Statement of Work
Countertop replacement
Lab 224, 226, 228, 229, 232 & 233
Southeastern Fruit & Tree Nut Research Laboratory

Background
The Southeastern Fruit and Tree Nut Research Laboratory (SEFTNRL) of the USDA‐ARS has a mission to enhance the production, value, and safety of pecan, peach, nectarine, and plum crops; to enhance economic competitiveness of farm operations engaged in the production of these crops; and to ensure the successful contribution of these crops to the American economy. The SEFTNRL requires the replacement of deteriorating countertops for labs 224, 226, 228, 229, 232 and 233. The labs are located at 21 Dunbar Rd., Byron, GA 31008, building 1. The defective countertops are creating an unsterile environment in a research facility.
SCOPE OF WORK
Contractor shall furnish all labor, materials, and supplies to perform the following work for U. S.
Department of Agriculture, Agricultural Research Service, Southeastern Fruit and Tree Nut Research Laboratory, 21 Dunbar Road, Byron, Georgia 31008. This will be a phased project to minimize research interruption. Due to the extent of deterioration of countertops in Lab 226, this is where work will start. Upon completion and acceptance, work will be scheduled and started on Lab 228, then Lab 224, Lab 229, Lab 232 and finally Lab 233.
The contractor shall remove existing counter tops, casing, electrical and plumbing fixtures and properly dispose of. The contractor shall install new casework, electrical, gas and plumbing fixtures. The contractor shall furnish all labor and materials for the described project in strict conformity with safety, standards, laws, statutes, and ordinances for a chemical/biological research laboratory biosafety level 2 (BSL2) in a federal facility.
All work shall be completed in accordance with all local, state, and federal codes and regulations. All work shall also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1). The P&P 242.1 document can be found at: http://www.afm.ars.usda.gov/ppweb/PDF/242‐01M.pdf.
All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.
Contractor is responsible for inspecting the site and for determining the exact requirements of the project.
Contractor’s working hours shall be scheduled to coincide with the normal working hours (7am‐4pm) at the site. Should it be necessary to schedule working hours other than normal working hours, contractor shall arrange for access to the work area with the Contracting Officer’s Representative (COR) at the site at least three days prior to the need.

PROJECT OVERVIEW
The contractor shall remove electrical components, plumbing and gas fixtures affixed to countertops and retain for possible re‐install.
Remove existing counter tops and casings (see photo 1) that house the electrical components, plumbing and gas fixtures and properly dispose of.
The contractor shall install new countertops and casings. All counter tops shall be 1” black phenolic resin worktop and Greengard certified – similar or exceed specifications of FunderMax RE‐Technology (see attached brochure)
Install electrical, gas and plumbing fixtures in original locations unless specified otherwise.
All lab tops and casings shall be SEFA12‐2014 certified. Color to be selected by Lab personnel.
Site Visit:
Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.
Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Registration can be obtained through: https://www.sam.gov/portal/public/SAM/
Safety:
The contractor is responsible for complying with all local, state and federal safety codes and laws.
Detailed Bid:
Provide all materials, labor, and equipment in order to fully and successfully complete the Statement of Work described in this document. The detailed bid shall be presented in a MS Excel spreadsheet that is fully functional with formulas intact for ARS analysis of the bid. The proposal shall be submitted in MS Word. Neither type of documents will be password projected. Contractor has option of additionally submitting their proposal in .pdf format for fidelity purposes should they desire to do so but any Bid Proposal will not be accepted for review until it’s presented in MS Excel and MS Word format.

Contractor Responsibility:
The project has a base bid to be performed per the following specifications:
1. Contractor will verify all equipment, dimensions and existing site conditions covered in their report.
2. Contractor is required to manage the project and consult with the Government prior to beginning all work phases. And, to work in a manner that minimizes the impact of the work on Government operations, research, and functions.
3. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.
Material / Submittals:
Drawings and specification shall be submitted to Lab personnel for approval and willl include data and details for construction of the laboratory casework as well as information regarding the name, quantity, type and construction of materials (such as hardware, gauges, etc.), that will be used to complete the project.
Installation Procedure:
Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work between working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall be responsible for always protecting his work and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.
Project Schedule:
The completion of this project shall not exceed 60 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Specialist in writing. Each request must include specific and detailed reasons in support of the schedule alteration.
Work Hours:
Contractor work hours shall be Monday through Friday, seven (7) A.M. to four (4) P.M. except for Government holidays or as otherwise arranged with the site personnel in advance.
