The Government will consider responses from capable sources received within 7 days after publication of the related Special Notice solicitation.

Sole Source Justification and Approval Under FAR 13.501
2. Contracting Activity: The U.S. Army Contracting Command-Redstone, Attention: CCAM- MZB-B, Redstone Arsenal, AL 35898-5000
3. Description of Action: The Technology Development Directorate (TDD) of the Combat Capabilities Development Command, Aviation and Missile Center, (CCDC- AvMC), Redstone Arsenal, Alabama requests a new firm-fixed price contract for the acquisition of VBS4 software and associated licenses. It is requested that this award be made to Bohemia Interactive Simulations, 3050 Technology Parkway, Suite 110, Orlando Florida 32826, CAGE Code 627N4. The Government projects award for June, Fiscal Year 2024. Fiscal Year 2024 Army Research Development Test and Engineering funds will be used for this acquisition.
The total estimated dollar value of this acquisition is $232, 974.00
4. Description of Supplies/Services: The Technology Development Directorate (TDD) has a requirement for VBS4 software and associated licenses. The VBS4, VBS License and support will be required for image generation and model interface during development of a Gray Eagle Next Generation Simulation (GENGS) simulated training environment and in the final product, while the laptops ordered will be running the simulation.

5. Authority Cited: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization)
6. Reason for Authority Cited: VBS4 and VBS Blue Image Generator (IG) products provide the best feature set needed for meeting the simulator requirements. Other scenario generation tools such as Modern Air Combat Environment (MACE), provided by Battlespace Simulation Inc. (BSI) are much more costly and do not come with an image generator that meet the project needs.
MetaVR's Virtual Reality Scene Generator image generator product provides a good IG capability, but does not come with a sophisticated scenario generation tool like VBS4. Purchasing MACE for scenario generation and VRSG for the IG would more than double the cost versus using VBS4 and VBS Blue IG and result in a less capable final product.
7. Efforts to Obtain Competition:
a. Based on the Section 233 Waiver from Deputy Assistant Secretary of the Army (Research & Technology) dated 6 March 2022 and amended 27 March 2023 Army Science and Technology Reinvention Laboratories (STRLs) are waived from the use current information technology (IT) procurement processes. Paragraph 5 of the Section 233 waiver specifically waives the use of Computer Hardware, Enterprise Software and Solutions (CHESS) and ITAS.
b. Subcontracting competition. N/A
8. Actions to Increase Competition: In the future, any new developments in this technology area will be evaluated to determine whether the requirement can be procured under full and open competition.
9. Market Research: Section 233 Waiver has been applied and CHESS has been used for research only. A Request for Quote #485626 was submitted through CHESS ITES-SW2 for Market Research only and two quote were received. Quote was requested from Bohemia (publisher) and received from on 3/7/2024. The software package is not available on GSA. Bohemia was the most affordable.
