Francis Marion RD Road Maintenance
Statement of Work
STATEMENT OF WORK
C.1 Scope of Contract
A. This solicitation and resulting contract is for maintenance of Forest Service roads on the Francis Marion Ranger District. Work includes road grading, road mowing and road resurfacing.
B. The Contractor shall furnish the necessary personnel, material, equipment, facilities, supervision, transportation, operating supplies, and incidentals to perform contract work.
C. District maps are available at the Francis Marion Ranger District office, 2967 Steed
Creek Rd, Huger, SC 29450. The Government will supply the contractor with 2 copies of the administrative district map. A PDF copy of the map can be supplied for the contractor to print additional copies at their own expense.
C.2 Public Safety and Traffic Control
A. The Contractor shall exercise caution and care while pursuing the work to prevent unnecessary conflict with, or potential hazards to, road users or others within the work area.
B. The Contractor is to pursue all work on site in accordance with all Federal, State and Local laws governing the transportation and work being performed.
C. The Contractor will post warning signs on each end of the section of road being worked.
Signs are to be of the size, quantity, and colors as required in the current edition of the 11
Manual on Uniform Traffic Control Devises", (MUTCD). A copy of MUTCD is located at the District Rangers Office and may be made available to the Contractor for in office reference on request. These signs shall be moved as needed to properly delineate and identify the section of the road being maintained. At no time shall these signs be more than two miles from operating equipment and shall be in place only when road equipment or persons are performing operations. All slow-moving equipment is to have a reflectorized
"slow moving" vehicle emblem properly attached.
D. All work is to be scheduled so that at the end of a working day, the road is passable for the type of traffic normally using the road. If for any reason traffic hazards (segments of unfinished work which may present a hazard to road users, such as rolls of surface material, berms on the shoulder, etc.) are left in or adjacent to the road after normal working hours, the work is to be properly signed as hazardous and visibly illuminated at night.
C.3 Coordination of Work
A. The Contractor shall inform the Contracting Officer's Representative (COR) of his proposed operating schedule on a weekly basis to facilitate timely inspections.
B. The Contractor shall complete all maintenance required for one road before starting another road. Contractor shall inform the COR of each road completed.
C. At all times during the performance of the contract and until the work is completed and accepted, the Contractor shall directly supervise the work or assign and have on the work site a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor. The superintendent shall be designated in writing to the Contracting Officer prior to the commencement of work.
D. The Contractor's proposed equipment shall be made available for inspection prior to award of the contract. If at any time during this contract the equipment is deemed unsatisfactory, the Contracting Officer may order removal and may require a satisfactory replacement, at Contractor's expense. Replacement equipment, if ordered, is to be onsite and working within 48 hours.
E. Any movement or transportation of equipment to or from work areas required to pursue the work on designated roads, to repair or replace equipment, or for the Contractor's convenience shall be at the Contractor's expense.
C.4 Documentation of Work
A. Accomplishment Reports
The Contractor shall maintain records of accomplishments using the Daily
Accomplishment Report (Exhibit C). These records are to be delivered to the COR monthly with an invoice for the services rendered that month and shall become the property of the
Government. No payment will be made prior to receipt of these records and acceptance of the work performed.
B. Quality Control Plan
The Contractor shall submit to the CO, a Quality Control Plan (QCP) as part of their technical proposal that will detail the methods the Contractor will use to perform self-inspection to ensure the requirements of this contract are performed in accordance with the contract documents. The QCP shall at a minimum record the reference pay item, location, frequency, type of test and resulting outcome. QCPs shall be submitted with the
Accomplishment Report and no payment will be made prior to receipt of these records and acceptance of the work performed.
C. Quality Assurance Surveillance Plan:
This Quality Assurance Surveillance Plan (QASP) has been developed pursuant to the requirements of the Performance Work Statement (PWS) for this contract. This plan sets forth procedures and guidelines that will be used in evaluating the technical performance of the Contractor.
C.5 Technical Specifications
ACTIVITY: BLADING AGGREGATE SURFACED ROADS:
Maintenance Requirements:
Blading operations are to be done over the entire riding surface in order to remove, by cutting out, all ruts, potholes, corrugations, and berms. Blading operations shall also include minor work to ensure all ditches drain properly to existing culverts. All suitable dislodged aggregate shall be smoothly redistributed over the entire riding surface to produce the proper cross slope or crown as specified. Road structural terms are illustrated on Typical Section drawings in Section J (Exhibit A).
