About this file
This document is a single source justification for the Department of Commerce National Oceanic and Atmospheric Administration to procure LED light fixtures from Phoenix Products LLC for use on the NOAA Ship Henry Bigelow. Specifically, the agency requires 40 Phoenix RLED-4 and RLED-2 vapor tight LED fixtures, as well as 20 RLED-4-EMB2 emergency battery backup fixtures, to replace fluorescent fixtures and ensure compatibility with existing Phoenix lighting systems. A safety alert notified mariners that certain LED lights cause interference with vessel radio communications, but the Phoenix lights currently installed on the Henry Bigelow do not. As the risks of interference from other brands are unknown, only procuring additional Phoenix fixtures eliminates this concern. The related solicitation is identified as NM-AN2140-23-01418 for the LED light fixture requirements.

2. Identification of the brand name to be solicited.
Phoenix Products LLC
3. Supporting rationale. Only one brand name is reasonably available as detailed below:
Brand Name –Henry Bigelow currently uses Phoenix LED light fixtures in various spaces throughout the ship as fluorescent fixtures are phased out. Procuring additional Phoenix products ensures compatibility with existing systems, improves interchangeability, and reduces the number of spares required. Furthermore the quoted lights are compliant with the following standards: UL 1598 Suitable for Wet Locations, UL 1598C LED Retrofit Conversion (retrofit kits only), CSA C22.2 No. 250.0-08, UL 1598A Marine Outside Type (Saltwater), UL 924 Emergency Lighting Equipment, ABS, IP65, CE.
Additionally, U.S. Coast Guard Safety Alert 13-18 (attached) notified mariners that certain LED light fixtures cause interference with VHF radio and AIS Reception leading to nontrivial safety concerns. The Safety Alert does not provide a standard for LED lighting that would guarantee noninterference, but describes a trial and error methodology for testing lighting systems and their interference potential. Henry Bigelow has not had any radio interference upon the installation of Phoenix lights. It is currently unclear which brands/makes/models of lights cause interference, so purchase of any other brand of lights would introduce a risk that the lights would interfere with radio communications, rendering them unusable aboard.

Brand Name requirement is sufficient claim to meet the safety requirements and maintain proper functionality of the vessel systems without interference. There are multiple vendors who offer the Phoenix lighting products which are small business.
