Justification for Other than Full and Open Competition Under Simplified Procedures For Certain Commercial Items In Accordance With Federal Acquisition Regulation (FAR) Subpart 13.5

On the basis of the following, I, as the Contracting Officer, hereby approve the use of a sole source proposed contractual action pursuant to the authority of: 41 U.S.C. 1901 41 U.S.C. 1903

1. The U.S. Department of Navy, Naval Research Laboratory (NRL) Contracting Division proposes to include brand name specifications for a Dell Technologies’ High Performance Computing (HPC) bundle under simplified procedures for certain commercial items included in FAR Subpart 13.5.

2. The nature and/or description of the action being approved, i.e., sole source under procedures for certain commercial items in accordance with FAR 13.5.

This action requests approval to incorporate brand name specifications for a Dell Technologies’ HPC bundle to support NRL’s Marine Meteorology Division, Code 7530. The requirement will be issued competitively under FAR Subpart 13.5, and result in a firm-fixed price contract.

3. A description of the supplies and/or services required, including the delivery schedule and/or the period of performance (inclusive of all option periods), and the estimated dollar value of the acquisition.

NRL Code 7530 requires a commercial brand name (Dell) high performance computing system to support the highly parallel computations required to execute the Navy Environmental Prediction System Utilizing the NUMA core weather prediction model (NEPTUNE) and its supporting data assimilation and observation processing applications to produce real-time demonstration weather forecasts. The following subcomponents will comprise the overarching Dell HPC bundle:

i. PowerEdge R6525 Compute Node

ii. PowerEdge R6525 Bright Head Note

iii. Bright Cluster Manager Licenses (3 years)

b. Dell and IBM Storage Bundle

i. IBM ESS 3000 Flash Tier

ii. IBM ESS 5000 SL JBOD

iii. IBM ESS 5000 NSD Server

iv. IBM EMS Management

v. Dell ME4012 SAS Storage

c. Mellanox and Arista Networking Bundle

i. Mellanox Infiniband 40 QSFP56 Managed Switch

ii. Mellanox InfiniBand 40 QSFP56 Unmanage Switch
