FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

2. Description of Action Being Approved:
Request authority to issue sole source Firm Fixed Price (FFP) type contract for a commercial
Floating Crane Service to Remove and Reinstall a LA Hybrid II, 688 Class propeller and associated equipment in support of Stave change out.
3. Description of Supplies and Services:
The services and products to be provided is for commercial services involving a Floating Yard
Derrick (YD) Crane (with a qualified crane operator), and standard deck crew to remove one
(1) and Reinstall a LA Hybrid II, 688 Class propeller, and associated equipment in support of
Stave change out from the water and place on an engineered cradle provided by the government. (Estimated weight of the propeller is 47,000 to 50,000 pounds).
-Estimated Amount: $288,800.00
4. Statutory Authority Permitting Other than Full and Open Competition:
The proposed actions will be awarded without providing for full and open competition pursuant to the authority of 41 U.S.C. 253(c)(2) and 10 U.S.C. 2304(c)(2, Unusual and compelling urgency, as implemented by FAR 6.302-2.
5. Rationale Justifying Use of Cited Statutory Authority:
The support to be provided under the authority requested by this J&A is necessary in order to perform an urgent repair to the USS PROVIDENCE. Any delay will impact the mission of the command USS FRANK CABLE and the USS PROVIDENCE and the safety of the personnel.
6. Description of efforts Made to Solicit Offers from as Many Offerors as Practicable:
Based on a market research conducted, it was determined that the floating crane from Guam
Shipyard in the only source for this service. A land based 450 ton crane is currently not available for this timeframe. This approved J&A will be released in accordance with FAR 6.305 (b).
7. Determination of Fair and Reasonable Cost:
The Contracting Officer has adequate information to ensure that the cost to the Government for these actions will be fair and reasonable. Historical data is available from the BOS contract which previously supported this service.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:
Any future requirements will be competed amongst the available local crane sources.
