The City of St. Petersburg is accepting bids from qualified firms to provide Irrigation Pump Station Removal & Replacement at the Twin Brooks Golf Course. The City will award to one vendor.
This is a one-time service. The Agreement commences on the Effective Date and remains in full force and effect until Final
Completion of the services.
Vendor shall:
A. Have a minimum of five (5) years' experience in providing labor and materials for commercial irrigation pump stations and VFD pump control systems.
B. Be able to provide replacement parts.

5.4. General Requirements
5.5. Scope of Work
C. Be a licensed Florida Certified Irrigation Specialty Contractor, or a Florida Certified Plumbing Contractor authorizing the installation of irrigation systems and water pumps.
D. Have the ability to obtain all required permits and utilize appropriately licensed electrical contractors for electrical work associated with the pump station installation (if applicable).
E. Have the ability to obtain the minimum insurance requirements set forth in the agreement.
F. Have the ability to obtain a public construction bond as set forth in the agreement (if required).
G. Be free from legal and regulatory matters that might prevent the Vendor from fulfilling the obligations of the agreement.
The Vendor shall provide all labor, materials, tools, equipment, documentation, and replacement parts necessary to perform the services set forth in the scope.
A. Disassemble and remove the existing irrigation pump station.
B. Install new irrigation pump station at Twin Brooks Golf Course.
C. Complete start-up process of the new irrigation pump station.
D. Complete work within two (2) weeks from receipt of materials.
E. Ensure that water drains away from the main power system.
F. Add a power shutoff on the backside of the pump station.
G. Complete Installation per the irrigation pump station specifications outlined herein.
H. Connect above grade to existing galv intake and reclaim lines.
I. Install two (2) new six inch (6") check valves on existing intake and reclaim.
J. Include preventative pumping station maintenance during first year annual Hoover Flowguard.
K. Provide replacement parts.
L. Include a one (1) year manufacturers' warranty to cover pump station itself, intake lines, discharge filters, and other major system components.
At a minimum, the Vendor shall:
A. Removal & Disposal of the Existing Irrigation Pump Station:
1. Use necessary equipment rental and crane contractor as required to remove the existing pump station at Twin
Brooks Golf Course.
2. Disposal of collected material off site.
3. Clean and prep concrete slab.
4. Off-site disposal of the old irrigation pump station material.
B. Install New Irrigation Pump Station:
1. Installation shall be performed to manufacturer recommendations and guidelines for proper operation.
2. Station engineering design and layout coordination and confirmation with the manufacturer.
3. Control cabinet to be engineered to fit the existing footprint.
4. Station mechanical assembly as designed by manufacturer. Discharge transition pipe connection to the existing irrigation mainline.
5. Level and align skid, piping, and pumps. Secure station components w/provided concrete wedge anchors and plates.
6. Electrical connection to the existing service disconnects.

