About this file
This is a Justification for Other than Full and Open Competition (JOFOC) document supporting a sole-source bridge contract award for environmental and janitorial services at the NIH Clinical Center. The contracting activity is the Health and Human Services National Institutes of Health Clinical Center Office of Purchasing and Contracts, with Project Officer Tsehai Crockett (301-594-3104, tsehai.crockett@nih.gov). The bridge contract is awarded to J & J Maintenance, Inc. (DUNS: 1296194, located at 8350 Broad Street Suite 1100, McLean, VA 22102) with a total estimated value of $810,852.99 (NTE $900,000) for a performance period from May 4, 2026, to May 17, 2026. The contract is classified as a support services (non-R&D) acquisition with a firm-fixed-price contract type.
The justification for sole-source award is based on FAR 6.302-2 (Unusual and Compelling Urgency), citing the need for immediate service continuity to ensure patient safety and regulatory compliance at the Clinical Center. The JOFOC document indicates this is a temporary extension of the incumbent contractor to allow additional time for SBA review and acceptance of the work into the 8(a) program, with the new contract anticipated to be awarded through the 8(a) program once the review process is completed. No market research was conducted, no FedBizOpps notice was publicized, and no competing sources expressed interest, as the urgent and critical nature of environmental and janitorial services necessitated expedited action to prevent service disruption during the transition period.
