Combined Synopsis- Solicitation for Commercial Items (IAW FAR 12.603) 6 Nov 20 Contracting Office Address Department of the Air Force, Air Force Installation Contracting Center, 766 ESS – Joint Base Pearl Harbor – Hickam (JBPH-H), 90 G Street, JBPH-H, HI 96853-5230, United States Description This is a combined synopsis/ solicitation prepared in accordance with Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is not to be construed as a commitment by the Government. All information is to be submitted at no cost to the Government.
The solicitation will be issued as a Request for Quotation (RFQ) under the solicitation number FA5215-21-Q-8002 This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-87 as of 7 March 2016, Defense Federal Acquisition Regulation Supplement Publication Notice (DPN) 20200114 and Air Force Acquisition Circular (AFAC) 2019-1001.
The North American Industry Classification System (NAICS) code is 332311, Prefabricated Metal Building and Component Manufacturing. The size standard for this NAICS code is 750 employees.

The FAR provision 52.212-1, Instruction to Offerors-Commercial Items, applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are:
(b) All quotes are due on or before 12:00 PM, Hawaii Standard Time (HST), Monday, 23rd November 2020 Submission is made via email to the Contracting Specialist, Mr. Jalen Williams at jalen.williams.5@us.af.mil and to the Contracting Officer, TSgt LiConstance Hayes at LiConstance.hayes@us.af.mil. Quotes must reference the solicitation number FA5215-21-Q-8002.
Submit questions before 12:00 PM, Hawaii Standard (HST) 20 Nov 2020, Friday, via email to Contracting Specialist Mr. Jalen Williams at jalen.williams.5@us.af.mil and to the Contracting Officer, TSgt LiConstance Hayes at liconstance.hayes@us.af.mil.
(c) System for Award Management (SAM). Offerors must be registered in the SAM database to receive a contract award. If the offeror is not registered in the SAM database, the Contracting Officer will proceed to award to the next otherwise successful registered offeror.
In addition 52.212-2 (a), Evaluation – Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and technical considered. The following factor shall be used to evaluate offers: Lowest Price Technically Acceptable (LPTA).
All responsible sources may submit a quote, which will be considered by the Government. Award will be made to the offeror whose quote conforms to the solicitation requirements and is able to satisfy the Government’s requirements. Following the award, Offerer will be granted temporary DoDAAC (Department of Defense Activity Address Code) for execution of award. The awarded Contractor will be issued a DoDAAC IAW AFMAN 23-230, para 3.7 for the purchase of a GSA approved two drawer/multi-lock safe. In turn, the Contractor must ensure the address registered in SAM.gov, and associated with their CAGE code, reflects the correct billing address. The Contractor shall submit to the Contracting Officer proof of GSA safe order, proof of delivery and billing. The issuing Contracting Officer will then terminate the Contractor’s government issued DoDAAC.
Offeror must ensure the provision FAR 52.212-3, Offeror Representation and Certifications-Commercial Items (this must be completed on http://orca.bpn.gov), DFARS 252.212-7000, Offeror Representation and Certifications of Commercial Items. All referenced Federal Acquisition Regulation (FAR) clauses and provision in this solicitation may be accessed via the internet at https://farsite.hill.af.mil.

(b) The Contractor shall include the substance of this clause, including this paragraph (b), in all subcontracts. (End of clause) 5352.201-9101 Ombudsman
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, the interested party may contact the Ombudsman, AFICA/KH (Chief Enlisted Manager), address: 25 E. Street, Joint Base Pearl Harbor-Hickam, HI 96853, phone number: (808) 449-8569, facsimile number: (808) 449-8571. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571)-256-2431.
(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. (End of clause)
The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
