SECTION C - Description/Specifications

1. GENERAL

The Bureau of Land Management has a requirement for water supply materials to be delivered to the Carlsbad Field Office, Roswell Field office, and various sites in southeastern New Mexico as described in the delivery schedule of this contract - Deliveries or Performance and Attachment 1 – Delivery Locations - Sites. The water system materials shall meet, at a minimum, the following requirements.

2. MATERIALS

Bid Items 1, and 2: Polyethylene (PE) Pipe and Fittings: Polyethylene pipe shall carry the seal of approval of the National Sanitation Foundation NSF-PW. Nominal diameters of pipe are outside dimensions for DR rated pipe. All pipe shall be protected against damage by freezing, heat, sunlight, and traffic until delivered and accepted. Polyethylene pipe shall be type PE 4710 and meet ASTM D 3035 (Specifications for PE Plastic Pipe (DR PR) based on controlled outside diameter) and D3261 (Butt Heat fusion for PE Plastic Pipe) for DR rated pipe. Pressure rating for DR ratio of pipe shall be as shown on the Bid Schedule. Each roll of pipe shall be marked along its entire length with a tag that states the diameter, pressure rating, and DR ratio.

PE pipe shall be of the size and quantity shown in the Bid Schedule. All pipe ends shall be capped to exclude contaminate entry.

Bid Item 3: Valve Boxes, 24” height by 24” diameter HDPE corrugated pipe septic tank riser with ring and lid assembly. Must have weight bearing capacity of at least 200 pounds.

The following generally recognized testing methods for plastic materials shall apply:

2.1.1 ASTM D 1248 – Standard Specification for Polyethylene Plastics Extrusion Materials for Wire and Cable;

2.1.2 ASTM D 1693 – Standard Test Method for Environmental Stress-Cracking of Ethylene Plastics;

2.1.3 ASTM D638 - Standard Test Method for Tensile Properties of Plastics;

2.1.4 CSA International - B66-00 Prefabricated Septic Tanks and Sewage Holding Tanks;

2.1.5 International Association of Plumbing and Mechanical Officials – IAPMO PS 1-98 Material and Property Standard for Prefabricated Septic Tanks.

2.1.6 ASTM D790 - Test Methods for Flexural Properties of Unreinforced and Reinforced Plastics and Electrical Insulating Materials

Bid Item 4: 8' rubber tire trough, 22.5" max height ~500 gallon. A single 65/45-45 L-5 Loader- Dozer tire cut through the center of the 45” tread will make two of these rubber tire drinkers.

The sidewall must have a 2” hole centered through it. Tires must be capable of holding water and all holes shall be patched in a method acceptable for 10 years of use without tire water holding failure upon delivery.

Bid Item 5, 6, 7, and 8: The UV resistant 1,500 gallon PE storage shall be tan in color, low profile (~87”dia. X 68” tall), and one piece. The UV resistant 3,000 gallon PE storage shall be tan in color, low profile (~96” dia. X ~107” tall), and one piece. The UV resistant 5,000 gallon PE storage must be green in color, low profile (~141” dia. X 86” tall), and one piece. The UV

Storages shall conform to ASTM D1998-06.

Abstract: This specification covers flat-bottom, upright, cylindrical tanks molded in one-piece seamless construction by rotational molding. The tanks are molded from polyethylene for above ground, vertical installation and are capable of containing aggressive chemicals at atmospheric pressure. This specification does not cover the design of vessels intended for use at pressures other than atmospheric pressure. Furthermore, this specification does not cover the design of portable tanks and is not for vessels intended for use with liquids heated above their flash points in continuous service. Special design considerations not covered in this specification shall be given to vessels subject to superimposed mechanical forces, such as seismic forces, wind load or agitation; to vessels subject to service above specified temperature; and vessels subject to specified superimposed pressure of water. Low-temperature impact test shall be performed on rotational-molded polyethylene tanks. The test method is used on tanks molded from both the crosslinked and non-crosslinked polyethylenes. Dart drop impact test shall be performed to determine the quality of the tank. O-xylene-insoluble fraction or gel test shall be performed on crosslinked polyethylene. Visual inspection and water test shall also be performed on the samples.

