Contracting Officer Brand Name Determination in accordance with FAR 13.106-1(b)

1. Contracting Agency:

The U.S. Army Corps of Engineers, Vicksburg District Contracting Office, 4155 Clay Street, Vicksburg, MS 39183-3435.

2. Description of Action:

The Vicksburg District requires the purchase of Huddle software licenses for 555 users. The contract performance period is 13 July 2024 to 12 July 2025. The estimated value for this requirement is . The Huddle software is available from the software manufacturer/developer Ideagen (CAGE: 4TA36, a large business) and other authorized resellers.

3. Description of Supply:

The U.S. Army Corps of Engineers, Vicksburg District, requires the purchase of Huddle software license for 555 users. Huddle, a cloud service for online collaboration, will allow users to create, post, store, edit, review, and finalize documents, program guidance documents, and training materials with a special handling classification of up to Controlled Unclassified Information (CUI) designation. Additionally, USACE members will be able to share Unclassified documents with team members outside the USACE firewall with ease.

5. Reason for Authority Cited:

The Huddle Brand name software is required for the following reasons:

Huddle is a collaboration tool which allows internal and external collaborators to manage project documents, tasks, and communication in a secure Federal Risk and Authorization Management Program (FEDRAMP) approved cloud environment. The project management tools, dashboards, and notifications help members to monitor and upward report progress to leadership. USACE requires the Huddle tool to reach non-Federal groups to exchange publicly available information on a secure site.

Huddle, being DISA FEDRAMP certified, meets the Levee Safety Program mission requirements. Huddle has been used over the past five years to support 5 highly visible HQ programs by 20+ USACE teams collaborating on Huddle currently. The ability to collaborate seamlessly between USACE and external partners has been successful, and the platform is highly regarded by team members who use Huddle.