Aggregate surfacing which has been worked onto road shoulders by traffic maintenance activities are to be reclaimed and smoothly redistributed over the entire riding surface. Riding surface widths are to be perpetuated as existing. Dips and swales designated to control surface drainage are to be maintained. No undercutting of road surface nor material berms will be allowed. Assure proper road crowns and surface drainage after all operations.
Usual amounts of grass, leaf litter or pine straw is to be smoothly spread within the riding surface after sufficient movement to sift out surface aggregate. Where grass, leaf litter or pine straw is excessive, as determined by the COR, this material will be piled in spots along the road shoulder and left to decay. Care must be taken to ensure this material does not interfere with surface drainage nor present a safety hazard. Any such material is to be reclaimed in subsequent blading’s and smoothly spread within the riding surface.
Blading operations are to be conducted as required to remove surface material and accumulated debris from bridge decks. Care is to be exercised to not damage any part of the bridge. All material shall be smoothly redistributed over the riding surface at the bridge approaches.
Loose rocks protruding three inches or more above the graded surface will be removed. It is permissible to waste these rocks off the riding surface but away from ditch lines.
Fallen trees in roadway shall be removed from travel way by the contractor before blading.
Soil Moisture Conditions: Suitable moisture conditions for surface blading shall be from 8 - 16 percent by weight. Unless authorized by the COR, no surface blading shall be performed while moisture content is outside this range. If moisture conditions are too dry or wet, the Contractor will not be required to meet the requirements of prosecution of work under section F.
Method of Measurement:
Measurement shall be made to the nearest tenth of a mile using an odometer calibrated over a measured mile.
Basis of Payment:
Payment shall be made for all work of this activity, inspected, and accepted, in accordance with the following pay item and the bid unit price.

01 Blading Aggregate Surface Roads Mile
ACTIVITY: SURFACE REPAIRS, AGGREGATE ROADS
Maintenance Requirements:
This activity consists of replacement of aggregate surfaces lost due to surface failure, traffic wear or erosion. The work includes preparation of the existing roadbed, furnishing, loading, hauling, and spreading aggregate material and finished blading, as described in specifications. The task order will delineate the location of the necessary work and establish quantities of work required.
Surface replacement for road segments shall be performed by cutting out, all damaged areas of the surface, and working aggregate material smoothly over the entire riding surface width.
Avoid disturbing base or subgrade material during the placement of aggregate material. All roads to receive aggregate surfacing shall have the new aggregate deposited in the section being worked, mixed when required, and shaped to achieve proper grade, thickness and template as directed by the COR Aggregate surface material shall not be allowed to remain in ditch lines. Aggregate surface material shall be compacted by operating the hauling and spreading equipment over the full width of each layer of aggregate. The entire area being worked shall be finish bladed in accordance with Activity Code 210: Blading Aggregate Surface Roads.
Contractor is to provide and place crushed aggregate for spot surface repairs. The
Contractor will deliver the crushed aggregate to the location of spot repair and provide weigh tickets for each delivery in accordance with Method of Measurements.
Material
Spot Surface Repair, Crushed Aggregate:
Contractor is to provide and furnish crushed aggregate for spot surface repairs. The
Contractor will deliver crushed aggregate to the location of spot repair or repair location. Crushed aggregate, Grading FLBC is to be furnished by the Contractor, and shall meet all specifications and the following gradation.

Method of Measurement:
Aggregate will be measured by either tons or cubic yards as indicated in the bid schedule. Measurement will be made to the nearest one tenth of a pay unit for all materials provided, placed, inspected, and accepted in place at the job site/spot repair location. Where material is measured by weight, the Contractor shall supply weight tickets from state approved scales showing aggregate type, source gross, tare and net weight. All materials supplied by volume shall be measured at the time of delivery by the COR. Material receipts shall be furnished by the Contractor for each truck load delivered and accepted.
Payment shall be made for all work of this activity, inspected, and accepted, in accordance with the following items and the unit price.
02 Contractor Furnished aggregate (FLBC) Ton
ACTIVITY: MOWING AGGREGATE SURFACED ROADS
Mowing Requirements:
Mowing shall consist of cutting grass and woody plant growth three inches diameter or less, four inches above ground as specified within the clearing width (See Exhibit
A). Maximum mowing height shall be four inches above ground or standing water.
