SCDOT's market research determined that only two providers exist for real-time traffic analytics; having transitioned to Iteris from a competing vendor in 2018, SCDOT has made significant investments in system integrations and historical data. SCDOT argues that switching vendors would require costly reconfiguration of integrated systems, loss of historical data access, reimplementation costs, retraining expenses, and potential repurchasing of historical data. The procurement was authorized by Maggie Hendry, Acting Deputy Secretary for Finance and Administration. As the sole source procurement exceeds $50,000, SCDOT must obtain a Drug-free Workplace certification from Iteris, Inc.

JUSTIFICATION FOR

SOLE SOURCE PROCUREMENT

Agency: South Carolina Department of Transportation (SCDOT)

Sole Source Vendor: Iteris, Inc.

Based upon the following determination, Agency proposes to acquire the supplies, construction, information technology, and/or services described herein from the Vendor named above per S.C. Code Ann. §11-35-1560 and S.C. Regulation 19-445.2105, Sole Source Procurement.

Description of the Agency need that this procurement meets: SCDOT proposes to procure the Iteris Performance Measurement System (ClearGuide) platform, MAP-21 Application, HERE SDK and API, and software maintenance and support. Since 2018, SCDOT has been leveraging the Iteris platform for real-time traffic analytics and reporting across the South Carolina Transportation network. The system provides access to historical traffic data as well as real-time travel speed, travel times, and delay.

ClearGuide is critical to daily Traffic Management Center (TMC) operations and is tightly integrated with other TMC systems. Integrated systems include the SC511 traveler information system, TrafficVision Stopped Vehicle Detection System, and Siemens Concert ATMS. SCDOT has a significant investment in the ClearGuide platform investment in both time and money. Personnel across multiple state agencies are trained in ClearGuide and actively use it on a daily basis for public safety, transportation management, and transportation network planning. A change in the current implementation would dramatically impact TMC operations and potentially impact commerce, convenience, and safety across the SC Transportation network. SCDOT proposes to award a sole source procurement with Iteris for the ClearGuide platform for 36 months at a total cost of $1,398,000. Period costs will be $382,000 for 9/2023-6/2024, $492,000 for 7/2024 to 6/2025, and $524,000 for 7/2025 to 6/2026.

Description of market research Agency performed to determine the availability of products or services that would meet the Agency’s needs SCDOT previously performed a competitive solicitation in 2018 for a Real-Time Traffic Data. Iteris was awarded the contract replacing an existing system used by the TMC. SCDOT is currently using multiple Iteris systems, awarded individually under separate contracts. Each system, along with other systems, are tightly integrated with ClearGuide. ClearGuide provides the data format which each integrated systems has been configured to integrate. Other vendor systems leverage different formats which do not directly integrate or would require a significant level of effort to reconfigure with existing TMC systems.

Description of supplies, construction, information technology, and/or services Vendor will provide under the contract: Iteris will provide the Performance Measurement System

(ClearGuide) platform, MAP-21 Application, HERE SDK and API, and software maintenance and support.

Detailed explanation why no other vendor’s supplies, construction, information technology, and/or services will meet the needs of the Agency: There are two providers in the market for real-time traffic analytics. SCDOT transitioned from the competing provider to Iteris following the award of the 2018 procurement. The alternative solutions uses a significantly different structure and format for integrating data and systems and SCDOT has invested heavily in integrations. A change in vendor would require SCDOT to reconfigure integrated systems and it would lose access to historical data requiring SCDOT to repurchase historical data. It would result in increased cost due to reimplementation costs, and retraining costs. Procurement of the Iteris ClearGuide platform, additional features, and support and maintenance is in the best interest of the State of South Carolina.
