LIMITED SOURCE JUSTIFICATION

(Pursuant to FAR 8.405-6, orders placed under FSS are exempt from FAR Part 6; however, acquisitions restricting FSS contractors to an item peculiar to one manufacturer, a justification must contain sufficient facts and rationale to justify the use of the authority)

Item Peculiar to One Manufacturer (Brand Name) (A brand name item, product or feature of the product peculiar to one manufacturer, whether available from one or more FSS is an item peculiar to only one manufacturer)

a) Explain why the particular brand name, products or features of the product from one source can only satisfy the specialized nature of the Government’s requirement. Attach a list of the brand name products (Note: Explaining the products capability or process is not adequate rationale).

CA's Workload Automation, specifically known as dSeries has unique capabilities. They are as follows:

1. The inherited dependencies that allows us to define a job only once, regardless of run frequencies or different processing requirements. This is enabled within the architecture of the base product within CA Workload Automation (dSeries). The other competing products that are on the market today, would need to completely redo their specific product architecture in order to attempt to enable this kind of needed capability for FSA. This creates a lot of risk and the potential for a very costly customized solution for FSA. CA Workload Automation (dSeries) is able to provide real time processing needs and requirements to FSA.

2. Event-level sensors is another by-product of the CA Workload Automation (dSeries) architecture, which allows workload to be triggered on random, unexpected events. This is an important capability for FSA because of the amount of applications that FSA is required

to support and respond to at any given point. The other competing products within the market would have to pre-load all possible workload into the active files, even though it may not run during that schedule load cycle.

b) If applicable, explain the contractor’s unique qualifications to provide the supplies or services.

CA offers a nine step best practices services methodology that is able to provide FSA with a quick time to value return on our product investment. The specific CA services offering is referred to as a Rapid Implementation Services Offering (RISO).

c) List other companies’ similar products and explain why the products lacked the particular features, do not meet or cannot be modified to satisfy the Government’s requirement.

New Work (Logical Follow-on) (The original FSS order was issued under a limited source or sole source then explain rationale for logical follow-on and attach a copy of the original order justification, list the original order number and subsequent orders issued as new work-logical follow-on)

Urgent and Compelling Need (Explain the extent of serious injury in financial, data or other effects to the Government if the award is delayed.

Note: Urgency is not the result of poor acquisition planning)

6. Best Value: (The Contracting Officer will explain how the order represents the best value FAR 8.404(d))

Since CA has several resellers available with GSA Schedule contracts, the restriction to brand name products does not restrict the comparison to less than required by FAR 8.405-1. GSA E-buy will be utilized to provide opportunity to all authorized resellers of CA products. The best value determination will be made considering price and non-price factors (delivery, corporate experience, etc.) after the closing of the GSA E-buy RFQ.

7. Market Research: (Explain market research conducted among FSS holders and the findings or why it was not conducted, FAR 10)

While performing our market research FSA looked at several possible solutions. Based on the existing scheduling tools that FSA utilizes today, which CA ESP is one of them, CA is the only solution vendor that offers the following functionality that is critical to FSA's business. They are:

1. CA Workload Automation enables passive business event sensor that detects business activities and trigger processing on a timely basis.

2. CA Workload Automation is the only solution that has intuitive, built-in capabilities that eliminates replicating definitions of workload processes.

3. CA Workload Automation provides the flexibility that is necessary to make dynamic changes throughout the day, unlike the job scheduling methods of BMC, Tidal and IBM.

4. FSA currently utilizes CA scheduling products that integrate with minimum requirement with the requested CA dSeries product.

5. Lastly, the most important differentiator that CA Workload Automation provides is the validation capabilities that prevent production-impacting failures; this is a feature that no one else within the industry can provide.

It has been determined that there are no other products available on the market that provides the robust functionality of CA’s product line that is inherent to the success of the current infrastructure.

8. Other Supporting Facts: (Explain or attach any other information to support the use of the authority)

In addition to the technical functionality that CA provides, the investment that FSA/ITS has already made in to CA products and software does not support switching to a new product line. The CA products and software have been previously purchased and integrated into the infrastructure over a number of years. Several critical pieces of hardware and software have been configured to work with the CA product line. The additional testing and support that would be required by multiple manufacturers does not support the purchase of other brand names.

9. Competition Barrier: (Explain actions taken or to be taken to increase competition for future acquisition of the same supplies or services such as: will the Government revise overly technical specifications/SOWs, acquire data rights and drawings)

A comparative analysis of products that address the current requirements will be performed for future procurements. The Government intends to conduct an analysis of the current product inventory as well as gather historical data regarding purchasing patterns to determine what type of procurement strategy and vehicle would best fit future requirements. The Government will explore acquisition options that will maximize competitive opportunities and long-term solutions while fulfilling the Government’s requirement.

To the best of my knowledge and belief, I certify that the data supporting this justification is accurate and complete to support the acquisition for the justification.
