About this file

This is a Louisiana Preference form used by the State of Louisiana to document bidder eligibility for state procurement preference benefits. The form requires bidders to declare whether they are claiming the ten percent Louisiana preference benefit and to provide supporting documentation if applicable. Bidders must complete the form in its entirety and submit it prior to bid opening; preference claims submitted on alternative documents or after bid opening will not be considered. The preference applies to products that are produced, manufactured, or assembled in Louisiana, provided they meet specified conditions and are equal in quality to competing products.

To qualify for Louisiana preference, a bidder must satisfy three conditions: the cost of Louisiana products cannot exceed the cost of out-of-state products by more than ten percent; the vendor must agree to sell Louisiana items at the same price as the lowest bid offered; and in cases where multiple bidders offer Louisiana items within the ten percent threshold, the lowest bidder on Louisiana items may accept the lowest bid price. Additionally, bidders must demonstrate that their Louisiana workforce comprises a minimum of fifty percent Louisiana residents. The form requires bidders to specify which line items are subject to the preference claim, identify the specific Louisiana locations where products are produced, manufactured, or assembled, and confirm their workforce composition. Detailed definitions are provided for "assembled," "Louisiana products," "manufactured," "processed," and "produced" to ensure clarity regarding product eligibility.
