About this file

This document contains a justification and approval for other than full and open competition along with details of a related federal contract opportunity. The justification document describes the need to procure additional Tacchi lathes from Burlington Engineering Corporation to match existing Tacchi lathe equipment at the facility for production of cannon tubes. Significant resources have been spent developing Tacchi-specific software, programming, and processes that would require duplication of costs to adapt to a non-Tacchi machine. The contract was awarded to an unknown vendor on September 5, 2023 for an unknown amount to provide specialized computer-controlled lathe equipment per the requirements.

ACC-WRN FT 4293, 03 MAY 2018 Previous Edition is Obsolete Page 2 of 9 operational and maintenance training) required. Limiting the purchase to one manufacturer’s system would negate the need for the WVA to invest significant amounts of time and capital for operational support equipment of different systems along with the need for extensive training in the operation and support of lathes manufactured from other companies. In addition, the first of (currently) three nearly identical processes (as briefly described in section

3) utilizes a machine at WVA that is a Tacchi lathe provided by Burlington Engineering (US distributor). Purchasing lathes from a different vendor is a variable in this advanced technological process that is entering into the low-rate initial production (LRIP) phase. As such, purchasing the same type of lathes is needed to hone the overall process reducing technical risk and schedule delays as these urgently needed processes transition into full production. Also, as the process that these lathes are being considered for use in has varying classifications associated with it and some of its components, it would be beneficial to purchase the system from a contractor already familiar with one of its components and who has been already vetted through the purchase of the first system.

Tacchi products are sold in the United States through a factory-authorized dealer/distributor network. Burlington Engineering Corporation of Montpelier, Vermont is the only authorized distributor to sell Tacchi Lathes in the East Coast region where WVA is located.

Duplication of Costs:

a. Lathe Software Specific to Tacchi-Branded Machines:

Software Development: WVA has devoted significant resources to developing Tacchi lathe specific processes and programs, including a complete, proved-out post-processor software package valued at and machine-specific programming conservatively valued at considering skilled CNC labor costs and other development expenses related to their production. A non-Tacchi machine will not be able to take advantage of this pre-existing body of work. New lathes, other than the Tacchi units requested, will require WVA to develop and test new control software and a post-processor before the unit can support production, and such software will not be able to be utilized by the other large lathes at the facility. Control software programming and testing is accomplished through significant labor expenditure programmers and skilled CNC machinists and is expected to be similar to costs expended to support the existing lathes – upward of . Post-processor software is expected to cost approximately .

Program Maintenance: Changes to manufactured part drawings, cutting tools, or processes often require updates to existing lathe programs. If more programs have to be maintained to accommodate different makes and models of machines, the effect of any given update will multiply. A typical program update takes four hours of a programmer’s time. Assuming a minimum of one program update is written every three months and the non-Tacchi machines have a 20-year expected life, this represents an additional 80 program updates. The cost of this additional programming maintenance necessary to allow non-Tacchi machines to be used for the same production runs as its Tacchi counterpart is

, whereas any program updates developed for a
