About this file

This is an application questions preview document for the Industrial Symbiosis Grant Program administered by Washington State's Department of Commerce (OEDC Procurement). The program seeks to advance environmental and economic benefits by funding industrial symbiosis projects that reduce resource consumption and greenhouse gas emissions through sustainable industrial processes. Applicants must submit electronically through Smartsheet no later than 4:00 PM PT on January 20, 2026. The application addresses project proposals including organizational information, project management approaches, team structure, risk mitigation strategies, and anticipated outcomes. Applications must be completed in a single session without the ability to save and return later; applicants are advised to draft responses in a separate document before submission. Required attachments include a detailed project budget, match funding plan, letters of intent or memoranda of understanding where applicable, certifications and assurances, a diverse business inclusion plan, and a workers' rights certification.

Grant funding is available in the range of $40,000 to $500,000, with a required 1:1 match funding requirement from applicants. The program includes optional special preference scoring for projects that demonstrate progress toward developing industrial symbiosis parks, expanding capacity at existing operational sites for co-location and resource sharing, or innovating industrial by-products into valuable shared resources. Applicants must demonstrate alignment with program objectives, measurable outcomes including waste diversion and greenhouse gas reductions, benefits to overburdened communities per Washington's Climate Commitment Act, and potential job creation. The application requires detailed responses addressing environmental health disparities, community benefits, project management controls, and budget justification. Questions regarding the application process should be directed to the RFA Coordinator at OEDCProcurement@Commerce.wa.gov.