This abstract is a brief summary of the referenced standard. It is informational only and not an official part of the standard; the full text of the standard itself must be referred to for its use and application. ASTM does not give any warranty express or implied or make any representation that the contents of this abstract are accurate, complete or up to date.

1. Scope

1.1 This specification covers flat-bottom, upright, cylindrical tanks molded in one-piece seamless construction by rotational molding. The tanks are molded from polyethylene for above ground, vertical installation and are capable of containing aggressive chemicals at atmospheric pressure. Included are requirements for materials, properties, design, construction, dimensions, tolerances, workmanship and appearance. Tank capacities are from 1900 L [500 gal] up.

1.2 This specification does not cover the design of vessels intended for use at pressures other than atmospheric pressure. Furthermore, this specification does not cover the design of portable tanks. It is also not for vessels intended for use with liquids heated above their flash points, or temperatures above 66C [150°F] for Type I tanks and 60°C [140°F] for Type II tanks for continuous service. NFPA Standards 30 and 31 shall be consulted for installations that are subject to the requirements of these standards.

1.3 Special design considerations not covered in this specification shall be given to vessels subject to superimposed mechanical forces, such as seismic forces, wind load or agitation; to vessels subject to service temperature in excess of 23°C [73.4°F]; and vessels subject to superimposed pressure exceeding 25.4 cm [10 in.] of water or 2.5 10 3 MPa [0.36 psi].

1.4 The values stated in SI units are to be regarded as the standard. The values given in brackets are for information only. There is no similar or equivalent ISO standard.

The following precautionary caveat pertains only to the test methods portion, Section 11, of this specification: This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish

All storage tanks shall have at a minimum two (2) 1.25” bulkhead fitting with threaded plugs.

One bulkhead fitting shall be installed at the top of the tank in the manhole assembly and capable of being used as an overflow. The second bulkhead fitting shall be installed at the bottom outside edge of the tank under the manhole.

Bid Item 9: Sacked ready mix concrete ASTM C94/C94M. Sacked Concrete: 80 lb. sacks ASTM C 404. All concrete shall be palletized and wrapped in plastic to be water resistant upon delivery.

Bid Item 10:

A. Steel Trough:

Height of Troughs: 1 foot - 10 inches (Includes Height of Runner) Length of Troughs: 12 feet - 0 inches (Top Dimension) Width of Troughs: 4 feet - 0 inches (Top Dimension)

1. Trough material shall be 14-gauge sheet steel as shown on the drawings. Steel sheets shall meet the requirements of ASTM A 6/A6M and ASTM A 570, minimum yield strength shall be 36 ksi. Troughs shall have a rolled rim or a 1½-inch by 1½-inch by 1¼-inch by 1/8 -inch thick steel continuous rim welded to the trough or 1¼-inch diameter Schedule 40 steel pipe, as shown on the drawings. Height of trough shall be as shown on the drawings.

2. Water Trough: Trough dimensions shall conform to the dimensions in the drawing NM-030- 02802-1. The troughs shall be fabricated from steel and shall be designed and fabricated for use as a water trough. Welding shall meet the requirements of AWS D 1.1 and AWS D 1.3.

B. Float box shall be constructed from ¾ inch by No. 9 expanded metal with frame of angle iron and steel strap as shown on the drawing and shall meet the requirements of ASTM A 123, ASTM A 6/A6M and ASTM A570/A570M.

C. Bolts shall be grade 5 minimum, washers, lock nuts and nuts shall be cadmium plated, stainless steel or galvanized.

D. Painting:

1. Paint shall be a commercially available polyamide epoxy system.

2. All paint shall be lead free.

E. Fabrication:

1. Water troughs shall be fabricated as shown on the drawings. All welding processes shall meet the requirements of AWS D 1.1 and AWS D 1.3.

2. Water troughs shall be watertight.

F. Surface Preparation:

1. Sandblasting shall be done in accordance with SSPC-SP6 on the interior and exterior surfaces of the tanks.

2. Cleaning and surface preparation shall meet the requirements of ASTM D 2092 and ASTM D 2200.

3. All surfaces to be painted shall be clean. Any cleaning solvents shall be removed completely by washing with clear, hot water.

