About this file
This Intent to Award Sole Source document is issued by the South Carolina Department of Corrections for the procurement of SAS Institute, Inc. software licenses and support services. The SCDC depends on SAS system software to generate information reports for all databases, including financial, personnel, inmate systems, and jail management databases. The department states that hundreds of production reports written for the mainframe, AIX, and Windows platforms would cease functioning without this software and would require rewriting in alternative languages and statistical packages. The solicitation number is 5400019990, issued on June 18, 2020, with a response deadline of July 13, 2020 at 10:00 a.m. Responses must be submitted via email to purchasing@doc.sc.gov with "SOLE SOURCE" in the subject line, or by mail to the SC Department of Corrections Purchasing Branch at 4420 Broad River Road, Columbia, SC 29210. No bidders conference or site visit is required. The award will become effective after the opening date and time if no responses are received.
Any vendor responding to this sole source must be authorized to perform and supply all products and services for the SCDC, including support for clients and servers currently in place and upgraded equipment within the SCDC Education Division. The software must maintain compatibility with the SCDC and State CIO mainframe environment. Vendors wishing to protest the intended award must submit notice of intent to protest within five business days of the notice posting date and submit the actual protest within fifteen days, addressed to the Chief Procurement Officer at the Materials Management Office. The solicitation will be posted in the South Carolina Business Opportunities (SCBO) for at least ten business days as required by SC Code 11-35-1560. Procurement Officer Myrtle DeWerdt can be contacted at 803-896-8582 or dewerdt.myrtle@doc.state.sc.us.
