The Bureau of Land Management will solicit proposals for maintenance of roads Keno #405, Kennedy #2817, and Elevation #2819 in Montana, with optional items for additional area roads. Proposals will be due April 24, 2023 and evaluated using lowest price technically acceptable criteria. A firm-fixed price contract will be awarded on or around June 18, 2023 for work to begin within 10 days of notice and be complete by October 15, 2024. The solicitation will be set aside for small businesses and utilize the System for Award Management and Invoice Processing Platform.

GENERAL ENGINEER'S NOTES

1. THE CONTRACTOR IS RESPONSIBLE FOR ALL METHODS, SEQUENCING, AND SAFETY

CONCERNS ASSOCIATED WITH THIS PROJECT DURING CONSTRUCTION, UNLESS

SPECIFICALLY ADDRESSED OTHERWISE IN THIS PLAN OR ELSEWHERE IN THE

CONTRACT DOCUMENTS.

2. THE CONTRACTOR IS TO COMPLY WITH ALL LOCAL, STATE, AND FEDERAL LAWS AND

REGULATIONS APPLICABLE TO THE CONSTRUCTION COVERED BY THIS PLAN.

3. THE CONTRACTOR IS RESPONSIBLE FOR OBTAINING AND COMPLYING WITH ALL

PERMITS REQUIRED TO COMPLETE ALL WORK COVERED BY THIS PLAN.

4. THE QUANTITIES AND SITE CONDITIONS DEPICTED IN THIS PLAN ARE FOR

INFORMATIONAL PURPOSES ONLY AND ARE SUBJECT TO ERROR AND OMISSION.

CONTRACTOR SHALL SATISFY THEMSELVES AS TO ACTUAL QUANTITIES AND SITE

CONDITIONS PRIOR TO BIDDING THE WORK FOR THE CONSTRUCTION COVERED BY

THIS PLAN.

5 A REASONABLE EFFORT HAS BEEN MADE TO SHOW THE LOCATIONS OF EXISTING

PUBLIC OR PRIVATE UNDERGROUND FACILITIES AND UTILITIES IN THE

CONSTRUCTION AREA. THE CONTRACT IS RESPONSIBLE FOR ANY DAMAGE TO

UTILITIES AND/OR FACILITES CAUSED DURING THEIR CONSTRUCTION OPERATIONS.

THE CONTRACTOR SHALL CALL 48 HOURS IN ADVANCE FOR LOCATION OF

UNDERGROUND UTILITES (811) PRIOR TO ANY EXCAVATION.

6. THE CONTRACTOR IS TO VERIFY THE LOCATION AND THE ELEVATIONS OF ALL

EXISTING UTILITIES AT POINTS OF TIE-IN PRIOR TO COMMENCING ANY NEW

CONSTRUCTION. SHOULD ANY LOCATION OR ELEVATION DIFFER FROM THAT SHOWN

ON THESE PLANS, THE CONTRACTOR SHALL CONTACT THE CONTRACTING OFFICER

WITH ANY DISCREPANCIES.

7. THE CONTRACTOR IS TO VERIFY AND COORDINATE ALL DIMENSIONS AND SITE

LAYOUT WITH THE FINAL SITE PLAN PRIOR TO CONSTRUCTION AND CONTACT

CONTRACTING OFFICER WITH ANY DISCREPANCIES.

8. COORDINATION BETWEEN ALL PARTIES INVOLVED IS ESSENTIAL TO THE CONTRACT.

9. THE CONTRACTOR IS RESPONSIBLE FOR PROJECT AND SITE CONDITIONS, AND TO

WORK WITH WEATHER CONDITIONS, AS THE SITE MAY BE LOCATED IN AN AREA WITH

EXTREME WEATHER CONDITIONS OR WITHIN A FLOOD PRONE AREA.

10. THE CONTRACTOR IS TO VERIFY THE LOCATION, ELEVATION, CONDITION, AND

FINISHED GRADE CROSS-SLOPE OF ALL EXISTING SURFACES AT POINTS OF TIE-IN

AND MATCHING PRIOR TO COMMENCEMENT OF GRADING, PAVING, INSTALLATION OF

CURB & GUTTER, SIDEWALK, OR OTHER SURFACE CONSTRUCTION. SHOULD THE

EXISTING LOCATIONS, ELEVATION, CONDITION, OR FINISHED GRADE CROSS-SLOPE

DIFFER FROM THAT SHOWN ON THESE PLANS AND RESULTS IN THE DESIGN INTENT

OF THESE PLANS NOT ABLE TO BE CONSTRUCTED, THE CONTRACTOR SHALL NOTIFY

THE CONTRACTING OFFICER OF DISCREPANCIES AND SEEK DIRECTION ON HOW TO

PROCEED.THE CONTRACTOR ACCEPTS RESPONSIBILITY FOR ALL COSTS

ASSOCIATED WITH CORRECTIVE ACTION IF THESE PROCEDURES ARE NOT

11. THE CONTRACTOR IS TO CONSTRUCT RETENTION BASINS TO PROVIDE VOLUMES

SHOWN ON PLAN SET AND SCARIFY BOTTOMS OF BASINS TWO FEET DEEP.

