The Bertec CDP system has an immersive virtual reality environment that can be used to provide altered visual cues to disrupt vision during test conditions that measure the ability to suppress inaccurate visual cues. The CDP unit can be used for focal treatment on any of the balance deficits found during testing. Lastly, the unit can retest to show and changes, or to be used as an outcome measure.
Overview of Use: CDP systems were pioneered by the company NeuroCom and their Balance Master CDP system. NCHCS had 2 of these units but they have since been turned in due to ongoing breakdown and maintenance issues. As of 2019, these units are not longer serviceable, and NeuroCom is no longer involved in CDP. Purchase of the Bertec CDP unit will replace this service within NCHCS. The main patient population will be Geriatrics (covering a multitude of diagnoses) and Traumatic Brain Injury/Polytrauma. Bertec unit will be used multiple times per day by all P.T.
providers. It will expand our ability to assess, treat, and provide outcome measures for all balance disorders. This unit can serve as a hub for other clinics, to provide higher level balance testing to guide treatment. Beyond this, the Bertec CDP unit is useful in screening malingerers, and can be used in research due to it’s highly accurate and sensitive outcome measurements.
4. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Since NeuroCom stopped producing and servicing the Balance Master CDP unit in 2019, the Bertec CDP is the only unit available to provide full computerized balance testing/posturography. As such, it is the only unit capable of providing the unique balance deficit testing required. Without this unit, clinicians are forced to assess and treat balance using subjective tests and outcomes. These unique characteristics are:
Computerized SOT test Motor Control test Adaptation test VOR tests including Dynamic Visual Acuity (DVA) and Gaze Stabilization test.
Immersive Virtual Reality for testing and treatment.
Ability to test for malingerers and to be used in research trials for accurate balance assessment outcomes.
5. Description of market research conducted and results or statement why it was not conducted:
Bertec is a small business manufacturer that does not sell direct to the Government. Bertec officials were contacted to verify if they had exclusive distributors, preferably Service-Disabled Veteran- Owned Small Businesses and Veteran-Owned Small Businesses. Bertec identified an exclusive agreement with E3 Diagnostics, a large business concern. E3 Diagnostics is the sole supplier of Bertec manufactured equipment to Government Agencies. No other suppliers can provide VA with the required CDP system.
JE Hurley Inc, a Service-Disabled, Veteran-Owned Small Business, was subsequently identified by E3 Diagnostics Inc as an authorized reseller. Bertec confirmed E3 Diagnostics has the authority in their agreement to sell through a Veteran-Owned Small Business.

The VHA aims to prevent the sale of “gray market goods,” defined as goods sold through unauthorized channels in direct competition with authorized distributors. VA Gray Market requirements at VAAR 852.212-72(c) Gray Market and Counterfeit Items are being strictly adhered
to. Per VAAR 852.212-72(c) – “Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM or by an intermediary distributor authorized by the OEM.”
In this case, because the manufacturer has an exclusive agreement with a large business distributor, who in turn has an exclusive agreement with the intended SDVOSB reseller, the requirement stating that the vendor shall be an authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM or by an intermediary distributor authorized by the OEM” is met and is allowable for this procurement.
This requirement will be sole sourced to J.E. Hurley. Pursuant to 38 U.S.C 8127(b), COs may use other than full and open competition when awarding to SDVOSB and VOSB firms for procurements under the SAT.