Routine operations shall consist of mowing all growth out from centerline to a point at least eight feet beyond shoulder on each side of the road with a heavy-duty rotary mower. Roads with ditches will require mowing the front slope and at least one four-foot strip on the backslope of the ditch opposite the traveled way, to a maximum width of fourteen feet from shoulder. All mowing heavy equipment shall be operated only within the traveled way. Any additional mowing for safe sight distance at road intersections or blind curves is considered a part of this activity. This activity also includes brushing around road signs, culverts, culvert markers, barrier posts, gates, bridges, and other appurtenances. Brushing shall be to a point one foot beyond appurtenance and then tapered back to the normal mowing width. Contractor shall perform plumbing (vertical alignment) of all culvert marker posts.
All rocks, debris, or slash (windfall trees or branches) larger than three inches in diameter within mowing limits shall be removed. Slash may be scattered outside mowing and ditch limits. No slash shall be placed in streams or ditches. All woody material larger than one inch in diameter or two feet in length and any sharp object shall be removed from the traveled way.
Unless approved by the COR, all work shall be completed on each road before moving on to the next road.
Road signs, culverts, culvert markers, barrier posts, gates, and other appurtenances damaged by the contractor's operations shall be repaired or replaced by the contractor at his/her expense.
Equipment Requirements:
1. General: All equipment proposed to be used for performance of the work shall be of the size, type, in satisfactory operating condition, and capable of producing at the manufacturer's rated horsepower.
To reduce the chance of invasive plants being spread into the National Forest, any mechanical equipment shall be pressure washed prior to beginning work on the
National Forest. It applies to any mechanical equipment that could harbor clumps or vegetative material such as bushhogs. This pertains particularly to any equipment or materials coming in from Florida, Louisiana, Mississippi, South Georgia, or Alabama.
Any movement or transportation of equipment to or from the work areas repair or replace, or for Contractors convenience, shall be at the Contractor's expense, The Contractor shall furnish all fuel, oil, grease, repairs, and pay any other expenses incidental to operation of the equipment.
2. Mowers:
a. Roadside Mowing: An offset mower(s) is the minimum required to perform the specified mowing on slopes (the mowing must reach fourteen feet from shoulder).
Tractor must be equipped with roll bar and fire extinguisher.
b. Contractor shall submit a list of all equipment to be used on the contract. Equipment not owned by Contractor must have a signed agreement as part of the submittal on equipment listing with bid.
Equipment must be available and in proper working condition as required by specification.
3. Inspection of Equipment:
The Contractor's proposed equipment shall be made available to the Contracting
Officer for inspection prior to award of the contract. If at any time during this contract any equipment is deemed unsatisfactory, the Contracting Officer may order removal and may require a satisfactory replacement at Contractor's expense.
4. Replacement Equipment:
If a unit or equipment breaks down or otherwise becomes inoperative and is not restored to operating condition within three (3) days, the Contractor will be notified in writing to correct the deficiencies or furnish replacement equipment meeting specifications within four (4) calendar days.
Road signs, culverts, culvert markers, barrier posts, gates, and other appurtenances damaged by the contractor's operations shall be repaired or replaced by the contractor at his/her expense.
Inspection and Acceptance:
Inspection of the work performed under this contract shall be made by the Contracting
Officer's Representative or the designated Inspector as the work progresses.
Inspections shall be conducted at intervals necessary to ensure compliance with the contract specifications and provisions.
Method of Payment:
Roadside mowing measurement shall be measured to the nearest tenth of a mile, using an odometer calibrated over a measured mile.
Roadside mowing payments will be made at the unit price bid for the number of miles completed and accepted.
03 Mowing Mile
C.4 Definitions, Abbreviations, and Quantity Measurement Terms
A. Definitions - Certain specifications are common to contract and timber sale requirements. Wherever in these specifications, or in other contract documents, the following terms or pronouns in place of them, are used, the intent and meaning shall be interpreted as follows:
Base Course - The layer or layers of specified or selected material of designed thickness placed on a sub-base or a subgrade to support a surface course. (See Illustration of Road Structure
Terms.)
Berm - A curb or dike which controls roadway runoff water. Berms commonly parallel road centerline. (See Illustration of Road Structure Terms.)
Channel - A natural waterway leading into or away from a culvert or bridge.
Contract Modification - A bilateral modification is a written agreement between the
Government and the Contractor, documenting a negotiated equitable adjustment resulting from the issuance of a Change Order, or to reflect other agreements modifying the terms of the contract.
Contractor - The individual, partnership, joint venture, or corporation undertaking the execution of the work under the terms of the contract.
Crown – A road’s crown should have sufficient slope from the centerline to the edge to make water effectively drain off the roadway surface. (see drawing)
Culvert - Any structure which provides a passageway, drain, or waterway under a road or embankment.
