Any vendor wishing to respond to this intent to sole source must be an authorized Penlink dealer and must provide documentation demonstrating authorization to perform all aspects of the required services and products. Penlink offers live training and continued training support for the life of the relationship. Vendors that believe they can perform and supply all products and services equivalent to Penlink may submit responses and concerns via email to the South Carolina Department of Corrections by the deadline. The notice will be posted in the South Carolina Business Opportunities (SCBO) for at least 10 business days as required by state code. Protests to the intended award must be submitted in writing to the Chief Procurement Officer at the Materials Management Office within five business days of the notice posting, with the actual protest required within fifteen days of posting.

The South Carolina Department of Corrections intends to Sole Source Penlink to build stronger cases in one platform. Penlink provides resources to law enforcement agencies to sort and analyze mass amounts of communication data to include:
Telephonic communications:
Call detail records, cell tower dumps, range to tower, cell phone forensics (cellebrite, graykey, msab, etc.) standard cellular, VoIP, VoLTE, text messages and MMS.
Internet based communications.
Over 600 forms of all internet data autoloaded into PLX to include emails, social media, mobile apps and account activity.
PenLink and PLX offers seamless third party data link capabilities with companies like Callyo, Clear and IP2 locations to name a few.
PLX is the only product that can accept over 600 different types of communication data and support multiple files types in one platform.
Penlink offers live training and continue to offer additional training for the life of the relationship.
Any vendor wishing to respond to this Intent to Sole Source must be an authorized Penlink dealer.

PROTESTS:
If you are aggrieved in connection with the intended award or award of the contract, you may be entitled to protest, but only as provided in Section 11-35-4210. To protest an award, you must (i) submit notice of your intent to protest within (5) business days of the date this notice is posted, and (ii) submit your actual protest within fifteen days of the date this notice is posted. Days are calculated as provided in Section 11-35-310(13). Both protests and notices of intent to protest must be in writing and must be received by the appropriate Chief Procurement Officer within the time provided. The grounds of the protest and the relief requested must be set forth with enough particularity to give notice of the issues to be decided. Any protest or notice of intent to protest must be addressed to the Chief Procurement Officer and submitted in writing.
