Justification for Brand Name Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 06, Asheville VA Medical Center, 1100
Tunnel Road, Asheville NC 28805. Purchase Request Number: 637-23-4-428-3827
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Charles George VA Medical Center has a requirement to procure the PureSteel Ergonomic Workstations for the Sterile Processing Service. PureSteel Ergonomic WorkStations feature electro-mechanical lifters to allow equipment to be adjusted to each user’s most ergonomic, optimal height.
Estimated Contract Value: $225,450.55
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Ergonomic Workstation will be replacing department’s old/outdated workstation with the new upgraded PureSteel Ergonomic WorkStation. The PureProcessing workstations have the following: LED Light: The LED light is built into the table to exam container filters, for “blue wrap” the inspection of sterilization wrap. The light can be made brighter or dimmer for different wrap sizes and weights, can be easily replaced, annd reduces service costs. Tabletop lights are also highly durable and scratch-resistant for regular use with heavy trays and instrumentation. Also, the built-in light enables SPS to examine products efficiently and accurately to prevent or cause a life threating complications. Built in Laser: The built-in laser etched ruler for measuring instrumentation. Instrument sets requires different lengths of various types of instruments. SPS are able to quickly gather those measurements to ensure the set is getting the required length. Warranty: The lifters feature 3-year warranties and require no on-site maintenance or servicing during their use, reducing overall service repair costs, downtime, and staff hours to repair and upkeep. Based on facility need and existing conditions, like or similar items will not suffice.
4. Description of market research conducted and results or statement why it was not conducted:
Market research was limited to due to the brand-name only status of this requirement. A sources sought was posted to contracting opportunities from 06/16/2023 to 06/23/2023, five responses received. The items are listed on NX EQ list, however, the items does not meet acceptability and is not suitable/satisfy this requirement needs. The CO researched all required sources and deemed that the items are available from the OEM and authorized distributors/resellers. The CO intends to pursue this requirement as Small Business utilizing FFP to the Lowest Price Technically Acceptable IAW FAR Part 13.