COMPACTION OF BASIN BOTTOMS NOT TO EXCEED 80%.

12. FOR PROJECTS INVOLVING STORM DRAINS AND/OR CULVERTS: THE CONTRACTOR IS

REQUIRED TO PROVIDE ONGOING MAINTENANCE OF THE DESIGNED DRAINAGE

SYSTEM(S) DURING CONSTRUCTION TO PRESERVE THE DESIGN INTEGRITY AND THE

ABILITY OF THE SYSTEM TO PERFORM ITS OPERATIONAL INTENT. FAILURE TO

PROVIDE MAINTENANCE WILL JEOPARDIZE THE DRAINAGE SYSTEM(S)'

PERFORMANCE.

PUBLIC SAFETY & TRAFFIC CONTROL NOTES

1. CONTRACTOR TO TAKE ALL NECESSARY PRECAUTIONS TO ENSURE PROTECTION OF

THE PUBLIC AND SAFE GUARDING OF WORK.

2. PLACE ROAD BARRIER(S) & ROAD CLOSURE SIGNAGE AT THE SITE ENTRANCE IN

ACCORDANCE WITH FHA FP-14 SPECIFICATION SECTIONS 635.04, 635.05, & 635.07. NO

CONSTRUCTION SHALL OCCUR UNTIL THE PROPER TRAFFIC CONTROL DEVICES FOR

WARNING, CHANNELING, AND PROVIDING SAFETY FOR MOTORISTS ARE IN PLACE.

MAINTAIN THE CONDITION, OPERATION AND EFFECTIVENESS OF ALL TRAFFIC

CONTROL DEVICES UNTIL NO LONGER NEEDED. REMOVE ALL TRAFFIC CONTROL

DEVICES UPON PROJECT COMPLETION.

SITE LAYOUT NOTES

1. THE CONTRACTOR SHALL BE RESPONSIBLE FOR FIELD MEASUREMENT OF ALL

PROPOSED FENCES AND GATES.

2 THE LAYOUT OF SITE AMENITIES AND FENCES MUST BE APPROVED BY THE

GOVERNMENT PRIOR TO INSTALLATION.

GRADING & DRAINAGE NOTES

1. PROVIDE POSITIVE DRAINAGE AWAY FROM ALL STRUCTURES AT ALL LOCATIONS.

2. PITCH EVENLY BETWEEN CONTOUR LINES AND BETWEEN SPOT ELEVATIONS.

3. THE CONTRACTOR SHALL VERIFY EXISTING GRADES IN THE FIELD AND REPORT ANY

DISCREPANCIES TO THE CONTRACTING OFFICER PRIOR TO COMMENCING

CONSTRUCTION.

4. REFER TO THE EARTHWORK SECTION OF THE SPECIFICATIONS FOR BACKFILL AND

GRADING PROCEDURES.

5. EXCESS MATERIALS SHALL NOT BE REMOVED FROM THE SITE UNLESS DIRECTED BY

THE GOVERNMENT. SEE EARTHWORK SPECIFICATIONS FOR DETAILS

6. ANY WORK OUTSIDE THE EXISTING CUT AND FILL MUST BE APPROVED BY THE COR

AND ENSURED THAT IT IS CLEARED OF ANY CULTURAL. THIS INCLUDES ANY NEW

TURNOUTS OR SWITCHBACK WIDENING.

ROADWAY & PATHWAY NOTES

1. ALL STATIONING IS BASED ON CENTERLINE OF ROADWAY(S) & PATHWAY(S) UNLESS

OTHERWISE NOTED

2. ROADWAYS SHALL NOT BE CONSTUCTED UNTIL ALL CULVERTS, STORM DRAIN, &

UNDERGROUND UTILITIES HAVE BEEN INSTALLED AND ACCEPTED BY THE

GOVERNMENT.

3. IT SHALL BE THE RESPONSIBILTY OF THE CONTRACTOR TO SUPERVISE AND

CERTIFY THAT PROPER COMPACTION HAS BEEN OBTAINED.

4. ALL PROPOSED ROADWAYS & PATHWAYS SHALL MEET THE LINE AND GRADE OF

EXISTING ADJACENT ROADWAY SURFACES.

DEMOLITION NOTES

1. ANY AREA OUTSIDE THE LIMIT OF WORK THAT IS DISTURBED SHALL BE RESTORED

TO ITS ORIGINAL CONDITION AT NO ADDITIONAL COST TO THE GOVERNMENT.

2. EXCAVATION AND FINISH GRADE AREAS, TO BE COVERED BY EMBANKMENTS, SHALL

BE THOROUGHLY CLEARED AND STRIPPED OF VEGETATIVE MATTER, BRUSH, TREES,

STUMPS, ROOTS, AND ROCK AS INDICATED ON THE PLAN. CLEARING AND GRUBBING

MATERIAL SHALL BE WASTED IN DESIGNATED AREAS IDENTIFIED ON THE PLAN OR

ON SITE PER THE GOVERNMENTS DIRECTIONS.

