Section B: Description of the Supplies/Services Required

The item being sought is an upgrade to the current Tovey C3-100 Automated Force Press software which will include enhanced safety, reporting, and hysteresis features. Upgrade will also include manager application for 9150 digital indicator for when the 9150 is used outside of the C3-100 system.

Quantities to be purchased is 1 unit in FY21 using 3080/Investment funds at a total estimated price of

Section C: Justification for Soliciting from a Single Source or Brand Name

The reason for making this a single source procurement is because the C3-100 Vertical Force Press requires Tovey Software to operate.

The C3-100 Vertical Force Press and CS Series load cells are the primary force standard at the PMEL and are responsible for the calibration of other load cells, crane scales, dynamometers, force gauges, and aircraft weighing kits. Other manufacturers are not capable of creating software that is compatible with the C3-100 and the existing software is licensed by Tovey. To make the force press compatible with other software would require a completely new system costing approximately per system and would required the purchase of multiple systems to be distributed among the PMELs.

Section D: Efforts to Obtain Competition

No effort was made to obtain competition because of the configuration of the C3-100 Vertical Force Press, which is only compatible with software made by Tovey.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

This procurement will provide the best value to the Government at this current time. Other manufacturers are not compatible with the current Force Press. Future procurement would have to consist of a new force press that allows for open software architecture. This may not be possible or cost efficient.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
