JUSTIFICATION & APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
Sole Source Justification
1. Contracting Agency: Department of Defense Education Activity, Domestic Dependent Elementary and Secondary Schools (DDESS)
2. Authority Cited: 10 U.S.C. 2304(c)(1) "Only One Responsible Source and No Other Suppliers or Services Will Satisfy Agency Requirements” CollegeBoard
3. Description of Supplies and Services: Services consist of Pre-Advanced Placement (Pre-AP) professional development workshops that will provide middle and high school mathematics teachers and administrators with instructional strategies, technical training, and instructional materials and associated support to implement Pre-AP strategies into DoDEA mathematics curriculum.
The training will provide teachers and administrators with the content knowledge and skills needed to facilitate the learning of rigorous content and apply Pre-AP teaching strategies. In addition, administrators will be prepared to lead, monitor and assess the implementation process. A focus on critical foundational mathematics skills and concepts will ensure all students have the prerequisites for enrolling and successfully completing advanced mathematics courses in middle and high school. The professional development will consist of a 4-day training on the following topics:
Pre-AP Strategies: AP Vertical Teams in Mathematics and Alignment to Common
Core for Mathematics Pre-AP Strategies: Rate Pre-AP Strategies: Chance, Variation and Probability
4. Description of Action: DDESS Procurement intends to award a sole source service request to CollegeBoard for Pre-AP professional development workshops for all DDESS mathematics teachers and school level administrators, Grades 7-10 estimated at $53,200. DDESS is requiring that the assigned consultants for specific topics be the same for all four sessions and locations. DDESS can request specific trainers based on past performance and positive feedback. Consultants will be required to collaborate with the DDESS Area Service Center Education Division prior to the training to formulate common language and alignment to Area objectives.
5. Reason for Authority Cited: The Department of Defense Education Activity intends to award the Pre-AP mathematics professional development to CollegeBoard. Pre-AP is a proprietary instructional pedagogy that is only provided by CollegeBoard. The Pre-AP professional development will support the DDESS Advanced Placement program currently contacted by DoDEA. Pre-AP through CollegeBoard is necessary to maintain commonality and continuity of implementation.
6. Effort to Obtain Competition: This is a sole source requirement.
7. Action to Increase Competition: Government will continue to monitor the market for competitive sources and for products that include the ability to sequence multiple messages together from a static display and might be more appropriate to meet DoDEA educational standards.
8. Market Research: Pre-AP is a proprietary instructional pedagogy that is only provided by CollegeBoard.