G. Shop Painting:

1. After sandblasting, paint shall be applied on the inside of the trough before oxidation occurs, not to exceed 24 hours. Surface preparation and painting the inside of the tank shall conform to NSF 61 and SSPC Manual, Good Painting Practices, Volume 1, Chapter 14.

2. Applications of primers and finish coats shall follow the manufacturer's recommendations for drying time between coats of paint. Color shall meet the requirements of Federal Standard 595a, paint color 30475, or Munsel Soil Colors Desert Brown 10YR6/3, or Carlsbad Canyon 2.5Y6/2 for the entire trough with exception of the float box which shall be painted flat black with a polyamide epoxy system. Total thickness of all painted surfaces shall have a minimum dryfilm thickness of [7 mils] and free from runs or drips.

H. Weather Conditions:

1. Paint shall not be applied when the ambient temperature is 50 degrees Fahrenheit and falling or when the ambient temperature is 90 degrees Fahrenheit and rising.

2. Paint shall not be applied when there is any precipitation, unless the surface to be painted is protected from the precipitation.

3. Paint shall not be applied over any wet surface.

Bid Item 11: Solar Pump Grundfos 6SQF3, or equivalent, submersible motor/pump unit:

Motor/Pump unit shall be AC/DC multistage, helical type, brushless motor, capable of operating as per specifications stated in work data.

1. Pump and motor materials exposed to water shall be corrosion resistant, and require a minimum of maintenance for a 10 year period or more.

2. The pump shall be internally threaded and have a built in check valve and pump inlet screen.

3. Pump shall have dry-running and overload protection.

4. Pump shall have over and under voltage protection with a wide voltage range.

5. Pump shall have a high efficiency permanent-magnetic motor (PM motor) with maximum power point tracking (MPPT).

Bid Item 12: General: PV Pumping System shall meet the requirements of the NEC articles 690 and all other applicable articles to ensure installer/operator safety. Equipment shall be UL listed where available. All equipment and conductors shall be capable of operating in temperatures of 0oF to 120oF. PV pumping system shall also include the following:

1. A manual electrical disconnect (safety switch) that shuts off power from the PV Power Supply designed to be attached to the array support pole above or below the pump controller.

2. Furnish grounding rod, wire, and attachments according to the NEC articles 250 and 690.

A. Photovoltaic Power Supply: Power supply shall be complete with PV array, mounting structure, controller, and any balance of system hardware and conductors required for “above ground” installation. The power supply shall be sized by supplier and be capable of supplying the pump controller proper current and voltage to pump from 550 feet of depth, anticipated wattage is 1000.

1. Photovoltaic modules shall be UL listed and include a minimum 10-year 90% power rating warranty.

2. Bypass diodes shall be installed in modules according to module manufacturers’ requirements.

3. Power supplies must display hazard-warning signs where there is a high voltage danger to the installer/operator.

4. Controller shall be designed to work specifically with manufacturers motor/pump unit. Controller shall include hardware required to mount directly to array support pole and shall be in a rain tight NEMA enclosure.

Controller shall include on/off switch and wired connection for a generator sufficient to run the pump as a back-up.

5. Module interconnections and output shall be sunlight resistant cable or in flexible conduit.

Bid item 13: 4 Panel pole mount kit. Module support structures shall mount on top of a SCH 40 steel pipe. Modules must be able to withstand a minimum wind load of 100 mph.

Bid Item 14: Control wire kit. Controller shall be designed to work specifically with manufacturers motor/pump unit. Controller shall include hardware required to mount directly to array support pole and shall be in a rain tight NEMA enclosure. Controller shall include on/off switch and wired connection for a generator sufficient to run the pump as a back-up. Electrical generator plug and 20 feet of wire to be compatible with typical generator sufficient to operate the pump shall be supplied.

Bid Item 15: IO 101-115V switchbox interface, or compatible equal, which will allow pump to operate with solar and generator capabilities.

