SOURCES SOUGHT

DEFENSE LOGISTICS AGENCY (DLA) LAND & MARITIME (L&M)

PREDICTIVE TOOL SUBSCRIPTION

1. DISCLAIMER: This sources sought is for planning purposes only and is not a request for proposal (RFP), invitation for bid (IFB), or an obligation on the part of the government to acquire any services. Responses to this sources sought are not offers and cannot be accepted by the government to form a binding contract. The government will determine if/how to proceed based on the results of this notice. Companies that respond to this notice should not expect to receive feedback regarding submissions. The government will not pay any costs incurred in response to this notice. All costs associated with responding to this sources sought will be solely at the expense of the responding party. The information provided in this notice is subject to change and is not binding on the government.

2. LOCATION: NA as this is an online subscription requirement.

3. OBJECTIVE: The purpose of this notice is to determine if there are any businesses that are capable of providing the required online predictive tool subscription. The NAICS is anticipated to be 511120 with a size standard of 1,000 employees.

4. SCOPE OF WORK: The scope of this requirement is for an internet accessible predictive tool subscription for unlimited users with the needed functionality to perform parts research. The predictive tool subscription must include the following at a minimum:

a. Lifecycle predictions

b. Government-industry data exchange program (GIDEP) alerts

c. Daily updates

d. Loading of bills of materials (BOMs)

e. Data share access

f. End of life projections

g. Part lookup and commonality

h. Reports on alert impacts

i. Risk analysis and availability predictions

j. Restriction on hazardous substances (RoHS)/lead free assessments

k. Libraries of devices that include active, passive, commercial off-the-shelf (COTS), circuit card assemblies, and die availability in military, industrial, and commercial grades.

5. DESCRIPTION OF INFORMATION REQUESTED: All interested must provide a capability statement that includes the following:

a. Company name

b. GSA contract number (if applicable)

c. Other government-wide contracts/numbers (if applicable)

d. Socioeconomic status(es)

e. CAGE code

f. DUNS number

g. Size of business relative to NAICS code

h. Recommend NAICS/PSC if different from posting

i. Mailing address

j. Name, telephone number, and email address for primary point of contact (POC) with the authority and knowledge to clarify responses with government representatives and can verify the demonstrated capabilities.

k. Any questions or clarification requests regarding the requirement.

l. Examples of direct experience as a prime contractor providing the required subscription – please provide the contract number, agency, the scope/value of the contract, the length of the contract, the functions you did under the contract, and/or the role your company played.

m. Examples of relevant non-prime experience providing the required subscription – please provide the contract number, agency, the scope/value of the contract, the length of the contract, the functions you did under the contract, and/or the role your company played.

6. Any information provided by industry to the government as a result of this sources sought is strictly voluntary. Responses will not be returned. As a reminder, no entitlements to payment of any direct or indirect costs or changes to the government will arise as a result of vendor submission of responses or the government’s use of such information. The information obtained from industry responses to this notice may be used in the development of an acquisition strategy and a future request for quote if applicable. The limit for all responses is 20 pages single-sided in Microsoft Word or Adobe PDF format with a maximum of 12-point font on an 8.5 x 11 page with margins of 1”.

7. Interested vendors should submit their response through email to Kelly Clements at kelly.clements@dla.mil with “Sources Sought – LM Predictive Tool” in the subject line. Responses must be sent by 9am EDT September 13, 2021. It is the vendor’s responsibility to ensure the email was received and is viewable.
