SUMMARY OF WORK
1. GENERAL
1.1. SCOPE
The Contractor shall furnish all labor and equipment for Cable tray installation and
Acoustic Ceiling replacement at Colorado Springs, CO (COS ATCT). The following items are a brief summary of the project and are provided solely for the purpose of revealing the general nature of the work involved. The Contractor is responsible for accomplishing all items of work in accordance with the applicable drawings and specifications. Work shall include Design and install cable tray, remove and replace Acoustic Ceiling. Any additional labor, materials, equipment, etc., that is not specified, but required to complete the project, shall be provided by the Contractor as an integral part of the scope of work specified.
A. GENERAL
1. All work shall be coordinated with the appropriate air traffic control personnel and the SSC.
2. Construction material storage and staging shall only be in areas approved by the FAA’s System Support Center (SSC) Personnel.
3. Contractor shall provide all temporary services required for construction as to maintain facility operation in addition to construction needs. Temporary services shall include but is not limited to: power, water, toilets, etc.
4. Contractor shall clean up and restore the site grounds to the surrounding condition after the work has been performed, unless otherwise noted in the project documents for this project.
5. Precautions for safety plan must be given to the SSC/Contract Officer Representative (COR) as a submittal.
6. Construction debris and garbage will be managed and disposed of by Contractor according to Contractor standing processes and procedures.
These processes and procedures shall include plans for recycling whenever feasible.
7. The Contractor shall be responsible for reviewing and following FAA required COVID-19 mitigation during project performance. These shall include but are not limited to:
a. Proper face masks while on project site.
b. Maintaining minimum distancing between persons.
c. Regular cleaning of tools/restrooms when used.

d. Posting health and safety posters relevant to worker safety. Daily wellness interview of construction personnel.
B. WORK DESCRIPTION
1. No Electrical or HVAC outages are anticipated. If outages are needed Contractor needs to declare what type of electrical outage or HVAC outage and reason for outage. For performance of outages, contractor shall notify FAA of outage requests no less than seven (7) days in advance of eight (8) hour outages, and no less than thirty (30) days in advance of outages lasting longer than twenty-four (24) hours or three (3) consecutive days of twenty-four (24) or more hours of outages.
a. All outages and return to service shall be performed by FAA’s SSC personnel. The site specific Lock-Out Tag-Out (LOTO) shall be reviewed by SSC and Contractor prior to performance of each outage.
b. Any work conducted within the TRACON room will be after hours. After hours is defined as after 8 pm nightly or weekend days.
2. Contractor shall be responsible for verifying dimensions in drawings and scope.
3. Contractor shall notify the FAA of site conditions/concerns which may impact performance of project scope.
4. The following items shall be included in demolition efforts:
5. Remove sections of suspended ceiling grid system in the Tracon room for cable trays installation
5. The following parts are required for installation in place:
a. Design HVAC plenum suspended acoustic ceiling. Install 2’x2’ ceiling tiles in the whole facility.
b. Install Flex basket cable tray which shall hold at least 200 CAT 6A cables not to exceed not to exceed 50% tray capacity to at least 1 branch point in all directions. Drop out, Side drop out, conduit connectors, rod protectors, major corner rollers will all be included in design.
c. Cable trays will penetrate firewalls constructed of 8” concrete block and metal stud with both sides of drywall. Each penetration will be fire sealed with mechanical solutions.
d. All cable trays must be bonded together to create a continuous electrical bond. All cable trays must be bonded to the multi-point ground plate. Various multi-point ground plates are available throughout facility.

C. MATERIALS
1. Contractor shall furnish all labor, equipment, tools, materials, and supervision required to perform this work. All applications of construction materials shall be accomplished in accordance with the manufacturer’s installation instructions, unless otherwise noted.
a. All materials must be approved by the Contract Officer (CO) or their designated COR prior to application.
b. All material shall be plenum and fire rated to ensure no toxic fumes are introduced into HVAC system.
2. Sheets (SDS) and product information to CO for approval.
1.2. APPLICABLE DOCUMENTS
A. APPLICIBLE STANDARDS AND ORDERS
All FAA, Military, Federal, State, and industrial codes or standards, specifications, and drawings referenced in this and the following divisions form a part of this specification and are applicable only to the extent they were used as a basis of this design. All references to codes, standards, specifications, and construction drawings refer to the latest editions (and any supplements) in effect on the date of the project start.
The publications listed below form a part of this specification to the extent referenced. The publications are referenced to in the text by basic designation only.

1. OSHA General Industry Safety and Health Standards (29 CFR 1910), OSHA Construction Industry Standards (29 CFR 1926). OSHA 2202 is a condensed version of 29 CFR 1926. Each is for sale by the Superintendent of Documents, U.S. Government Printing Office, Washington DC 20402.

