About this file
This document is a Simplified Acquisition Sole Source Justification for the Indian Health Service (IHS) to purchase GCX MC Series Mobile Fetal Monitoring Workstations from GCX Healthcare solutions/GE for Whiteriver Hospital. The sole source justification is based on the workstations' unique capabilities, specifically their full interoperability with GE Centricity Perinatal fetal monitoring system and essential features including dual display support, compatibility with electronic health records, barcode medication administration, and medical-grade construction. The workstations are critical for enhancing workflow efficiency, patient monitoring accuracy, and meeting healthcare standards in the hospital's Birthing Center, Emergency Department, and Family Care Unit.
The procurement is for two requisition numbers (IHS1508998 & IHS1500726) and includes workstations that are adjustable, lightweight, and designed to integrate IT components and accessories like the Novii+ wireless patch system, GE Mini Telemetry, Barcode Scanner, and Gel Bottle Holder. The justification is supported by signatures from the Project Officer (Lorinda Thompson), Project Officer's Supervisor (Justin Tafoya), and Contracting Officer (Jeremy Steel), indicating internal review and approval for proceeding with the sole source acquisition under Federal Acquisition Regulation (FAR) Subpart 13.5.

2. Description of Supplies or Services: GCX MC Series Mobile Fetal Monitoring Workstations
3. Estimated Value of Procurement
4. Recommended Sources: Vendor: GCX Healthcare solutions/ GE
5. Reason for Sole Source/Limited Sources/Expedited Processing:

[ ] Proprietary drawings, specifications, and or engineering data, patents, copyrights.
[X] Brand Name essential to the Government's needs.
[ ] Standardization Program supported by Agency Head Determination and Findings (D&F).
[ ] Unusual and Compelling Urgency (limited sources) [ ] Authorized or required by statute
Justification Narrative:
• The GCX MC Series Mobile Fetal Monitoring Workstation is essential for our unit as it integrates with Whiteriver Hospital's fetal monitoring system, GE Centricity Perinatal. This workstation is specifically designed to ensure full interoperability with GE systems, optimizing workflow efficiency, enhancing patient monitoring accuracy, and maintaining consistency with manufacturer-recommended configurations.
• GCX MC Series Mobile Fetal Monitoring Workstation supports dual displays and additional accessories, enabling simultaneous access to fetal monitoring, electronic health records (EHR), and Barcode medication administration (BCMA) which allows nurses to scan a patient's wristband at bedside and medication to be given in order to prevent medication errors. The workstation must support adjustable dual displays and accommodate storage for UPS.
• The workstations are adjustable, lightweight and maneuverable allowing easy transport between patient rooms and ensuring continuous monitoring where needed. Must be able to transport with ease to the Emergency Department and Family Care Unit when fetal monitoring is ordered and needed for registered patients in those departments.
• The Fetal Monitor Cart has a space-saving design and allows integration oflT components and accessories to create a single, efficient workstation, which can include Novii+ wireless patch system, which is currently used in the Birthing Center. The workstation must accommodate additional accessories such as the GE Mini Telemetry, Barcode Scanner, and Gel Bottle Holder.
• GE specifically recommends these workstations because they are constructed with medical-grade materials ensuring durability, safety, and compliance with healthcare standards, such as Joint Commission.