Cross Ditch - A shallow ditch placed across the roadbed to remove water from the roadbed surface which can be driven across by full size pickups or by other high clearance vehicles;
usually placed diagonally to centerline. (See drawings if applicable.)
Lead-off ditch - A specific type of man-made ditch used to remove water from roadside drainage ditches, the roadway, cattle guards, or drainage structures such as culverts and drainage dips.
Ditch - A relatively long narrow excavation placed to collect or disperse water.
Ditch Dam – Constructed barrier which channels water flowing in a ditch thru a culvert inlet and prevents the water flow from continuing down the ditch and bypassing the culvert inlet.
Drainage dip - A drainage structure which was previously constructed within the roadbed surface to form a uniform depression which allows routine passage of standard passenger cars while diverting water from the traveled way. (See drawings if applicable).
Drainage ditch - A specific type of furrow ditch located parallel to and abutting the roadbed.
(See Illustration of Road Structure Terms.)
Drainage structure - A general term denoting any man made device placed to control water movements along, under or across the roadway. Includes ditches, culverts, bridges, etc.
Drawings - Depictions detailing maintenance contemplated including all road listing diagrams, maps, and performance schedules included in the contract.
Equipment - All machinery, operating supplies and tools necessary for the proper performance and acceptable completion of the work.
Excess Material - Material from the roadway excess to that needed for maintenance of roadway.
Foreslope - The slope of the ditch section nearest to the traveled way. (See Illustration of
Road Structure Terms.)
Furrow ditch - Any ditch which nominally parallels the road centerline and diverts water from natural flow patterns to protect road slopes, roadbed, or downslope areas. Furrow ditches may be located within the roadway or roadside, but as used in this contract excludes drainage ditches.
Grade - The trace of vertical plane, as shown on the drawings, intersecting the top surface of the road.
Materials - Any substance specified for use in the performance of the work.
Measurement - Method of determining and expressing the quantities of work
Nominal dimensions or Weights - The numerical values shown on the drawings or in the specifications as measurements for the work.
Order - A written order by the Government directing fulfillment of work requirements under the terms of the contract
Original Contract Quantities - Those estimated quantities shown in the Schedule of Items as awarded.
Patching - Minor repairs incidental to recurring maintenance which is not substantial in nature.
Paved Surface or Pavement - Denotes asphalt, concrete, or other stabilized materials excluding natural aggregates. Dust palliative treatments are not considered as pavement.
Reasonably Close Conformity - Means compliance with customary maintenance tolerances where working tolerances are not specified.
Right-of-Way - A general term denoting land, property, or interest therein acquired for or devoted to a road.
Roadbed - The portion of a road between the intersection of the subgrade and side slopes, excluding that portion of the ditch below the subgrade. (See Illustration of Road Structure
Terms.)
Road Listing - A listing of road locations and any established work priorities included in the contract as a drawing to indicate current estimates of contract timing; subject to revision in accordance with Contract Section F in developing the work schedule.
Road Maintenance Levels Definition as used in this Contract:
Maintenance Level 4 & 5: Roads with a moderate to high degree of user comfort and convenience. These roads receive maintenance on a routine basis, normally with brushing done yearly or biyearly.
Maintenance Level 3: Roads maintained for use by a prudent driver in a passenger car.
These roads generally receive maintenance on a routine basis, normally with brushing done every 3 to 4 years.
Maintenance Level 2: Roads maintained for use by high clearance vehicles. These roads generally receive only drainage related maintenance on a routine basis, and usually getting relegated to the lowest priority for brushing. Many have become mostly brushed in.
Roadside - See Illustration of Road Structure Terms
Shoulder - The portion of the roadway contiguous with the traveled way for the accommodation of stopped vehicles, for emergency use, and for lateral support of pavement structure. As used in this contract, the term is restricted to roads having an asphalt surface. (See Illustration of
Road Structure Terms).
Slide - A concentrated deposit of materials from above or on the backslope extending onto the traveled way or shoulders, whether caused by mass land movements or accumulated raveling.
Slump - A localized portion of the roadbed which has slipped or otherwise become lower than the adjacent roadbed and constitutes a hazard to traffic.
Supplemental Specifications - Specifications which detail conditions and requirements peculiar to the individual project.
Standard Specifications - Broadly-used (for instance throughout the Pacific Northwest Region of the Forest Service) specifications for specific divisions of the work, such as: Blading, Paved
Surface Cleaning, Ditch Maintenance, etc.
