About this file
This document contains a justification for a sole source award and details of the related federal contract opportunity. The justification document proposes entering into a sole source contract with Jackson Mechanical to renovate space at the Oklahoma City VA Medical Center to accommodate treatment of COVID-19 patients. Specifically, Jackson Mechanical will create negative pressure isolation wards for the medical and surgical intensive care units on the 5th floor. The estimated contract value is $439,598. Due to the emergency need to prepare for COVID-19, only limited market research was conducted, identifying Jackson Mechanical as the only contractor able to start work immediately due to their existing knowledge of and work at the facility. The Department of Veterans Affairs awarded contract 36C25920C0106 for these renovation services to an unknown vendor for an unknown amount on April 21, 2020.

Due to the emergency nature of this project, market research was restricted to personal knowledge of the Contracting Officer’s Representative (COR) and facility personnel for a company capable of completing the work in the most expeditious manner possible. This research resulted in determining that Jackson Mechanical, a small business concern, was the most capable due to their intimate knowledge of the facilities’ layout, mechanical systems, and electrical components.
