DEPARTMENT OF THE AIR FORCE

HEADQUARTERS 62D AIRLIFT WING (AMC)

Ready Today, Prepared for Tomorrow

62 AW/CP 14 May 18

MEMORANDUM FOR MICC

SUBJECT: Brand Name Letter for 62 AW/CP

1. The 62 Airlift Wing Command Post (CP) is a mission critical facility for JBLM-McChord Field and HHQ Air Mobility Command. Currently, CP has a requirement to have an alternate site from its primary location. The alternate site must support fixed/deployed operations. Commanders must ensure the operational capability of the alternate Command Post meets the minimum requirements for the Command Post to operate and support command, control, communications, computers, and intelligence needs. Air Force Manual 10-207 paragraph 5.2.9 states that the goal for an Alternate Command Post is to replicate the capabilities housed in the primary facility. In order to be in compliance, and prepared for an upcoming tech refresh of our operating systems, we are upgrading the alternate CP console furniture.

2. Research was initially accomplished, and it was determined that Evans was, and is, the best suitable option for the console furniture in the primary location in bldg. 1172 (most recent install of Evans product was 2005). Due to our requirement for the alternate location to match the primary, we have not conducted any research (source sought or EBUY request) for our upgrade in the alternate location.

3. To the best of our knowledge, Evans is the only known source that can satisfy the government requirement at this time; simply due to the fact their product is currently being utilized in the primary location. In addition, the salient characteristics of the product best suits this organization and meets the functional needs to carry out the specific duties for command & control, communications, and classified computer work. The command post is on a short timeline where this contract must be signed and executed to insure delivery and install no later than September 30, 2018. Other vendors can purchase Evans products;

therefore, this would still be an open bid, fair and competitive.

4. For the reasons listed above, the 62 AW/CP requests that a brand name (Evans) be utilized for this project.

5. If there are any questions, please contact Mr. Bryan Barnett at (253) 982-5635
