MEMORANDUM FOR RECORD

SUBJECT: Statement of Objectives – Lightweight Shelter (LWS) Procurement
1. Purpose: This requirement is in direct support of USAF Adaptive Basing (AB) and Agile Combat Employment (ACE) objectives as it relates to the deployment of 4th and 5th-Gen aircraft. Deployable Debrief Facilities (DDFs), in this case “Lightweight Shelters,” are required for 4th and 5th-Gen mission planning and classified storage up to TS//Special Access Required (SAR)-Sensitive Compartmented Information (SCI).
Mission planning and secure storage at classifications up to TS//SAR-SCI provide unique security challenges and requirements as outlined within the Technical Specification for Construction and Management of Sensitive Compartmented Information Facilities (ICD 705 v1.4). Due to the nature of AB and ACE, all security requirements outlined in ICD 705 v1.4 cannot be maintained, however security and mission requirements are best met by the requested product.
2. Scope: The required product is highly specialized to enable the mobilization of classified discussion, processing and storage up to TS//SAR-SCI. The item possesses an air worthy certificate for transportation on C-130 and C-17 airframes. The tan non-expandable portable shelter (LP-E2S2) measures 108” x 88” x 96”, with a single weather tight entry door (76” x 39”) meeting Sound Transmission Class 45 (STC-45), access control containing push button combination lock meeting Federal Specification FF-L 2740, 25 ft.
shore power cable with connectors, fold down steps with grab handle mounted to the cargo door providing roof access, communications/cable pass thru assembly, one GSA approved two drawer/multi-lock safe, two wall mounted fold down tables, one surface mounted electrical raceway containing four outlets (one GFCI), six stainless steel floor D-Ring tie downs. The door will have an external hasp mounted for the attachment of security seals. For contingencies, shelter will be equipped with power-in connections supporting C-17, generator power and electrical control unit. The LWS will also house a weather protected external eight port patch panel with joining internal eight port patch panel supporting CAT 5 connections. A 4000W generator with GFCI Duplex Outlet Protection will be supplied with the shelter. The LWS is climate controlled by a self-contained slide-in/slide-out 110v HVAC unit. Internally, the LWS will have a center mounted LED light, smoke detector and emergency lighting. A fire extinguisher shall also be supplied with the LWS. A standard product warranty against manufacturer defects is requested with this product.
3. Task: Deliver two LWSs, tan in color, as described within the scope, to Misawa AB, JP (c/o 35 FW/CVN) no later than 120 days from the date of award. Shipping DoDAAC: FB5205
4. As prescribed in FAR 52.251-1; the Contracting Officer may issue the Contractor an authorization to use Government supply sources in the performance of this contract. The awarded Contractor will be issued a DoDAAC IAW AFMAN 23-230, para 3.7 for the purchase of a GSA approved two drawer/multi-lock safe.
In turn, the Contractor must ensure the address registered in SAM.gov, and associated with their CAGE code, reflects the correct billing address. The Contractor shall submit to the Contracting Officer proof of GSA safe order, proof of delivery and billing. The issuing Contracting Officer will then terminate the Contractor’s government issued DoDAAC.
