About this file
This document contains a justification and approval for a sole source contract award as well as the associated contract award notice. The justification and approval document outlines the need to procure equipment and services from Lockheed Martin to modernize a partner nation's AN/TPS-77 ground-based air surveillance radar system. The equipment includes a digital array radar tracker modification kit, an electronic control unit modification kit, and testing support services for platform certification. The period of performance is from contract award through October 2023. The contract was awarded on a sole source basis due to Lockheed Martin being the only responsible source able to provide products that are compatible in form, fit and function with the existing radar system. The related contract notice awards firm-fixed-price contract FA8730-22-C-0009 to Lockheed Martin on August 31, 2022 for $4,639,201.09 to fulfill the requirements set forth in the justification and approval.

IGCE: The Independent Government Cost Estimate (IGCE) is and was based on a bottoms-up-analysis, using a combination of historical values, engineering assessment, and observed industry actuals. Specifically, AFLCMC/ HBN leveraged actual material costs for the individual items that make up the DART from the TPS-77/LRR Iraq IADS LRR-3 Contract No. FA8730-19-C-0008, as well as the individual DART materials cost from the TPS-77 Jordan Gap Filler Multi-Mode Radar (GFR) Contract No. FA8730-17-C-0005. The ECU independent estimate was based on market research results of comparable units and the Mode 5 Test support was based on engineering assessment of anticipated number of labor hours needed to complete the testing and observed industry standards for test equipment.
