3. Description of Services or Supplies:
The CBSI-TAFT - USSOUTHCOM requests a firm-fixed-price contract with ManagerPlus Solutions LLC to provide the ManagerPlus Lightning Fleet Maintenance/Logistic Management system. This is purchase of subscriptions to the software and not purchase of physical hardware. This requirement is in support of our partner nations throughout the Caribbean maintenance and logistic development and in support of U.S. provided vessels.

4. Authority:
FAR 13.106-1(b)(1): Brand Name/ Single Source Action using Simplified Acquisition Procedures: The contracting officer must justify restricting consideration to an item peculiar to one manufacturer (e.g., a particular brand-name, product, or a feature of a product that is peculiar to one manufacturer). A brand-name item, even if available on more than one contract, is an item peculiar to one manufacturer. Brand-name specifications shall not be used unless the particular brand-name, product, or feature is essential to the Government’s requirements and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.
5. Reasons for Authority Cited:
The CBSI-TAFT partner nations are already using ManagerPlus standalone version and is seeking to move to the cloud based solution. Migrating to the cloud based solutions is more cost efficient and offers stable data storage, provides easier collaboration and access to keep work orders, complete logistic requirements and provides enhanced security. The cloud based solution is the natural progression from the standalone version to continue building on the maintenance management and logistic software platform. It will offer the partner nations easy-to-use cloud-based asset maintenance management and logistic software platform to help in all aspects of the management processes from scheduled maintenance and work orders to parts inventory and purchasing functions. It is also accessible anywhere, anytime, on any device. Furthermore, the partner nation will not need a robust training package because they are already using the standalone version of the system.
Purchasing of the subscription is in the best interest of the government because it ensure uninterrupted use of ManagerPlus, reduce down time for the Caribbean partners, allow them to maintain the proficiency that is already developed using the standalone version, reduce the need to additional training for our partner nation and loss of data due to incompatibility to other software solutions.

7. Market Research:
Market Research included Internet search, review of Department of Defense (DOD) Unified Capabilities (UC) Approved Products List (APL), and GSA contract vehicle of prior purchases.
We also considered the need to retain the current system that is in place. Keeping ManagerPlus solutions is the best option to reduce training for the partner nation as well as cost. Furthermore, any other solutions would not be tenable considering the current COVID-19 restrictions.
8. Other Facts: The Caribbean Basin Security Initiative Technical Assistance Field Team (CBSI TAFT) was chartered to procure and implement a Preventive Maintenance and logistic automated system for the CBSI partner nations (PN). Through technical assessments, it was identified that the PNs within the CBSI TAFT area of operations (AOR) require a robust user-friendly system to transition away from the current analog supply management processes that they were using. In 2016, a contract was awarded to ManagerPlus Solution to provide such capabilities with an additional two option year service agreement that expires September 2021. The Caribbean partners are currently using the standalone version of ManagerPlus software which requires each country to have an independent server with client computers to connect to the server. Most of these computers are connected to the server via hard wire which causes system downtime when the cables are damaged, where there is an interruption between the clients and the server and when the SQL server files becomes corrupted. The standalone server has limited capabilities because countries with remote locations do not have access to the system to update work orders or to submit logistic request. As a result, important maintenance and logistic information are lost which causes the partner nation to not have accurate information to track the total cost of ownership of each vessel.
Similar to most software applications ManagerPlus has moved to a cloud base solution and will not provide service to the current stand lone server configuration beyond the current service agreement which expires in 2021. Cloud based solutions is more cost efficient and offers stable data storage, provides easier collaboration and access to keep work orders, complete logistic requirements and provides enhanced security. The cloud based solution is the natural progression from the standalone version to continue building on the maintenance management and logistic software platform. It will offer the partner nations easy-to-use cloud-based asset maintenance management and logistic software platform to help in all aspects the management processes from scheduled maintenance and work orders to parts inventory and purchasing functions. It is also accessible anywhere, anytime, on any device.
