assessment decision reached that determines the actual construction means and methods.
3.1.5 Dust Collector. A new dust collector shall be installed on the outside of the building. The dust collector shall meet the requirements of the NFPA 484 and NFPA 654 in regards to using Tungsten Carbide, Nickel Carbide, and Chrome Carbide metal powders. The contractor is responsible for performing capture point calculations and providing them to the government. The contractor shall provide an exhaust plenum mounted near one wall of the acoustical spray room as to provide the most open area inside the spray room as possible that is at least 5 feet tall and 7 feet long. Spray operations shall occur anywhere along the length and height of the exhaust plenum at no more than 4 feet in front of the exhaust plenum. The dust collection system shall have enough velocity to capture the dust from this area in accordance with ACGIH. The contractor shall provide fan curve details of the proposed dust collector system. The dust collector must have a post process
HEPA filter prior to emission. The contractor is responsible for connecting the exhaust plenum and dust collector through the existing wall opening in building 4225.
3.1.5.1 Dust Collector Replacement. The contractor shall remove and dispose of the existing dust collector and all associated duct. Any hazardous material associated with the dust collector removal shall be transported to the FRC-East
Hazardous material berm located approximately 1 mile from the work site. Refer to Appendix A for hazardous material location.
3.1.5.2 New Dust Collection System. The ventilation system shall be designed and installed in accordance with NFPA 484 and NFPA 654. In addition, utilize UFC
1-200-01 and UFC 3-600-01 for overall design and construction.
3.1.5.3 New Dust Collection Design. The contractor shall design and install all exhaust systems. It is the contractor’s responsibility to verify pertinent building layout during site visit. Provide all engineering details, calculations and drawings with the Site Preparation Requirements and Installation Plan. The contractor shall provide exhaust ducting material and exhaust ducting size. The contractor shall provide all instructions to install the exhaust venting, venting material, which shall include pipe size, weights, dimensions, material, and calculations. A note shall be placed in the calculations that states the following “The exhaust system shown was designed for (Example: Varsol) contaminant, minimum control velocity (Example 2000) FPM hazard potential (A-D) rate of evolution (1-4).”
The contractor shall provide, on the equipment, a single point connection for each contaminate source a vent discharge location. Design and install the ventilation discharge to eliminate re-entrainment of exhaust air into existing heating, ventilation and air conditioning supply air intakes. Install the exhaust vent ducting through existing wall penetrations. The exhaust vent installation shall meet or exceed the current Department of Defense construction criteria as defined in UFC 1-200-01. The contractor shall use an offset stack and design the ventilation stack as identified in the ACGIH, “Industrial Ventilation, A
Manual of Recommended Practice” current edition. All new industrial ventilation systems shall conform to UFC 3-410-04N. The new dust collector shall be equipped with a broken filter alarm.
3.1.5.4 Fans shall meet spark resistance classification A per AMCA standard 99-0401.
Hydraulic lubrication fittings shall be in accordance with SAE J534. Where use of high pressure lubricating equipment, 1000 psi or higher, will damage grease seals or other parts, a suitable warning shall be affixed to the equipment in a conspicuous location.
3.1.5.5 Explosion Protection. Provide explosion or deflagration vent piping design information to be the same as that for dust collector. Reference NFPA 484 and
654 for requirements. Information shall include the pipe size, pipe thickness, piping material, and piping maximum length to contain and direct explosive or deflagration gases/vapors to the atmosphere. Additionally, include any additional manufacturer requirements for piping and piping accessories.
3.1.5.6 Equipment Labeling. Provide a placard that will label the use of the equipment for the type of powder it will use. Provide a placard mounting location that is prominent. The placard shall be easily removed and replaced without the use of any tools. Placard shall be design to be seen from all approach angles at a distance of thirty five (35) feet for persons with twenty/twenty vision. Placard colors shall be in accordance with NFPA 484.
3.1.5.7 Required Capture Velocity. Capture velocity shall be 200 feet per minute at forty eight (48) inches from the booth face opening or slots.
3.1.5.8 Filter Efficiency. Equipment shall capture a minimum of 99% of particles one micron and larger. The manufacturer shall attain and provide tests conducted by an approved testing organization that prove that the collector’s efficiency will capture 99% of particles one micron and larger.
3.1.5.9 Filter Monitoring. Each filtering system shall have an easily readable magnehelic differential pressure monitoring gauge for each filter bank.
Differential pressure monitoring gauge shall have capability of connection to
FRC East Facilities Management System for FRC East environmental monitoring.
3.1.5.10 Facilities Controls Connection. The new equipment controls and differential pressure gauge indicators shall be capable of directly interfacing with FRC
East's existing Johnson Controls Facilities Management System (FMS).
Verification of new equipment shall be integrated into the existing Johnson
Controls FMS system shall be conducted with an FRC East representative prior to project closeout. Field verify the existing conditions to include the existing controls. Upgrade the existing controls graphics to match new equipment labeling. Controls graphics shall show the building and relative building locations of the equipment to closely match the drawings and As-built locations.
3.1.5.11 Duct Construction. The duct construction and installation shall conform to