1.3. CONSTRUCTION CONDITIONS
A. Pre-construction Conference - Contractor shall attend a pre-construction conference at the time and location specified by the CO and SSC. Requirements for material disposal, security and safety will be discussed. Compliance with these procedures while on site is mandatory.
B. Submittals – Samples, reports, catalog cuts, letters, red lines, maintenance and operations manuals, manufacturer’s installation procedures, etc. required shall be submitted to the CO and approved before work commences.
C. Conflict Resolution – Contractor shall meet standards, specifications, and drawings as specified herein. The manufacturer’s specifications, project specifications, and project drawings shall rule in all cases. Manufacturer’s specifications and project specifications shall govern over drawings. If any conflict should exist between site

COLORADO SPRINGS, CO Page 6 of 11 drawings (location-specific drawings) and standard drawings (drawings not referring to a particular location), the site drawings shall govern. In the event of dimensional discrepancies or omissions, Contractor shall field verify and correct the information, and notify the COR. No work shall be done until agreement has been made with the CO.
D. Inspection
1. Access for Inspection – Contractor shall allow complete access to all portions of the work. Portions of the work buried, enclosed, or disguised, shall be inspected by the COR before being obscured by the next operation.
In all cases, the engineer shall be informed accordingly and given access to the work. Work obscured before inspection and acceptance by the COR, may, at the option of the COR be opened for inspection.
2. The COR may inspect all work in progress up to completion and final Joint Acceptance Inspection (JAI) including all materials, tools, and equipment.
Such inspection may extend to all or a part of the work for the preparation, fabrication or manufacture of the materials to be used. The COR will notify Contractor of any non-compliance with the project specifications and/or drawings, and may reject workmanship or materials accordingly.
3. After substantial completion of all the work, the COR will review the project documents and verify that the Contractor has completed all required work. If work remains to be completed, an itemized list will be prepared, and the Contractor shall complete the remaining tasks as required. A JAI requires COR, Contractor, and SSC personnel to be present.
DI. Project Coordination
1. Contractor shall be required to coordinate his/her construction activities with the FAA through the COR. Failure to notify and obtain the necessary approval may result in a rescheduling of the work. If weather conditions or aircraft operations preclude a scheduled shutdown of an existing FAA facility, work shall be rescheduled in coordination with local SSC.
2. All electrical work shall require an outage scheduled with the SSC in a minimum of 24hr advance notice. Outages lasting longer than eight (8) hours shall require three (3) day advance notice at a minimum.

3. All hot-work (welding) shall require a completed and signed Hot Work Permit, (JO 3900.19C-41-1). The COR shall provide such form at the request of the Contractor if none are available.
a. The form shall be signed by person performing work, or crew lead, and local SSC manager, or approved local SSC representative.
4. All Electrical work shall require the presence of a site familiar SSC specialist for scheduled outage shutdown, current checks, and return to service.
F. Layout of Work – Contractor shall field verify measurements and work from the established base lines and bench marks indicated on the drawings and shall be responsible for all measurements in connection therewith. It shall be the responsibility of the Contractor to maintain and preserve all marks previously established until authorized to remove them.
G. Permits, Inspection, Licenses, Certificates – Contractor shall obtain and pay fees for permits, inspections, licenses, or certificates required by Federal, State and City/Town officials as necessary to perform the work, prior to starting construction, and in a timely manner to avoid delays in starting the job.
H. Compliance with Local and Other Codes - Contractor shall comply with local and other codes and standards.
I. Stop Work Orders - When the Contractor or subcontractors are notified by the CO of any non-compliance with the provisions of the specifications and the action(s) to be taken, the Contractor shall correct the unsafe or unhealthy condition. Life threatening or other serious violations shall be corrected immediately. Non-serious violations shall be corrected within 24 hours of the non-compliance notice. The CO may stop the work with a “stop work order” if the Contractor fails to comply promptly with all or any part of the work being performed. When, in the opinion of the CO, satisfactory corrective action has been taken to correct the unsafe and unhealthy condition, the Contractor may resume work.
J. Protection of Existing Vegetation, Improvements and Structures – Contractor shall take all precautions necessary to protect the existing facilities, equipment, buildings, foundations, vegetation, etc., during construction. Any areas damaged by the Contractor or any subcontractors, shall be repaired or replaced to their original conditions and shall be approved by the COR.