Bid Item 16: 8/3 Flat double jacket PVC pump wire. The power supply shall be sized by supplier and be capable of supplying the pump controller proper current and voltage. Drop cable safety/rope is required to connect pump to PV system, to be sized by supplier. Safety rope appropriate to pull the drop pipe and pump in case of emergency or failure of drop pipe.

Bid Item 17: Drop Pipe will be threaded schedule 120 PVC in 20’ lengths and shall be complete with 1.25” stainless steel drop pipe couplings. Threaded pipe requires a 50% reduction in the pressure ratings stated, therefore the pressure rating is reduced from 600 psi to 300 psi at 73 degrees Fahrenheit in threaded pipe. Shall conform to ASTM D1785-12.

Bid Item 18: 1.25” (1 ¼”) Mpt NPT (tapered threads) stainless steel drop pipe couplings for submersible well. Shall conform to ASTM A312/A312-14b.

3. DELIVERY NOTIFICATION

The Contractor shall notify the COR (Contracting Officer's Representative) or the PI (Project Inspector) at least 5 working days prior to delivery, to arrange for inspection and acceptance at destinations.

4. DELIVERY TIMES

Delivery shall be made between the hours of 8:30 a.m. and 3:30 p.m., Monday through Friday, holidays excluded. All delivery times shall be coordinated between the Contractor and Contracting Officer Representative.

5. RESPONSIBILITY FOR UNLOADING AT DESTINATIONS

a. The Contractor shall be responsible for unloading at destinations cited below. The BLM will not have any vehicle or fork-lift on site to unload the materials.

b. The Contractor shall load and unload products in such a manner that protects them from damage until accepted by the Contracting Officer.

6. TRANSPORTATION/FREIGHT CHARGES

All costs of transportation/freight, from shipping points to the destinations shall be paid by the Contractor and included in his unit price quoted for the items. FAR Clause 52.247-34 – F. O. B.

Destination shall apply to this requirement.

(a) The term "f.o.b. destination," as used in this clause, means -

(1) Free of expense to the Government, on board the carrier's conveyance, at a specified delivery point where the consignee's facility (plant, warehouse, store, lot, or other location to which shipment can be made) is located; and

If rail carrier is used, supplies shall be delivered to the specified unloading platform of the consignee. If motor carrier (including "piggyback") is used, supplies shall be delivered to truck tailgate at the unloading platform of the consignee, except when the supplies delivered meet the requirements of Item 568 of the National Motor Freight Classification for "heavy or bulky freight." When supplies meeting the requirements of the referenced Item 568 are delivered, unloading (including movement to the tailgate) shall be performed by the consignee, with assistance from the truck driver, if requested. If the contractor uses rail carrier or freight forwarded for less than carload shipments, the contractor shall ensure that the carrier will furnish tailgate delivery, when required, if transfer to truck is required to complete delivery to consignee.

(b) The Contractor shall -

(1)(i) Pack and mark the shipment to comply with contract specifications; or

(ii) In the absence of specifications, prepare the shipment in conformance with carrier requirements;

(2) Prepare and distribute commercial bills of lading;

(3) Deliver the shipment in good order and condition to the point of delivery specified in the contract;

(4) Be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract;

(5) Furnish a delivery schedule and designate the mode of delivering carrier; and

(6) Pay and bear all charges to the specified point of delivery.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

©(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph ©(1) of this paragraph in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-

(i) 52.203-13, Contractor Code of Business Ethics and Conduct (APR 2010) (41 U.S.C. 3509).

(ii) 52.219-8, Utilization of Small Business Concerns (OCT 2014) (15 U.S.C.

637(d)(2) and (3)), in all subcontracts that offer further subcontracting opportunities. If the subcontract (except subcontracts to small business concerns) exceeds $650,000 ($1.5 million for construction of any public facility), the subcontractor must include 52.219-8 in lower tier subcontracts that offer subcontracting opportunities.

(iii) 52.222-17, Nondisplacement of Qualified Workers (MAY 2014) (E.O.

13495). Flow down required in accordance with paragraph (l) of FAR clause 52.222-17.
