About this file
This is a Justification for Sole Source Procurement form submitted by the South Carolina Department of Transportation to the State Fiscal Accountability Authority. The agency seeks to procure testing equipment for concrete, steel, and cement uses, specifically Instron controllers and software to replace outdated systems that are no longer supported or are in phase 4. Instron will provide monitors, software, installation, and training for all three units under this sole source procurement. The agency determined through market research that Instron is the sole provider of controllers, operating systems, and software compatible with existing Instron equipment, as they do not distribute through other vendors or sources.
The justification documentation, authorized by Madeleine Hendry, Deputy Secretary for Finance and Administration, establishes that no alternative vendors' supplies or services can meet the agency's specific technical requirements due to compatibility constraints with existing equipment. The procurement is conducted under S.C. Code Ann. 11-35-1560 and S.C. Regulation 19-445.2105. If the sole source procurement exceeds $50,000, the agency must obtain a Drug-free Workplace certification from Instron. No specific pricing, contract term, or award date information is provided in this justification document.
