About this file
This document is a Single Source Justification form for a Simplified Acquisition Procedure (SAP) from the Department of Veterans Affairs. The procurement is for a brand-name AvaSure Guardian 12-month software subscription and hardware for real-time surveillance of multiple patients simultaneously from a remote station, specifically for the Asheville VA Medical Center. The total estimated amount is redacted, but the procurement is under the Simplified Acquisition Threshold of $250,000.
The justification highlights that AvaSure is the only compatible solution with the facility's existing equipment, and market research confirmed that AvaSure, a small business, has authorized only one distributor (Sierra, Inc., an SDVOSB). The document recommends soliciting a firm-fixed-price purchase order on the open market as a small business set-aside. The contracting officer, Zanona Pickett, certified the justification on 7/16/2025, with an effective date of 11/15/2024, and the acquisition is associated with Action ID 36C246-25-AP-4877.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Revision: 01 Effective Date: 11/15/2024 Page 1 of 2 Acquisition ID#
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C246-25-AP-4877
1. Contracting Activity: Department of Veterans Affairs, VISN 06, Hampton VA
Medical Center 100 Emancipation Drive, Hampton, VA 23667 for Asheville VA Medical Center 1100 Tunnel Blvd, Asheville NC 28805. 2237: 637-25-4-428-4538
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This is a request for brand name only AvaSure Guardian to be used as real-time surveillance of multiple patients simultaneously from a remote station. When this is combined with two-way audio, it allows for immediate intervention in time to prevent harm to patients and/or staff. The estimated amount is $
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This is a brand name only justification for the AvaSure 12-month software subscription and hardware that is only compatible with the current AvaSure equipment being used by the facility. If another brand was obtained, it would not be compatible with the equipment utilized at the facility. Procuring an alternate brand would require replacing the equipment already un use at the facility. These additional costs to the government are not expected tp be recovered through competition. It is in the best interest of the government to maintain the AvaSure brand.
4. Description of market research conducted and results or statement why it was not conducted:
Based on the market research conducted, the NMR is not applicable because the OEM, AvaSure, a small business has authorized only one (1) SDVOSB to distribute their products. Sierra, Inc., a small business and verified SBA/CERT is the authorized distributor. However, SBA rule of two can be met since the OEM, AvaSure is a small business and the authorized distributor is a small business.
Searches were conducted in SBA-DSBS, FPDS-NG, GSA eLibrary, & GSA Advantage. On a MAS contract GS-35F-235BA and SEWP contract NNG15SD78B.
It is recommended to solicit a FFP PO on the open market as a small business set-aside.
