Note: Hand delivered bids shall be delivered to the Contracting Officer at the address shown below in the front entrance of the FAO building. Please call 972-352-4574 to notify the Contracting Officer that you are hand delivering a bid so that arrangments can be made for you to access the U.S. Armed Forces Reserve Complex and the FAO building.
Any bidder wishing to be present during a bid opening occurring at FAO must submit the name of the person who will attend no less than 5 days in advance of the day of bid opening to Contracting Officer Christy Rios at crios@bop.gov so that arrangments can be made to access the U.S. Armed Forces Reserve Complex and the FAO building. Visitors will be required to present identification at the security check point and to the official conducting the bid opening. An abstract of the bids received will be posted to the beta.sam website (www.beta.sam.gov) immediately after bid opening. Therefore, attendance merely for this purpose is not necessary.
These instructions are provided as a guide for use in preparing a bid in response to this solicitation. Please utilize it as a checklist. Failure to furnish all required information or any rejection of or addition to the terms and conditions of the solicitation may cause your bid to be considered as non-responsive and ineligible for award. Do not include any extraneous information/documentation outside of the solicitation requirements.
If you have questions about the System for Award Management (beta.SAM), Government procurements in general, or need assistance in the preparation of your bid/proposal, a local Procurement Technical Assistance Center (PTAC) may be able to help. The Procurement Technical Assistance Program was authorized by Congress in 1985 in an effort to expand the number of businesses capable of participating in the Government marketplace. I. DOCUMENT REQUIREMENTS
Each bidder SHALL complete and submit 100% of all documents required, to include, clauses, and statements with the bid.

II. PRE-BID CONFERENCE/SITE VISIT
A Pre-Bid Conference and Site Visit is scheduled at 9:00 A.M. (Local Time) on Wednesday, August 26, 2020, at the USP Pollock, Pollock, LA . See solicitation provision 52.236-27, Alternate I on page 24 for futher information.
All prospective bidders who plan to attend this conference are required to complete the form included in the solicitation as Attachment 4 - Authorization for Release of Information; Criminal History Check.
Complete the form and submit to: Brad Breland at bbreland@bop.gov . All forms shall be filled out legibly in dark ink or typewritten and be submitted before 1:00 PM (local time) on Friday, August 21, 2020.
This will allow the Bureau of Prisons time to conduct a limited background security clearance (NCIC) for ALL persons who will be attending this conference/site visit. Include a phone number and you will be contacted to confirm clearance status. Persons who are not deemed suitable to enter the institution will be contacted by phone as soon as practicable. No person will be allowed in the institution until a NCIC check is completed and approved. The BOP is prohibited from divulging any information regarding any reasons for NCIC denials. Only the fact that a person has been denied will be communicated to the company point of contact. This is the only pre-bid conference/site visit scheduled. Requests for other site visits will not be granted. Attendance at this Pre-Bid conference and Site Visit is highly encouraged but is not mandatory.
III. PRE-BID QUESTIONS:
Any questions relating to the solicitation after the closing of the pre-bid conference/site visit shall be sent in Microsoft Word format to Christy Rios, Contracting Officer, via email at crios@bop.gov no later than August 28, 2020 at 1:00 PM CST. In order to provide sufficient response time prior to the bid due date, the Government is establishing the above cut-off date for questions about the solicitation. Response’s to the questions shall be posted in amendment form to beta.sam in a timely manner.
IV. PAST PERFORMANCE INFORMATION:
Refer to Provision FAO-0022, List of References and Banking Information on page 29 of the solicitation. Attached to this document are two past performance questionnaires, one for your references, and one for your bank.
1. Past Performance Questionnaire: Forward this document to at least 5 companies/Government agencies who you have current work or have completed work within the last 24 months.
The references submitted should be for work of a similar size, nature, and scope. If you do not have references for similar work, please indicate so by including a separate letter with your bid stating such. In accordance with Federal Acquisition Regulation 9.104-1(c), a prospective contractor shall not be determined nonresponsible solely on the basis of a lack of relevant past performanc history.
2. Bank Reference: Forward this document to your bank and inform them in writing they are authorized to respond to this document. Ensure they are aware that only this document will be accepted.
You are responsible to ensure the questionnaires are delivered to your references, and that they respond via forwarding the completed reference to crios@bop.gov . The completed reference documents must come from your reference, and not from an email address in your firm.
NOTE: Please do not email me asking if your references have been received, as your email will not be responded to. It is advised you follow up with your references to ensure they’ve replied.

The contractor you are receiving this document from intends to offer a bid to the Federal Bureau of Prisons for an upcoming project. As a potential bidder who may receive the contract, it is required by law that past performance be examined. The Federal Bureau of Prisons is currently in the solicitation phase for the requirement listed above. As a potential bidder who may receive the contract, it is required by law that Past Performance be examined. The attached completed document, once received, will be utilized to assist in determine contractor responsibility prior to expending your tax payer dollars and awarding a federal contract. It is imperative before we award tax dollars to firms, they are deemed capable and responsible.
