SCOPE OF WORK

FOR THE

FAA-CAE-20-02a

REPLACEMENT OF CARPET TILE AND VINYL TILE

AND INTERIOR WALL REPAINTING

1. GENERAL.

IN SELECTED ROOMS

IN THE BASE BUILDING AND TOWER

AT THE

AIR TRAFFIC CONTROL TOWER FACILITY

RALEIGH, NORTH CAROLINA

1.1. These specifications cover the requirements of the Federal Aviation Administration for the replacement of existing carpet tiling, vinyl tiling and cove base and wall repainting in designated rooms in the base building and the tower at the Air Traffic Control Tower at Raleigh, NC.

1.2. The requirements of these specifications are intended to be in conformity with all current codes. If they are found to be in conflict, the contractor shall notify the pertinent FAA official prior to continuing. The contractor shall also adhere to all Federal, state, and local labor and safety statutes that may apply.

1.3. ACRONYMS AND ABBREVIATIONS.

2. CONDITIONS AFFECTING WORK.

FAA-CAE-20-02a

2.1. SCOPE OF WORK. The scope of work shall include, but is not limited to, furnishing all labor, materials, tools, equipment, and services as necessary to replace carpet tiles, vinyl tiles and cove base. The scope of work is as follows:

a) Refer to drawing RDU-D-ATCT-A00l for flooring work required in the base building. This drawing indicates specific rooms and their areas, and type of carpet tile (electro-static discharge (ESD) vs non-ESD.

b) Refer to drawing RDU-D-ATCT-A002 for flooring work required in the tower, including the first floor lobby and the connecting link as well as those rooms whose walls are to be repainted. This drawing indicates specific rooms and their areas, and type of carpet tile (ESD vs non-ESD and/or vinyl tile.

c) Flooring replacement is defined as removal and disposal of existing flooring and cove base (where present) and thresholds/edge trim, and installation of new flooring and cove base (if required), thresholds and edge trim. New cove base is only required where cove base presently exists.

d) In all designated rooms, the contractor shall temporarily move all furniture, bookshelves, desks, etc., which prohibit proper floor and cove base installation and repainting. Upon completion of flooring and cove base installation and repainting, the contractor shall place all moved entities back in their original locations.

e) Entities affixed to the floor (e.g., racks, cab consoles, etc.) shall not be removed. Instead, install new flooring up to its edge, and/or neatly paint around.

f) Work in some rooms will require night time and/or weekend work, so as to minimize impact to FAA employees. This shall be clarified during contractor pre-bid site visit.

f) ESD carpet tiles shall be reattached to existing ground taps, so as to provide proper static discharge.

2.2. SCHEDULING OF WORK. The scope of work under this contract requires working on operational FAA facilities. The contractor, therefore, will be required to coordinate his activities with the

COR who will be identified at the preconstruction conference. The COR or his designated representative shall escort the contractor, and shall remain on site whenever the contractor is onsite. All work, including daily cleanup, shall be performed between the hours of 8:00 AM to 5:00 PM, Monday through Friday, unless otherwise coordinated with the local FAA.

2.3. EXISTING CONDITIONS.

2.3.1. ASBESTOS. No asbestos will be impacted during this

contract.

2.3.2. LEAD. No lead will be impacted during this contract.

2.3.3. RESTROOMS. Restroom facilities are available at the site.

2.3.4. WATER. Limited water can be made available on a

coordinated basis. Coordinate this need at the preconstruction conference.

2.3.5. ELECTRICITY. Power may be made available to the

contractor at the site on a day by day basis. Coordinate this need at the preconstruction conference.

2.3.6. DUMPSTER. There are no available dumpster or disposal

facilities onsite.

