About this file
This justification document outlines a requirement for lifecycle computing products and services for the United States Military Academy at West Point and other academic institutions. The Army seeks to award a sole-source contract to Dell Technologies for the purchase of various brand name commercial computing products including replacement iPads for faculty and students at West Point, as well as desktops, laptops, and servers. Justification is provided for restricting competition due to technical compatibility issues and the need to maintain standardization across the institutions. The incumbent contractor, Dell Technologies, was awarded previous contracts on January 19, 2022 and April 19, 2021 for lifecycle computer replacements through full and open competition. Pricing will be determined fair and reasonable based on adequate price competition and comparison to an independent government cost estimate.

(2) USMA:
a. The USMA requires the purchase of iPad tablets to replace existing end-of-life iPads. iPads provide a more versatile platform for teachers and faculty to instruct classes than non-Apple based products. The iPads allow students to interact with faculty in a more immersive, enriching, and mobile environment than traditional computers. In addition, the USMA, due to its non-standard Army educational environment, utilizes increased functional Audio Visual (A/V) classroom environments that allow for a seamless transition between components such as, calendars on the A/V classroom signs, Apple TVs screen share capabilities without the need for wifi, and Ad-Hoc networks that allows the Apple computers to communicate without the use of wifi.
Lifecycle Computer Replacement (LCR) purchase that included students, staff, and faculty.