K. Schedules
1. Schedule – Contractor shall submit, for approval, a practical project schedule. The schedule shall show the order in which Contractor proposes to carry out the work, the date on which he/she will start the several salient features (including procurement of materials, plant and equipment) and the contemplated dates for completing the work. The schedule shall be in the form of a progress chart of suitable scale to indicate the approximate percentage of work scheduled for completion at any time.
2. Progress Schedule – Contractor, if requested by the CO, shall submit a progress schedule at such intervals as directed by the CO.
L. Site Access - Access to the site will be with FAA SSC Personnel, must be coordinated 2 days prior to arrival. COS ATCT is on Peterson AFB, all Contractor personnel must receive Peterson AFB Visitor Base passes, coordinated with SSC Personnel. Vehicles must have proof of Insurance and Registration. Working Personnel will need to provide License, State issue and DOB, sent securely via secure email or phone call.
M. Special Permits – Contractor shall obtain and submit evidence of all necessary permits for the work. Contractor shall abide by all requirements dictated by the city, state, federal, airport authority or municipality for such permits.
N. Waste Disposal – Contractor shall provide on-site containers for the collection of construction waste materials, debris and rubbish and their daily removal from the site. Any spillage on access and haul routes shall be cleaned up immediately. All spoil, waste and debris removed from the work site and not specified for reuse or identified as salvageable items, or identified as contaminated contents shall be disposed of off-site in areas authorized by the applicable County, State and/or Local agencies and in accordance with current rules and regulations governing the disposal of such waste. Copies of all documentation of the disposal of any fuel or hazardous wastes will be submitted to the COR.
O. Cleanup - The work site shall be kept clean and orderly during the progress of work.
After final inspection, but before final acceptance of the work, all exterior surfaces of the equipment shall be cleaned of dirt, mud, or oil accumulations. All debris shall be removed from the general site area.
P. Warranties - Documentation for the warranties shall be provided to the government upon completion of the project.

1.4. SAFETY
OSHA and FAA safety standards will be enforced. In keeping with such standards, the Contractor shall, at a minimum, provide:
A. Safety Plan – Contractor shall have and submit a Safety Plan with the purpose of maintaining a safe working environment for construction workers employed on site.
The safety plan shall require a statement that the current Occupation Safety and Health Act (OSHA) regulations on safety in the construction industry, OSHA Title 29, Part 1910 and Part 1926, as well as FAA safety regulations are followed. The plan will be used by the IE to insure that the work is accomplished in accordance with accepted safety practices.
B. Trained Personnel - Personnel shall be properly trained in the usage of all equipment for which they will be required to use during the project. The COR may request documentation or other evidence of training at any time. Personnel without adequate training will be prohibited from using such equipment.
C. Safety Data Sheets – Contractor shall have Safety Data Sheets (SDS) conforming to Federal Standard 313A, written by the manufacturer, for all materials containing chemicals or other substances which may pose a hazard. One (1) copy of each SDS shall be submitted to the CO and one (1) copy of each SDS shall be kept on file at the job site at all times. Contractor will be prohibited from handling any material which does not have an applicable SDS on file at the site until such SDS arrives on site.
D. Safety Equipment – Contractor shall provide safety equipment including, but not limited to, a Red Cross approved First-Aid kit and the appropriate number of annually inspected, charged fire extinguishers with the proper NFPA rating.
E. HAZCOM Program – Contractor shall have a hazard communications (HAZCOM) program. Contractor and each subcontractor shall submit a copy of their HAZCOM, if requested.
F. Work Practices - Although OSHA regulations and the Contractor’s Safety Plan will usually apply, the COR may consider certain work practices to be unsafe in accordance with Public Law 91-596, Part 5a and 5b. The IE may stop any operation which is in violation of the OSHA standards or fails to comply with the safety plan or other safe work practices.

2. FURNISHED MATERIAL AND EQUIPMENT
2.1. MATERIAL DELIVERIES
All material deliveries made under this project shall be arranged for delivery to a designated the Contractor material staging area. This area shall be located as determined at the pre-construction conference, and agreed to by the FAA.
2.2. STORAGE AND PROTECTION
Contractor, through the COR, shall secure from the SSC all necessary clearances for storage areas on site. The storage and protection of material, and construction areas, shall be the sole responsibility of the Contractor. Contractor shall provide all fencing, shelters, and security personnel as may be necessary for the protection of the material and equipment.
3. EXECUTION
3.1. WORK SEQUENCE
Performance of this work should be accomplished during ideal weather conditions.
Contractor shall provide temporary storage for their products and/or equipment that meet specifications, if weather conditions deem it necessary.
3.2. USE OF PREMISES
A. Use of the Site - Do not disturb site beyond the areas in which work is required or where approved by the COR or the assigned Real Estate Contracting Officer
(RECO).
B. Use of the Existing Building – Use of the existing building is not anticipated. If the need for building use arises, the Contractor must take all precautions necessary to protect the area during the construction period.
4. DELIVERABLES
4.1. DOCUMENTATION
Documentation for labor and material warranties shall be provided to the COR upon completion of the work.
4.2. WARRANTY
Contractor shall supply to the FAA upon completion of project, workmanship and special manufacturer’s warranties.
A. Workmanship Warranty
1. 1-year from date of substantial completion for popping or failing material/equipment due to installation.

B. Manufacturer’s Warranty
1. 10-year warranty for material discoloration, failure due to manufacturer’s defect.
4.3. MAINTENANCE MANUALS
A. Contractor shall supply to the FAA upon substantial completion, Manufacturer’s maintenance manuals where applicable.
4.4. RECORD DRAWINGS
A set of three (3) redline-drawings in D-Sheet scale shall be produced pending JAI approval.
A. Two set shall be produced and shall remain at the facility for SSC review.
B. One sets shall be produced for use by the COR.