2.4. SITE VISIT. The bidder is expected to carefully examine the site and all areas of proposed work to see firsthand the extent of work involved. The submission of a proposal will be considered prima facie evidence that the bidder has made such an examination and is satisfied as to the conditions to be encountered in performing the work. It shall be the responsibility of the bidder to make his own interpretations of existing site conditions as the drawings and specifications may not reflect all site characteristics. 2.5. WORK LOCATION. The contractor will be responsible for

obtaining all required insurance, bonding, badges, etc. as required by the CO.

2.6. WORK ACCESS. Access to the site requires passing through a security gate. Therefore, the local FAA will escort the contractor to and from the site on a daily basis, unless alternate arrangements are agreed upon at the preconstruction conference. The contractor shall coordinate his schedule to the local FAA in order to secure a daily escort.

2.7. WORKERS. Due to security regulations, no foreign national workers will be allowed on the job site without 30 day notification and approval. Contact the SSC Manager for further information.

2.8. DEMOLITION. Any equipment or material to be removed, unless specified to remain the property of the FAA, shall become the property of the contractor and shall be transported from the site and disposed of in a legal manner. Demolition and removal work shall be performed in compliance with safety procedures, applicable requirements of the State and local regulations, and with Federal and FAA requirements.

2.9. SAFETY STANDARDS. Contractors shall comply with all

applicable federal, state, and local requirements for protecting the safety of the contractors' employees, building occupants, and the environment. In particular, all applicable standards of the Occupational Safety and Health Administration (OSHA) shall be followed when working in accordance with this specification.

2.10. WORKING CONDITIONS. Construction/demolition shall in no way interfere with Air Traffic Control Operations. Extreme care shall be exercised so as not to cause any interference or interruption of service from this facility. It is absolutely mandatory that the contractor protects FAA personnel, communication, electrical and mechanical equipment both inside and outside the building from damage caused by work impact, water, debris or dust. The contractor shall have the overall responsibility for the performance and enforcement of all forms of protection within the premises against any damages due to work performed under this contract. Any damages incurred, as a result of construction activity during the performance of this contract will be repaired/replaced immediately by the contractor at no cost to the FAA.

3. MATERIALS. All material shall adhere to the guidelines and specifications set forth in the latest editions of the UL, and ASTM publications. General material requirements are as follows:

3.1. CARPET TILES. For both ESD and non-ESD tiles; 24" x 24", multi-level patterned loop, monofilament nylon, 0.145 pile height, 35 oz/sy. Color and installation pattern to be determined by local AT and AF. ESD carpet tiles shall meet ESD STM 97.2, ESD S7.1/NFPA 99 and AATCC 134-06, and shall include conductive ground strip. Both as manufactured by Julie Industries or approved equal.

3.2. VINYL TILES. 12" x 12" x 1/8" (min) thick, meeting fed spec SS-T-312B and ASTM F 970. Color and installation pattern to be determined by local AT and AF.

3.3. COVE BASE. 4" high with 1" cove radius, vinyl, with

preformed bull-nose inside and outside 90° corners. Color to be determined by local AT and AF.

3.4. ADHESIVES. As recommended by manufacturer, trowel-applied, low odor, low VOC, solvent-free. MSDS submittal required.

3.5. PAINT. Interior acrylic latex, satin finish, color to be selected by local FAA, two coats. Sherwin-Williams "Emerald", or approved equal. MSDS submittal required.

4. CLEANUP.

4.1. Before final inspection, the contractor shall thoroughly clean within the construction limits and the surrounding areas affected by this work, including the following:

a. All construction facilities, debris, and rubbish shall be removed from the buildings and the site on a daily basis.

b. All tools, scaffolding, temporary utility connections, building, etc., belonging to the contractor or used under his direction shall be removed from the site.

4.2. All grounds, walkways, and other areas adjacent to the work shall be restored to the original condition before the contractor is released.

5. INSPECTIONS. The contractor shall allow the COR, or other persons designated by the CO, complete access to all portions of the work. The COR shall coordinate and schedule a final inspection date. All work shall be accepted when all work required by this contract, including punch list items, is finished and has passed inspection.

6. PHOTOS.