3. EXCAVATION MATERIAL NOT USED FOR THE CONSTRUCTION OF EMBANKMENTS

SHALL BE WASTED IN DESIGNATED WASTE AREA(S) AS IDENTIFIED ON THE PLANS

OR AS DIRECTED BY GOVERNMENT. WASTE MATERIAL SHALL BE SHAPED AND

BLENDED INTO THE SURROUNDING TERRAIN AND SHALL NOT EXCEED 3:1 SLOPES

UNLESS OTHERWISE SPECIFIED BY THE GOVERNMENT.

4. CONTRACTOR TO SEPARATE ANY SALVAGEABLE TOPSOIL AND USE MATERIAL TO

CAP WASTE SITE DURING EXCAVATION AND CLEARING.

5. CARE SHOULD BE TAKEN IN ALL EXCAVATION DUE TO POSSIBLE EXISTENCE OF

UNRECORED ARCHEOLOGY.

CLEARING AND GRUBBING NOTES

1. ALL CONIFERS, HARDWOODS AND BRUSH WITHIN 5 FEET OF THE SHOULDERS OF THE ROAD

OR THE BOTTOM OF THE DITCH SHALL BE REMOVED. EXISTING WIDTHS INCLUDE TURNOUTS

AND ALL AS BUILT CURVE AND FILL WIDENING. EDGE OF ROAD WHERE DITCH IS NOT

PRESENT EXTENDS TO THE TOE OF THE CUT SLOPE. GRUB ALL STUMPS WITHIN THE ROAD

BED AND DITCH LINE. DO NOT GRUB TREES ON THE CUT AND FILL SLOPES.

2. THE AREA OF SIGHT DISTANCE CLEARING WILL BE FROM THE ROADSIDE CLEARING LIMIT TO

A LINE OF SIGHT BETWEEN THE BEGINNING AND ENDING STATIONS MARKED ON THE

GROUND. CONIFERS WITHIN THIS AREA SHALL BE THINNED TO APPROXIMATELY A 2 FOOT

TRUNK SPACING, EXCEPT WHERE MARKED WITH PAINT OR FLAGGING FOR REMOVAL TO AN

ALTERNATE SPACING. ALL HARDWOODS AND BRUSH WITHIN THERE LIMITS SHALL BE

REMOVED.

3. BRANCHES ON REMAINING CONIFERS SHALL BE TRIMMED FROM GROUND LEVEL TO A

CLEARING HEIGHT LIMIT 12 FEET ABOVE THE ROADBED OR TO A LIMIT OF 60% OF THE TREE'S

HEIGHT, WHICHEVER IS LESS. LIMBS OF VEGETATION SHALL BE CUT SO AS NOT TO

PROTRUDE WITHIN THE CLEARING (ROADSIDE AND HEIGHT) LIMITS. DOWNED TREES AND JILL

POKES EXTENDING INTO THE BRUSHING LIMITS WILL BE CUT OFF AT THE TOP OF THE CUT,

AND DISPOSED OF IN ACCORDANCE WITH SPECIFICATIONS.

4. DISPOSAL OF VEGETATION:

1.1. BRUSH AND SLASH DISPOSE PER 203.05 (f) SCATTERING AND (k) PILING

1.2. NON-SAW LOGS SHALL BE PROPERTY OF CONTRACTOR OR DISPOSED BY 203.05 (f)

SCATTERING AND (k) PILING.

1.3. SAWLOG TO BE DECKED FOR OPTIONAL SMALL SALE TO CONTRACTOR OUTSIDE OF THIS

CONTRACT.

5. SELECTIVE CLEARING AND GRUBBING LEVEL DEFINITIONS:LEVEL SHALL BE DETERMINED ON

A PER MILE OR PER ROAD BASIS BY BLM AT TIME OF IMPLEMENTATION.

2.1. LIGHT- FEW TREES AND BRUSH SCATTERED ALONG THE SHOULDERS OF THE ROADWAY.

PRODUCTION APPROXIMATELY 1000 FT PER HOUR.

2.2. MEDIUM- TREES AND BRUSH ALONG THE ENTIRE LENGTH OF THE ROADWAY.

PRODUCTION RATE APPROXIMATELY 750 FT PER HOUR.

DRAINAGE DIP CONSTRUCTION NOTES

1. DIPS SHALL BE CONSTUCTED IN THE SUBGRADE PRIOR TO PLACEMENT OF ANY

SPECIFIED BASE OR SURFACE COURSE.

2. THE ELEVATION TOLERANCE SHALL BE +- 0.2 FT

3. THE LOCATION AND TYPE OF DRAIN DIP SHALL BE SHOWN ON THE DRAWINGS OR

DESIGNATED ON THE GROUND BY THE ENGINEER.