Subgrade - Top surface of roadbed upon which sub-base, base course, or surface course was constructed. (See Illustration of Road Structure Terms.)
Surface Course - The top layer of a pavement structure, sometimes called the wearing course, usually designed to resist skidding, traffic abrasion, and the disintegrating effects of climate.
(See Illustration of Road Maintenance Terms.)
Traveled Way - The portion of the roadway for the movement of vehicles, exclusive of shoulders on asphalt paved roads. For purpose of this contract, traveled way includes turnouts and curve widening. (See Illustration of Road Structure Terms.)
Turnouts - A short auxiliary lane on a one lane road provided for passage of meeting vehicles.
Unsuitable Material - Material removed during maintenance which must be disposed of in designated locations. Examples - clay, serpentine, or other unstable material or material with substantial amounts of vegetation or other objectionable matter.
Waterbar - A deeper type drainage ditch which is intended for passage of high clearance vehicles only.

C.6 Abbreviations
Whenever in these specifications, or in other contract documents, the following terms, or pronouns in place of them, are used, the intent and meaning shall be interpreted as follows:
1. AASHTO - American Association of State Highway and Transportation Officials.
2. CS - Commercial Standard issued by U.S. Dept. of Commerce.
3. EPA - Environmental Protection Agency.
4. FAR - Federal Acquisition Regulation.
5. FED SPEC - Federal Specifications.
6. FSS - Federal Specification and Standards.
7. MSHA - Mine Safety Health Administration.
8. MUTCD - Manual of Uniform Traffic Control Devices.
9. NBS - National Bureau of Standards.

C.7 Quantity Measurement Terms
A. Measurement under the contract shall be according to standard measure.
B. The methods of measurement and computation will be those necessary to accurately determine the quantities of materials furnished and work performed.
C. All items measured by the mile will be parallel to its longitudinal centerline, unless otherwise shown on the drawings.
D. A station when used as a definition of term or measurement will be 100 feet.
E. Miles shall, in the absence of known distances from existing plans or surveys, be determined by the Government using a calibrated survey odometer or distance measuring device operated on the traveled way at or parallel to road centerline.
F. Trucks used to haul material measured by truck weight shall be weighed empty at least once daily, and each truck shall bear a plainly legible identification mark. Weigh tickets furnished by the Contractor from certified scales will be used to determine weight measurements. Materials measured by the cubic yard in hauling vehicle shall be measured therein at the point of delivery. Vehicles may be of any size or type, provided that the box is of such shape that the actual volume may be readily and accurately determined.
G. Measurement will be made of each item or unit of work, as shown in the
Schedule of Items, completed and accepted in accordance with the contract provisions, specifications and drawings.
C.8 Order of Precedence
Any inconsistency in this solicitation or contract shall be resolved by giving precedence in the following order:
(a) The Schedule (excluding the specifications);
(b) Representations and other instructions;
(c) Contract clauses;
(d) Other documents, exhibits, and attachments (Supplemental Specifications &
Drawings); and
(e) The specifications.
Contractor Inspection Requirements
The Contractor is responsible for performing or having performed all inspections and tests necessary to substantiate that the supplies or services furnished under this contract conform to contract requirements, including any applicable technical requirements for specified manufacturers’ parts. This clause takes precedence over any Government inspection and testing required in the contract’s specifications, except for specialized inspections or tests specified to be performed solely by the Government.
Inspection and Acceptance
(a) The Contracting Officer or the Contracting Officer's duly authorized representative will inspect and accept the supplies and/or services to be provided under this contract.
(b) Inspection and acceptance will be performed at the project site.
Inspection and Testing Performed By Government
The Government will perform sampling, testing and inspection of work in progress where these responsibilities are not expressly assigned to the Contractor by the Forest Service specifications or by the Special Project Specifications.
Conformity with Drawings and Specifications
Unless working tolerances are specified, all work performed and materials furnished shall be in reasonably close conformity with lines, grades, cross sections, dimensions, and material requirements shown on the Drawings, indicated in the specifications, or designated on the ground. "Reasonably close conformity" is in compliance with reasonable and customary manufacturing and construction tolerances.
Government-Furnished Property
The Government may provide the following item(s) of Government property to the
Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the "Government
Property" FAR clause contained elsewhere in the contract.