SMACNA round industrial duct construction and SMACNA industrial duct construction standards.
3.1.5.12 Duct Access Door. Where the air contaminant includes particulates that my settle in the duct, clean-out doors shall be provided in horizontal runs, near elbows, junctions, and vertical runs. The spacing of the clean-out doors shall not exceed 12 feet for ducts of 12 inches diameter and less but may be greater for larger ducts. Removable Caps should be installed at all terminal ends and the last branch connection should not be more than six inches from capped ends.
3.1.5.13 Water Condensation in Duct. Where condensation may occur, the duct system shall be liquid tight and provisions made for proper sloping and drainage.
3.1.5.14 Duct Labeling. Label the duct with content and direction of flow. Label the system every 10 feet and at all changes in direction and elevation. Label shall completely wrap the duct so that label is readable from all directions. Stencil on the system using black paint in block letter with a minimum letter height of 3 inches.
3.1.5.15 Dust Collector Filters. The dust collector shall be provided with two (2) sets of all filters needed for the dust collector. One set shall be installed in the dust collector and the other set shall be provided to the hazardous material waste disposers for storage.
3.1.6 Industrial Gas Cradles. The contractor shall supply new Industrial Gas Cradles see section 3.4.3 for further details.
3.1.7 Turntable. The contractor shall supply a new turntable with this upgrade. The turntable shall conform to the following requirements:
3.1.7.1 It shall rotate 360 degrees about its vertical axis.
3.1.7.2 It shall tilt at least 30 degrees about its horizontal axis.
3.1.7.3 It shall be mobile as to allow for easy removal from the spray room when not in use.
3.1.7.4 It shall provide a method for blanking off to only spray specified area or shall be modified to use our existing blanking system. (Figure 1 is a picture of our existing turntable).
3.1.7.5 It shall be fully integrated with the controls system.
3.1.8 Shop air boost system. The existing compressed air booster system shall be replaced with new. The incoming air is 100 psi standard shop air. The boost system shall boost this to the nominal pressure and quality required by the system. Engineering documentation determining required pressure shall be provided to the government. Refer to Section 3.4.5 for further details on compressed air.
3.1.9 Electrical System. The machine shall conform to NFPA 79. The existing source power available at the facility is a 480VAC 3ph 60 Hz. The machine’s electrical system shall be tolerant of fluctuation of ± 10 percent. The electrical system shall be complete. This shall include any electrical transformer(s) that may be required to modify the existing source voltage to the proper operating voltage of the equipment.
3.1.9.1 Arc Flash. All electrical enclosures shall be marked for arc flash hazard per
NFPA 79.
3.1.9.2 Motors. Motors shall be rated for continuous duty. Alternating-current (AC) motors shall be designed to operate on 60-Hz and each motor enclosure shall meet the requirements for a drip-proof enclosure. All motors shall meet the requirements of NEMA MG-1. Each motor shall have an identification plate to identify manufacturer, model identification, serial number, voltage, amperage, horsepower, phase, frequency and frame number. Motor horsepower shall be the manufacturer’s standard or standard optional horsepower as indicated on the manufacturer's design and construction drawing(s).
3.1.9.3 Solid-State Components. Electrical devices used to power electrical servo and spindle motors of control voltage delivered to solid-state electrical components shall be solid-state devices. Such devices shall handle the electrical load imposed by operation of the machine to its maximum capacity. The use of selenium in solid-state components shall be restricted to those devices that protect other solid-state components from voltage surge.
3.1.9.4 Facility Connections. Electrical connections made to the facility electrical system shall conform to NFPA 70 and performed in accordance with NFPA 70E and UFC 1-200-01.
3.2 Documentation and deliverables. Documents must be fully legible. Poor quality copies and material with hole punches obliterating the text or drawings will not be accepted. The contractor is responsible for providing a complete set of system documentation. Where applicable, the contractor may pull from existing documentation. Manufacturer-originated changes or revisions to submitted data shall be furnished by the contractor if a component of an item is so affected subsequent to acceptance of the data. Changes, additions, or revisions required by the contracting officer for final acceptance of submitted data, shall be submitted by the contractor within 30 calendar days of the notification of this change requirement. The government will have the right to distribute electronic and hard copies of documentation throughout FRC East, Cherry Point to its employees and contractors. The contractor shall submit hard and electronic copies of all documentation in accordance with the requirements listed in Section 3.2.1 of this specification. Hard copies and CD/DVD’s shall be delivered to: Commanding
Officer, Fleet Readiness Center East, Attn: Contracting Officer’s Representative (COR) (See Section
H of contract), Code 6.3.1, PSC Box 8021, MCAS Cherry Point, NC 28533. Electronic copies shall be submitted via e-mail to: (to be provided at contract award). Documentation delivery dates shall be incorporated into the contractor’s government approved Plan of Action and Milestones. The government will have 30 calendar days after receipt to review and respond to all documentation. If corrections are required, the contractor shall make all necessary corrections and submit the revised documentation within 12 calendar days after receipt of the government’s response. The government will have 12 calendar days to review and respond to the revised documentation.
3.2.1 List of deliverables. The contractor shall provide deliverables to the Government as listed below. Deliverables shall also include all ancillary equipment.