C. Start-up of New Irrigation Pump Station:
1. Verify all electrical terminations, joint fittings and structural components are secure and in accordance with factory specifications.
2. Perform pre-power checks as specified by manufacturer.
3. Verify incoming voltage variance and imbalances are within factory recommended tolerances.
4. Complete power up checks as specified by manufacturer.
5. Verify proper motor rotation prior to operation.
6. Complete station performance testing and evaluation.
7. Complete manufacturer's start-up report.
8. Provide one service call to perform initial startup and calibration.
9. Provide operator training and remote monitoring setup assistance.
D. Irrigation Pump Station Specifications:
1. Install one (1), 25 HP Single Centrifugal Variable Frequency Drive (VFD) Hooverflow Pump Station.
2. This pump station will deliver an estimated 500 GPM @ 100 PSI at the station discharge, with a minimum inlet pressure of 45 PSI.
3. 4ft x 6ft Hoover reinforced pump enclosure with:
a. Ultraviolet and chemical-resistant forest green fiberglass (painted or powder coated not acceptable);
b. Lockable corrosion-resistant stainless-steel hardware;
c. Ventilation for motors and controls;
d. Hinged access cover with gas-filled support shocks.
4. UL listed self-diagnostic Hooverflow VFD control system specifically configured for this project shall include:
a. Hooverflow controls to sequence pump start and retirement using mag flow sensing to operate pumps as close as possible to best efficiency point;
b. An individual, dedicated VFD for each motor;
c. Consistent pressure control throughout design flow range;
d. 4G cell modem with remote power reboot capability;
e. Stainless steel NEMA 4 panel;
f. User friendly web interface;
g. Supervisory controls and monitoring with automatic alerts capability;
h. Soft ramp-up and ramp-down;
i. current, phase & voltage protection;
j. VFD fault protection;
k. VFD forced air cooling;
l. Loss of prime protection;
m. Motor O/L and thermal protection;
n. Transient surge protection;
o. Industrial UPS to guard electronics;
p. Irrigation controller 110 VAC power supply for one controller in J-Box mounted on back of pump station for customer provided & installed irrigation controller.
5. Hoover Flow guard Internet-based water management system, remote operation, history, 24/7 email notifications of problems, flow and pressure graphs, water use reports and permit compliance, settable water and maintenance windows. Includes shut-off valve with local bypass for maintenance, one year communication plan, remotely managed rain gauge.
6. Single 25HP Griswold Centrifugal Pump with flanged suction and discharge connections (threaded connections not acceptable). Includes premium efficiency, dust and water resistant, Totally Enclosed Fan Cooled (TEFC) motor
(Open Drip Proof (ODP) motor not acceptable).

7. Three inch (3") corrosion-resistant discharge header shall include:
a. Hot-dipped galvanized groove pipe and fittings;
b. Bronze disk discharge maintenance isolation valve;
c. Epoxy coated cast iron magnetic flow meter with no moving parts to control pump sequencing, resulting in longer equipment life and lower operating cost;
d. Three inch (3") epoxy coated cast iron solenoid shut off, PSI transducer valve.
8. 6ft x 4ft hot-dipped galvanized structural steel skid (painted steel not acceptable) placed on existing reinforced concrete pad
9. Pressure tank assembly that saves energy and extends the service life of variable frequency drive, pump motor and irrigation system fittings. Hoover-designed, adequately sized pressure tank system reduces typical pump start frequency that occurs due to normally expected irrigation field leaks.
10. Six inch (6") corrosion-resistant pump station discharge line shall include:
a. Hot-dipped galvanized grooved pipe and fittings (painted or powder-coated steel pipe and fittings not acceptable);
b. Galvanized steel pipe below grade for irrigation main line tie-in by Hoover.
E. Connect above grade to existing galv intake and reclaim lines.
F. Install two (2) new six inch (6") check valves on existing intake and reclaim.
G. Work must be completed within two (2) weeks from receipt of materials.
H. First year annual Hoover Flow guard preventative pumping station maintenance must be included.

The Vendor shall:
A. Provide a minimum of a one (1) year manufacturers' warranty.
1. Warranty shall cover pump station itself, intake lines, discharge filters, and other major system components.
Unspecified work is defined as materials or services that may be required due to unexpected conditions or events similar to the scope of work. Unspecified work is not guaranteed as part of the contract and must be properly authorized in writing by the City before performed.
Vendor must provide a single point of contact, a dedicated account manager who will be readily available during normal business hours to administer the agreement. Vendor is responsible for notifying the City of any changes in account manager or contact information. 5.10. City’s Responsibilities
implementation, servicing, reporting, and issue resolution.
At a minimum, City shall provide and meet the following responsibilities:
A. City shall provide a point of contact (City Project Manager) to administer the Agreement.
B. City Project Manager shall assist with planning, strategy, and objectives prior to performance of the Work.
C. City Project Manager shall promptly respond to issues and inquiries so as not to hinder the progress, completion, or compensation for the Work.