SPECIAL REQUIREMENTS
Rights In and Use in Materials
The Contractor, with the written approval of the Contracting Officer, may use on the project suitable stone, gravel, and sand, or other material found in the excavation. Payment will be made both for the excavation of such materials at the corresponding contract unit price and for the pay items for which the excavated material is used. The Contractor shall replace, without additional compensation, sufficient materials equal to the portion of the work, which was originally contemplated to be constructed with such material.
Prosecution of Work
a. Work shall be scheduled to provide completion of segments on a daily basis unless otherwise herein provided.
b. A monthly Work Schedule shall be prepared by the Contractor based on work priorities provided in the contract, unless superseded by the Government in advance of work by Work Order.
A copy of the Work Schedule shall be provided to the Government by the agreed day of each month.
c. The Government may require the Contractor to finish the portion in progress before additional work is started on any additional portion.
Control Stakes
The Contractor is responsible for the preservation of existing benchmarks and other control points.
The cost of replacing them may be charged against the Contractor and may be deducted from the payment for the work. If the Contractor finds a missing stake he will notify the Government who will replace the missing stake within two (2) days. Flagging not associated with stakes can be ignored.
Landscape Preservation
The Contractor shall give attention to the effect of contract operation upon the landscape, shall take care to maintain natural surroundings undamaged, and shall conduct the work at all times in compliance with the following requirements:
a. Prevention of the Landscape Defacement. The Contractor shall not remove, deface, injure, or destroy trees, shrubs, lawns, or natural features unless specifically authorized by the
Government. Unless otherwise provided in the Special Project Specifications, the Contractor shall confine contract operations to within the areas designated in contract documents. Unless otherwise provided in this contract, the Contractor shall gather rock, which falls outside the roadway, due to contract operations and dispose of it as directed by the Government.
b. Protection of Streams, Lakes, and Reservoirs. The Contractor shall take sufficient precautions to prevent pollution of streams, lakes, small ponds, and reservoirs with fuels, oils, bitumen’s, dust palliatives, silt, or other harmful materials. Mechanical equipment shall not be operated in live streams without written approval of the Government.
c. Sensitive Plant Species, are addressed as Right-Of-Way (ROW) Management. The following roads have endangered plant species growing within the ROW: 708, 709, 710, 715A, 726, 744, 744A, 744C, 2658, 757. Do not disturb or mow the identified road segments during the specified periods below. Maps of the roads will be attached to this solicitation. When mowing, raise blades to 12” along road shoulders and back slope. At no time shall equipment be parked nor soil, rocks, or debris be placed in the ROW of the identified road segments. Any damage to identified areas shall be enforced by the Protection of Government Buildings, Equipment, and
Vegetation Clause, 52.237-2.
FRANCIS MARION RD SENSITIVE ROADS TASK ORDER
SENSITIVE ROADS OR ROAD SEGMENTS will be mowed AS FOLLOWS:
➢ RAISE MOWER TO 12 INCHES HEIGHT ALONG ROAD SHOULDER AND BACKSLOPES;
➢ LIMIT SOIL DISTURBANCE;
➢ DO NOT PILE DEBRIS, ROCKS, SOIL, OR PARK EQUIPMENT ALONG THE ROW BETWEEN
CARSONITE POSTS;
➢ CLEAN EQUIPMENT PRIOR TO ENTRY;
➢ SEED WITH NON-PERSISTENT ANNUALS OR NATIVE PERENNIALS ONLY;
➢ NO FERTILIZATION OR BROADCAST HERBICIDE.

Control of Noxious Weeds – Cleaning of Equipment
To prevent the introduction and control the spread of seeds of noxious weeds onto and around the Francis Marion & Sumter National Forest, the Contractor shall clean all equipment, except transports, of soil, seeds, vegetative matter, and any other debris that could contain seeds before moving the equipment onto the National Forest. When the
Contractor is working in an area that has been identified as a noxious weed infestation area, the Contractor clean all equipment of weed seeds prior to moving to another work area.
Prior to transporting equipment on to the National Forest, Contractor shall repair all equipment hydraulic, lubricant, and fuel leaks.
The Contractor may use whatever cleaning methods necessary to ensure compliance with the terms of this clause. The Contractor shall notify the Forest Service, prior to moving any equipment on to the National Forest that the equipment has been cleaned and is available for inspection. Notification shall include identifying the location of the equipment’s recent operations.
The Contractor shall certify, in writing, compliance with the terms of this clause prior to each start-up of operations. For the purposes of this clause, “equipment” includes all motorized equipment used in road maintenance, except transports. The following equipment is excluded from the requirements of this clause: log trucks; chip vans; pickup trucks & other vehicles used to transport personnel.