3.2.2.7 The contractor shall re-submit the POA&M if the POA&M has changed.
3.2.2.8 If there have been no changes for the month to the POA&M, it is not required to be re-submitted. The contractor shall provide e-mail notification to (to be provided at contract award).if there have been no changes made to the POA&M.
3.2.2.9 The contractor shall provide a narrative progress report, as necessary, detailing what work has been accomplished, known risks, concerns, and any work that needs to be accomplished by the government.
3.2.3 Site Preparation Requirements and Installation Plan. The contractor shall submit a Site
Preparation Requirements and Installation Plan. Contractor format is acceptable. All hard copies and DVD/CD’s shall be in Microsoft Office Word.doc file, a searchable copy in

3.2.3.1 Content Requirements. Contents of the plan shall include the following as applicable:

(floor loading) of each equipment rack, cabinet and console.

3.2.4.9 The plan shall be in accordance with IEEE 12207, Section 6.5 validation process.
3.2.4.10 Software testing shall also be included in the plan and be in accordance with
IEEE 829-2008, Standard for Software Test Documentation.
3.2.4.11 The plan shall also detail all system checks, which are necessary before the computer system shipment from the contractor’s site to the installation site, and all tests to be performed on site for the final acceptance test (FAT).
3.2.4.12 The VPP shall include testing of the software, system computer, components, devices, and assemblies. The VPP shall verify the contractor’s compliance with each of the government requirements. The contractor shall obtain government approval for the plan. The plan shall fully exercise the computer and system.
3.2.5 Operator User’s Manual. The contractor shall submit an Operator User’s Manual.
3.2.5.1 Contractor format is acceptable. All hard copies and DVD/CD’s shall be in

3.2.5.7 The operator user’s manual indexing shall mirror the operational steps that the operator would use in the process of performing thermal spray process and shall describe each display, where information is located, user data entry and reporting means, and all selectable options.
3.2.5.8 The operator user’s manual shall highlight the following procedures interaction with software: Log-in, start-up, normal operation, normal shutdown, emergency operation/shutdown, error recovery.
3.2.6 Computer Programming Manual (CPM). The contractor shall submit a CPM. The CPM shall include applicable figures with detailed instructions.
3.2.6.1 Contractor format is acceptable. All hard copies and DVD/CD’s shall be in

3.2.6.7.2 Include reference information such as command manual, error messages, program calls, quick reference guide, software tools manual, and utilities.
3.2.6.7.3 Describe how to modify alarm parameters and procedures.
3.2.6.7.4 Describe how to navigate, modify, create, and remove database structures.
3.2.6.7.5 Describe how to back up the system totally or selectively listed critical files for system operation.
3.2.6.7.6 Describe how to modify, create, or delete display screens.
3.2.6.7.7 Describe how to totally restore the system using Symantec Norton
Ghost.
3.2.6.7.8 Describe how to perform administrative functions, user passwords, configuration control, etc.
3.2.6.7.9 Describe how to add, modify, or delete input/output channels.
3.2.6.7.10 Describe the interfaces, operation, and programming as it relates to the system.
3.2.6.7.11 Describe how the computer communicates with other system components and the associated software used.
3.2.6.7.12 Provide a list of all known developed error messages and alarms and the sequence of events that trigger such errors and alarms.
3.2.6.7.13 Provide details on all software installed on the computer and its purpose. The documentation shall include system startup, log-in, operation, shutdown, and error recovery procedures.
3.2.6.7.14 Provide a description of all limitations of the software or configurable items.
3.2.6.7.15 Provide instruction on how to add/modify or delete user access and passwords.
3.2.6.7.16 Provide complete instructions on how to restore all software.
3.2.6.7.17 Provide instruction on how to program all configurable items.

3.2.7 System Drawings. The contractor shall submit system drawings. System drawings shall be created and provided to the government with no copyright or data restrictions. Where applicable, existing system drawings shall be incorporated in new system drawing package. These drawings are unique to the HVOF system environment and are data that will describe the overall physical, functional, and performance characteristics of the
HVOF system, as well as being necessary for installation, operation, maintenance or training purposes.
3.2.7.1 Contractor format is acceptable.
